Q&A – Amendment 2 Department of the Treasury, Bureau of the Fiscal Service
Division of Procurement
RFQ-FSA-200000-22-0001
Vendor(s)’ Question(s) and Government’s Answer(s)
1. Who is the current provider of online legal research services to BFS OCC?
Answer: LexisNexis, a division of RELX, Inc.
2. What is the contract/task order/purchase order/delivery number of BFS OCC’s existing contract?
Answer: 2033H620F00003
3. When does the current contract expire?
Answer: The current period’s contract expires on 09/30/2021. However, the Government still has three 12-month option periods that could be exercised that would take the contract through
9/30/24 if determined to do so by the Government.
4. What is the total annual value of the current contract?
Answer: $20,640.00
5. Does the current content set match what is requested in the solicitation? If there are differences, what are they?
Answer: Offerors shall quote products that they feel will satisfy the government’s current stated requirements in Attachment F.
6. Can BFS OCC indicate the number of users requiring access to the Online Legal Research Service contemplated under this solicitation?
Answer: 25 Users
7. Attachment F asks for Price Per User. Not every offeror provides pricing in the same way. For example, this offeror does not provide Per User pricing. Rather, we provide a monthly guaranteed price for the number of users needed by the agency. It is in providing this flat-rate fee for all users that we are able to achieve the most advantageous price for our customers. With this understanding that not all offerors price their services in the same fashion, will BFS OCC allow offerors to fill out the CLIN Schedule to the fullest extent possible without being deemed non-responsive?
Answer: Yes, Offerors shall identify their pricing structure that will cover the 25 users and all of the requirements identified in the price sheet in a manner that calculates to a firm-fixed annual price for each period and a firm-fixed price for the optional line for each period that provides for an overall total price for five years.
