18 December 2015 Request for Quote for Smart Growth Implementation Assistance—Las Vegas, Nevada “Bruce Street Green and Complete Street Project” The U.S. Environmental Protection Agency’s (EPA’s) Office of the Administrator, Office of Policy, Office of Sustainable Communities in Washington, DC has a requirement for technical support of its Smart Growth Implementation Assistance- Las Vegas, Nevada program. This is a combined synopsis/solicitation and the EPA is requesting quotes in accordance with Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures. This procurement is a total small business set-aside.
The EPA anticipates awarding a firm-fixed priced purchase order. The EPA estimates the requirement will take 653 hours of direct labor. This estimate is provided for informational purposes only. Offerors should propose a firm-fixed price they determine to be appropriate in meeting all required tasks as outlined in the attached Statement of Work (SOW). The period of performance will be nine (9) months from the date of award. Proposals must address all aspects of the Government’s requirement as set forth in the attached SOW and are limited to 25 pages in length, inclusive of all documents. Any documents in excess of the 25 page limitation will not be evaluated. Offerors shall provide a separate technical volume and a price quote.
The technical volume must be sufficiently detailed to enable the EPA to make a thorough evaluation and to arrive at a sound determination as to whether the proposed services meet the requirements of the SOW and the offered approach is valid and practical. The technical volume must be specific, detailed and complete to clearly demonstrate how the offeror plans to execute the requirements described in the SOW, including a timeline and details for tasks and deliverables. Clear evidence of services and/or processes previously demonstrated and currently in place relating to the technical evaluation criteria should be included.
Prospective sources are reminded that an award can only be made to an offeror with current registration in the Central Contractor Registration (CCR) Database now available at www.sam.gov in accordance with FAR Subpart 4.11. Contractors must also be registered in FedConnect (see applicable RFQ provisions and clauses).
Quotes submitted in response to this solicitation will be evaluated on a best-value, trade-off basis. For this requirement, all evaluation factors other than price, when combined, are more important than price. The evaluation criteria are as follows:

Technical Approach
Offerors shall demonstrate a firm knowledge of and demonstrated work that encompasses the following characteristics:
· Knowledge of and demonstrated work (required) that considers the local ecoregion for Las Vegas, including geology, physiography, vegetation, climate, soils, land use, wildlife, and hydrology. The Las Vegas ecoregion is located in the arid Mojave Desert where very little annual precipitation occurs. The area experiences mild winters with limited rainfall and extremely hot summers. Precipitation falls primarily in the winter months, with some precipitation in the summer months. Experience organizing and facilitating multi-day design charrettes.
· Expertise creating high-quality design drawings and site plans, either freehand or digitally, during an on-site workshops or charrettes; and clear, concise written reports that articulate the benefits the designs would have for a community
· Experience designing public spaces (streets, parks, plazas, etc) that include green building and green infrastructure solutions, including for minimizing impervious surfaces and managing stormwater runoff, and increase tree canopy that can achieve multiple environmental and community benefits and reflect sense of place.
· Experience engaging different levels of government and external stakeholders (e.g., the public, NGOs, developers) to explore policy options and identify/attract financial and technical assistance resources to help with project implementation.

Past Performance
Offerors shall demonstrate past performance relevant to this requirement. Offerors should provide a list of previous work, similar in scope to the SOW, performed in the past five (5) years, with specific examples of relevant work including: (a) experience organizing and facilitating multi-day design charrettes; (b) expertise creating high-quality design drawings and site plans, either freehand or digitally, during an on-site workshops or charrettes; and (c) experience designing public spaces (e.g., streets, parks, plazas, etc.) that include green building and green infrastructure solutions, including for minimizing impervious surfaces and managing stormwater runoff, and increase tree canopy that can achieve multiple environmental and community benefits and reflect sense of place; as well as (d) understanding and experience analyzing and/or developing policies and codes that are used to support sustainable design strategies, as well as engaging different levels of government and external stakeholders (e.g., public, NGOs, developers) to consider design implementation and policy adoption.

Price
Offerors should submit a firm-fixed priced quote.
An electronic copy of the technical volume and price quote must be submitted by 22 January 2016 at 10:00 AM ET via FedConnect. Quotes received outside of FedConnect (e.g., via email) will not be accepted.
Questions regarding this request must be submitted via FedConnect per RFQ provision EPA-L-15-102 - TECHNICAL QUESTIONS within 19 calendar days of this posting or by 6 January 2016. Answers to questions will be provided as a formal amendment to the solicitation. Questions submitted after 6 January 2016 may not be answered.
