About this file
This document is a set of Questions and Answers (Q&A) related to a Request for Quotation (RFQ) for Genomics Sequencing Services for the NIAID Centralized Sequencing Program.
The RFQ seeks commercially available clinical whole genome sequencing services, including interpretation and clinical reports, in support of NIAID's clinical research. The services will be performed on various tissue types and returned within a 4-week turnaround time. The RFQ includes a base period and four option periods. Vendors must provide quotes for all base and option quantities, demonstrate capability to meet the requirements, and provide past performance references. Award will be based on technical capability, delivery, past performance, and price. The government may share vendor information with non-government personnel for evaluation. Electronic invoicing and Section 508 compliance are required. The solicitation includes applicable FAR provisions and clauses.

RFQ Attachment 6 – Questions & Answers Part 2
9/21/2024 – Amendment 6
This amendment clarifies NIAID’s answer A1 to question 1 in Amendment 5 and NIAID’s answer A1 to question 1 in Amendment 4. The questions and answers are duplicated below with revisions in red:
(From Amendment 5):
Q1. Where in the Pricing template should we put prices for Duos and Trios?
A1. There is no separate price for duos and trios. Provide a single price for a genome sequencing with raw data and a single price for a genome sequencing with interpretation and report as described in the RFQ and attachments. Duos will be considered a quantity of 2 genome sequencings and billed as 2 times the unit price for a single genome sequencing. Trios will be considered a quantity of 3 genome sequencings and billed as 3 times the unit price for a single genome sequencing. How a vendor calculates calculate this single price is up to them, but vendors may consider different internal prices for the duos and trios and extrapolate based on the expected frequency.
The unit price for genome sequencing with raw data and the unit price for genome sequencing with interpretation and report should be entered on the row for the that task, in the column for Unit price for each period of performance. The total price should automatically be calculated, but it is the responsibility of the vendor to verify.
(From Amendment 4):
Q1. Is Whole Genome Sequencing (WGS) – Duo and WGS – Trio no longer required? The RFQ – Attachment 5, does not have a provision for offering pricing for these tests as options. Could we please get some clarification?
A1. Duos and Trios are still expected with the same estimated frequency as described in RFQ Attachment 3 – QA (15%-20% of samples to be trios and 10%-15% to be duos). A single fixed price per genome considering these estimated frequencies is requested. Duos will be considered a quantity of 2 genome sequencings and billed as 2 times the unit price for a single genome sequencing. Trios will be considered a quantity of 3 genome sequencings and billed as 3 times the unit price for a single genome sequencing.

Q2. Based on the Pricing Template, please confirm that in Option Periods 1-3 the bid is only for Whole Genome Sequencing (WGS) with interpretation/report and there is no WGS only requested in these option periods.
A2. That is correct. The base period is the only period of performance with whole genome sequencing with raw data. The requirement during Option Periods 1-3 would be entirely for whole genome sequencing with interpretation and report.
Q3. If PGx calls are already a component of both the WGS and WGS with interpretation/report costs, can we note this in the template or is a separate pricing required?
A3. Please note if an Optional Task is included in the pricing for WGS with raw data and/or WGS with interpretation and report, and do not enter a separate unit price on the line item for that Optional Task.

9/19/2024 – Amendment 3
With regard to the Quote Pricing Template:
Q1. Regarding Line# 1: “Base Quantity Genome Sequencing, 4-week turnaround time” – Is this Sequencing and return of RAW Data?
A1. Yes.
Q2. Lines 5–7: The Qty is the same (100) but identified as Option Quantity 3, Option Quantity 4 and Option Quantity 5. How are these items different?
A2. The type of work and the quantity on Line 5, Line 6, and Line 7 are not different. Lines 5-7 represent distinct option quantities for 100 additional genome sequencings with interpretation and report on each line. Among Lines 5-7, NIAID would have the option to exercise an additional 100, 200, or 300 genome sequencings with interpretation and report depending on how many of these options are required.
Q3. Lines 8-10: The Qty is the same (50) but identified as Option Quantity 6, Option Quantity 7 and Option Quantity 8. How are these items different?
A3. The type of work and the quantity on Line 8, Line 9, and Line 10 are not different. Lines 8-10 represent distinct option quantities for 50 additional genome sequencings with interpretation and report on each line. Among Lines 8-10, NIAID would have the option to exercise an additional 50, 100, or 150 genome sequencings with interpretation and report depending on how many of these options are required.
Q4. Lines 11-12: The Qty is the same (20) but identified as Option Quantity 9, Option Quantity 10 How are these items different?
A4. The type of work and the quantity on Line 11 and Line 12 are not different. Lines 11-12 represent distinct option quantities for 20 additional genome sequencings with interpretation and report on each line. Among Lines 11-12, NIAID would have the option to exercise an additional 20 or 40 genome sequencings with interpretation and report depending on how many of these options are required.
Q5. Lines 14-23: The Qty is the same (100) but identified as Option Quantity 12–21. This is the same as Lines 5–7. How are these items different?
A5. The type of work and the quantity on Lines 14-23 are not different from one another or Lines 5-
7. Lines 14-23 represent distinct option quantities for 100 additional genome sequencings with interpretation and report on each line. Among Lines 14-23, NIAID would have the option to exercise an additional 100, 200, 300, 400, 500, 600, 700, 800, 900, or 1000 genome sequencings with interpretation and report depending on how many of these options are required.
Q6. Line 24: The Qty is (50) but identified as Option Quantity 22, which is the same as Lines 8-10.
How is this item different?
A6. The type of work and the quantity on 24 are not different from Lines 8-10. Line 24 represents a distinct option quantity for 50 additional genome sequencings with interpretation and report.
With Line 24, NIAID would have the option to exercise an additional 50 genome sequencings with interpretation and report if this option is required.
