STATEMENT OF WORK
MCA-Indonesia Institutional Development Coordinator
A. Introduction
The Millennium Challenge Corporation (MCC) is a Federal Corporation created under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004. MCC’s mission is to reduce poverty around the world through the promotion of sustainable economic growth based on the principle that aid is most effective when it strengthens good governance, economic freedom and investments in people. MCC requires professional services to provide context-appropriate technical advice and assistance to support the continued development, growth and eventual closure of the MCA – Indonesia “accountable entity”, which is the first of its kind in Indonesia and as such continues to require significant, multi-sectoral technical assistance to operate as a new institution.
B. Program and Project Overview
MCC has been working in Indonesia since 2006, helping to improve governance, fight corruption and enhance public health through the MCC Threshold program. This program, which concluded in December 2010, was designed to strengthen key anti-corruption institutions and to create a more efficient and sustainable immunization surveillance system. Indonesia became eligible for an MCC Compact in December 2008 and was reselected as compact eligible in December 2009 and December 2010. MCC worked with the GOI for approximately three years to develop a five year economic development program that will bring large additional resources to the effort of reducing poverty through economic growth. In September 2011, the Millennium Challenge Corporation's Board of Directors approved a five-year, $600 million compact with the GOI aimed at reducing poverty through economic growth. The compact is being implemented by an accountable entity called MCA-Indonesia, governed by a board of trustees (including GOI members as well as private sector and civil society representatives). MCA-Indonesia is a trust fund under Indonesian law.
To advance the Compact goal of reducing poverty through economic growth, the Compact includes three projects. The Green Prosperity Project aims to (i) increase productivity and reduce reliance on fossil fuels by expanding renewable energy; and (ii) increase productivity by improving land use practices and management of natural resources. These objectives are consistent with GOI development plans to support low carbon economic development and the protection of natural capital leading to increased household incomes in project areas. The Community-Based Health and Nutrition to Reduce Stunting Project aims to reduce and prevent low birth weight, childhood stunting, and malnourishment of children in project areas, and thereby increase household incomes through cost savings, increases in productivity, and higher lifetime earnings. Finally, the Procurement Modernization Project aims to (i) achieve significant government expenditure savings on procured goods and services; and (ii) improve the delivery of public services through expenditure of planned budgets.
C. Country
Indonesia and any MCC eligible country.
D. Scope and Objectives
MCC has a requirement for in-country advisory expertise during the implementation of the compact that can provide ongoing technical assistance to MCC in Jakarta regarding the institutional context and set-up of MCA-Indonesia while closely coordinating with MCC staff in Washington to ensure adherence to MCC requirements and policies related to accountable entities and program implementation. MCA-Indonesia is the first institution of its kind in Indonesia and as such relies on a new and relatively untested body of regulatory authority that is unique and does not match established GOI procedure under existing GOI law and regulations. MCC requires expertise in the development and growth of extra-governmental entities that must relate to government in their day-to-day operations so as to better guide, advise and monitor the development of MCA-Indonesia. This work continues to be needed during the compact implementation period and during compact closure. This new institution continues to be tested and require ongoing assessment and modifications to institutional processes and procedures in order to remain effective and to close down in an orderly fashion. This involves work to advise MCC on the institutional structure itself, from governance to staffing to regulatory advice to project-specific needs to be done with consideration of the institutional and cultural context within the Government of Indonesia (GOI). Significant independent judgment is be required to conceive of and design creative solutions to the challenges faced by a new organization that must meet MCC requirements for procurement, financial management, environmental and social performance and gender integration, as well as adhere to Indonesian bureaucratic law and norms. This requires working with legal and institutional experts as a liaison and project manager, with a certain level of understanding of the substance of discussions, but does not necessitate legal expertise per se.
