STATEMENT OF NEED

PURPOSE:

The purpose of this acquisition is to acquire a tracked snow-vehicle and appropriately matched highway transport trailer. The specific requirements are listed below.

This snow cat will be used to access the Doppler Weather Radar site near Flagstaff, AZ and other NWS observation and dissemination sites Northern Arizona during the fall, winter, and spring when equipment maintenance is needed.

About the Operating Environment:

· The radar site is at 7400 ft.

· The remaining observation and dissemination equipment exist at elevations between 4,600 and 10,300ft.

· The area routinely sees high winds, sub-freezing air temperatures, and excessive snow accumulation.

· The roads to the each of the numerous sites are narrow and have a maximum slope of 60 degrees. There are several very tight switchbacks with high steep turns on the mountain top sites that require high torque to make the tight turns and steep climbs. There is little room for error or slippage.

· The snow can vary from several feet of soft powder snow that can end many trips even with a wide/float track, to large drifts, hard pack ice, or loose rock.

· Visibility can change from several miles to just a few feet in a matter of minutes due to clouds and blowing snow developing with passing showers.

· This is an extreme travel environment in every way and requires a snow cat that can handle the harshest of conditions.

· Use blade to remove the snow and cut road.

TECHNICAL SPECIFICATIONS:

Due to the operating environment listed above, NWS has identified the following requirements:

Trailer Requirements:

· Must meet all applicable DOT requirements and be rated to carry the snow-cat and

TRADE-IN:

NWS intends to trade-in existing snow cat with trailer in conjunction with this acquisition. Photographs are included at the end of this document.

2004 Lite-foot II, serial # 2804B1204137, CD0000792338 manufactured by RV Specialties with very good reliability and features. The snow-cat runs off a hydrostatic system and allows for tight turns and even in-place pivoting if required. The individual side track width of 33” allows for good surface area traction through a wide range of snow conditions. Service of the snow-cat has routinely been performed. The snow cat has an unleaded gas GM 4.3 liter engine with only 308 hours from 15 years of reliable use and allows for a low and high speed “gearing”. Features include 4 passenger occupancy (based on seat belting installed), a front blade providing up/down, left/right and tilt movement for knocking down drifts or moving decent amounts of snow, allows for climbing maximum to 35 degrees (70% slope) and side-hill maximum to 25 degrees (50% slope) with clinometer, separate control handles for individual left/right track movement, has headlights, fog lights, strobe light and spot light for safety and night use, rear external equipment deck storage carrying location, 2 external additional fuel can availability, dual cab heaters and a 40 gallon maximum fuel capacity.

A stain in the carpet flooring of the rear seating area is present and shown in the attached pictures.

2004 Maxey Trailer model FT-18-2(6K) E (VIN: 1M9FT18J851104674) and has a 14,100 lb. GVWR. The total trailer length is 23.6’ long and trailer bed dimensions are approximately 18’x 8’x3’. This trailer is not a barcoded asset.
