NOTICE OF INTENT

The Bureau of Labor Statistics E-Procurement System 08/01/2011

The Bureau of Labor Statistics’ Division of International Labor Comparisons (DILC) intends to enter into a sole source contract under Simplified Acquisition Procedures with Dr. Judith Banister located at 667 Burgoyne Street, Mountain View, California 94043 to provide relevant data sources, as well as information on the methodology of these data.

Total cost for this requirement NTE $10,000.

DILC publishes international comparisons of hourly compensation costs for employees in manufacturing. This comparison of hourly compensation costs for employees in manufacturing. These comparisons are widely used as indicators of the competitiveness of the United States in international trade. There is an increasing demand for such comparisons for China. BLS has been unable to meet this demand because China data are difficult for us to obtain and interpret (they are mainly in Chinese and include only limited and ambiguous English translations). Further, there are unique aspects of China economic data that require expert interpretation by someone very familiar with statistics. Dr. Banister is an expert in this area and will travel to China to obtain the data and additional information DILC requires in order to publish these estimates for China.

Dr Banister has a global reputation for expertise on demographics and socio-economic analysis of Asian societies, particularly China. She is fluent in Chinese and has established long-standing contacts in China national statistical office and among China’s academics and economists.

This notice of intent is not a request for offers. A determination not to compete this proposed procurement is solely within the discretion of the Government. There is no RFQ notice. For Information Purposes Only
