A.1 STATEMENT OF WORK/SPECIFICATIONS
Introduction
The Federal Correctional Institution (FCI), Otisville, New York intends to award a firm fixed price indefinite delivery requirements type contract to a responsible quoter for the provision of Bag in Box (BIB) juice beverages, equipment and service. FCI Otisville is a medium security facility housing approximately 1,350 federal male inmates.
Place of Performance
Supplies and equipment will be delivered to FCI Otisville, Two Mile Drive, Otisville, NY 10963.
Equipment
All equipment necessary to complete the job will be furnished and installed by the contractor.
The contractor shall supply seven (7) counter-top style dispensers that hold and dispense ice.
The dispensers shall be the push button type. The dispensers must accept all cup sizes and handle dispensing of juice base. Due to availability of space, dispensers should be approximately 22" wide and 30" deep and 35" high. Each dispenser shall be equipped with (1) one full set of flavor labels for all dispensing nozzles indicating juice selection. Replacement labels shall be provided upon request. Upon initial delivery, a supply of ten (10) additional labels per flavor should be provided to the Food Service Administrator to be used in case labels are lost or damaged.
Stations and Locations: Dispensers shall be located in the following areas, each on beverage counters supplied by the Government:
Unit J - one (1) dispenser Camp - one (1) dispenser Main Dining - (4) dispensers Officers Dining – (1) dispencer
Repair Services
Repair services on the equipment supplied by the contractor are the sole responsibility of the contractor throughout the life of the contract at no additional cost to the Government. The Government shall notify the contractor of any equipment breakdown or failure to dispense.
Requests for repairs will be made by the Food Service Administrator and/or his designee. The contractor shall repair their dispensers and lines within 24 hours of notification by the Government. In the event repair cannot be completed within 24 hours, a loaner machine should be delivered and installed within 24 hours of the service call, as to ensure no interruption of service. Service visits will normally be scheduled during regular business hours (7:30 a.m. to 3:00 p.m.) Monday through Friday.
Supplies
The contractor shall supply non-carbonated (8:1 mixture) beverages in 5 gallon BIB containers.
The flavor selection will be as follows: orange, lemon, fruit punch and un-sweetened tea. All will be sugar free, saccharin free and vitamin C enriched. All products must be Kosher approved and the contractor must provide written documentation for verification. The contractor shall include all associated equipment, maintenance and transportation costs in the cost of the product.
Schedule
The government will place orders for products as needed. Product shall be delivered Monday thru Friday, with the exception of Federal Holidays, no later than ten (10) working days after receipt of an order. Delivery orders will be placed by the Contracting Officers.
Type of Contract
This contract will be an indefinite delivery/requirements type contract with firm-fixed pricing.
Contractor shall deliver and have equipment operational within 30 calendar days from the date of award of the contract. The Federal Bureau of Prisons may request, at any time throughout the life of the contract, additional equipment or current equipment removed as necessary. All equipment provided shall remain the property of the contractor and shall be retrieved at the contractor’s expense upon completion of the resulting contract.
Institution Security
The contractor agrees to adhere to all regulations prescribed by the institution in regards to the safety, custody and conduct of inmates. The employees of the contractor entering the institution may be required to meet certain security requirements prior to entering the institution. Primary concerns are the amount of contact that may occur between the contractor and his/her employees with the inmate population during the performance of the contract. Contractor employees are allowed access to the institution at the sole discretion of the Warden of the institution.
The program manager at FCI Otisville is responsible for conducting the appropriate law enforcement check on all contractor staff that may need access inside the prison facility. The following investigative procedures will be performed:
National Crime Information Center (NCIC) check;
By submitting a quote for service, the contractor and its employees agree to complete the required documents and undergo the listed procedure. An individual who does not pass the security clearance will be unable to enter the BOP facility. Any individual employed by the contractor who is deemed not suitable by the BOP requirements will not be granted access to perform services under the contract. This is a condition of the contract.
