Attachment 1 – Instructions for the Packaging and Delivery of Quotes for Use with the NIH electronic Simplified Acquisition
Submission System (eSASS) Website
I. QUOTE SUBMISSION
A. eSASS
1. Quotes must be submitted via the electronic Simplified Acquisition Submission System
(eSASS) website at https://esass.nih.gov.
2. Quotes submitted by facsimile or e-mail will not be accepted.
3. Follow the “How to Submit an Electronic Quote” instructions provided on the eSASS website at https://esass.nih.gov/HowToSubmit. Please apply for a new account early to allow enough time for the registration process.
4. Offerors are solely responsible for submitting Quotes and any modifications or revisions so as to reach the Government office designated above by the date and time specified in the solicitation. If your Quote is not received by the date and time specified in the solicitation, it will be considered a “late proposal,” in accordance with FAR Clause 52.212-1 (f) Instructions to Offerors-Commercial Products and Services (Late Submissions, modifications, revisions, and withdrawals of offers).
B. Creating and Naming Files:
1. Create one PDF file or Word document for your Quote Submission. Enter a name for the quote (recommend: Solicitation Number_Quote Name).
2. If the solicitation requires you to submit a separation of Technical Quotes (no price data) or Business Quote (with price data), with or without Cost Breakdown documents (Excel), see as follows:
• Technical Quote:
Create one PDF file or Word Document of your Technical Quote, including all attachments. The Technical Quote should be created in a PDF or Word format that enables word searches to the maximum extent practicable. Forms and/or documents requiring signature(s) may be scanned but must be merged into the Technical Quote file.
• Business Quote:
Create one PDF file or Word Document of your Business Quote, including all attachments: The Business Proposal should be created in a PDF or Word format that enables word searches to the maximum extent practicable. Forms and/or documents requiring signature(s) may be scanned but must be merged into the Business Quote file.
o Business Document Excel:

Create your Cost breakdown(s) as required by the RFQ or as an optional document in support of a Business Quote. The Excel file should be the included in the Business Proposal in its original Excel format, not PDF. Multiple Excel files may be included, as necessary.
3. Each of the quotes, Technical and Business, must be separate and complete in itself. Do not reference one proposal in another.
4. File naming convention: It is requested that the filenames for your Technical Proposal, Business Proposal, and Excel Workbook include the name of the offeror, the solicitation number and the type of proposal (i.e., Technical, Business, or Excel Workbook).
Examples:
Technical Proposal: XYZ Company_NIHAI2012001_Technical.pdf Business Proposal: XYZ Company_NIHAI2012001_Business.pdf Excel Workbook: XYZ Company_NIHAI2012001_Business.xlsx
