To Whom It May Concern:
Please see the responses to the following questions:
1. We would like to know where these “community-based facilities” are in Laredo. We would like to know if these are detention centers or sort of half-way houses.

Dismas Charities in Laredo, Texas, is the Bureau of Prisons’ contracted Residential Reentry Center (RRC), formerly known as half-way houses. This is a separate contract from the current solicitation for community treatment services.
2. We would like to know if inmates are confined all the time or have the freedom to leave the facilities unsupervised (to work, attend sessions, etc.) and have to return to these facilities at a certain time.
Inmates leave the facilities for work, to attend sessions, etc. They are fully accounted for during these times.
3. We would like to know the percentage of clients in home confinement and if you can describe what are the restrictions of inmates in this type of arrangement.
The requirements for home confinement percentages are part of the RRC contract which is separate from this solicitation. Restrictions for inmates on home confinement will vary depending on individual circumstances.
4. We have our licensed facility and can provide services here. Are we required to pick them up from their facility, bring them to our licensed site to provide the services and return them to the facility?
Transportation refers to public transportation that inmates will use to get to and from your facility. Pricing for the transportation line items in the SF 1449 should be round trip costs for public transportation.
5. Or, would they come on their own and we just have to communicate with BOP the time they arrived and left?
Please see above. You would be expected to keep a sign-in/sign-out log for all inmates arriving and departing from your facility. Tardiness and appointment no-shows are to be communicated directly by the contractor to the RRC.
6. We know that you are projecting about 80 inmates, but what is your projection for an average caseload?
It is the contractor’s prerogative in assigning therapist caseload.
7. What is the intensity of treatment you expect? i.e., do you want us to see them several times a week for intensive outpatient (10 or more sessions per week) or the less intensive, supportive outpatient (nine of less sessions per week)?
An authorization for treatment is issued for each inmate referred for services. The authorization specifies the services items needed and the frequency of services.
Treatment services are not to exceed four hours a week without further authorization. This is addressed on page seven of the Statement of Work for this solicitation.
8. We also have residential treatment services for clients who need more intensive services, I am assuming that you won’t need this type of service since clients have been incarcerated for a while?
The Bureau of Prisons is not soliciting for residential treatment services.
Please note that the FBOP will not accept questions seven (7) days before the solicitation closing date.
