Questions and Comments
1) 1.1.2 - When will the Test stand and related equipment rooms be available for the solicitation site visit and inspection? EPA does not believe a site visit is required for this contract.
2) 1.3.3 - The maximum RPM for the engines under test is stated at 12,000 RPM. Does this cover all the engine sizes? If not what are the maximum RPMs of the large units? Yes, the statement was written based on current class V engines maximum test speed of 10,500 rpm including 1500 rpm overhead for over speed and test article variation.
3) 3.1.2 – The rotating centerline of the dynamometer shall be no less than 30.0” and no more than 40.0” above floor level. Our questions are: What is the specific distance from the test stand to the dynamometer shaft centerline? What are the parameters for the engine fixture that will be attached to the test stand? (please see attached diagram) The intent of 3.1.2 is to ensure the dynamometer is located at an accessible height for an operator to pull start a test engine. Distance from the test stand to the shaft centerline must be able to accommodate testing the full range of handheld engines. The test stand bedplate may be a fixed or adjustable position relative to the dynamometer shaft centerline
4) 3.1.4 - What are the dimensional parameters for the Test Cell bed plate? See included “EPA Bedplate – Sheet1.pdf”
5) 3.14, 3.15, 3.16 – What are the dimensional test stand table requirements? What size test stand table is required for the Eddy Current Dynamometer and the device under test / test engine fixture? The test stand shall meet the requirements of 3.1, refer to “EPA Bedplate – Sheet1.pdf” for further test cell bedplate dimensions. The configuration/dimensioning of the test stand is at the offeror’s discretion, so long as it can demonstrate compliance of the SoW.
6) 3.1.4 & 3.1.5 - The test stand shall be equipped with provisions to bolt to the existing bedplate (1 1/8” wide T-slots spaced on 12.0” center), yet at the same time have leveling feet or suitable equipment installed. Please elaborate. The intent of 3.1.4 and 3.1.5 is to ensure the test stand has a provision for leveling before being bolted to the facility bedplate, referenced in the included “EPA Bedplate – Sheet1.pdf”.
7) 3.2.8 - If separate test stands are required, can we offer one closed loop controller for both test stands or are two separate controllers required? One closed loop controller would meet the requirements of this statement. If separate test stands are offered, a streamlined transition method with procedure shall be provided with the offer.
8) 3.1.3 – Dynamometer shall have an external cooling system.
3.2.2 – Dynamometer shall be cooled by a primary / secondary glycol system or by forced air.
5.1 – Optional dynamometer cooling package to consist of sealed secondary glycol based loop and will interface with building chilled water loop.
Question: Please indicate if a standard water cooling system will fulfill 3.1.3 and 3.2.2 and quoting the optional 5.1 will fulfill the primary / secondary glycol system of 3.2.2?
Technical evaluation of the cooling package will be assessed on all offers submitted. The intent is to have the cooling package listed as an option, as opposed to grouped into the base contract. Any external cooling package shall be listed as an option.
The intent of 3.1.3 is to ensure the dynamometer shall be cooled by system powered by external power sources (i.e. a pump/motor). External is defined by no unmeasured load may be added to the engine under test.
The intent of 3.2.2 is to define examples of acceptable cooling systems. Facility Chilled Water may not flow directly through the dynamometer absorber.
The intent of 5.1 is to allow EPA flexibility of selecting the offeror’s cooling package or another alternative solution. All cooling systems shall be listed as an option, noting instances where the cooling system is equipped as a standard equipment offering of the dynamometer.
9) 5.2 – Please define additional identical specification eddy current absorbers, with storage crates. Mechanicals only without instrumentation, load cells and calibration equipment and other?
The intent of 5.2 is to allow EPA to purchase a spare absorber, not additional instrumentation or calibration equipment.
