Question 1: What are the restrictions regarding sharing space with a church?
Answer 1:
Per the Statement of Work (SOW), the contractor shall ensure the performance site meets the requirements for the treatment population being served. Because the CTS contract in Omaha, NE will require a contractor to provide all three services for the Bureau, substance use, mental health, and sex offender treatment services, the performance site shall not share space or be located within close proximity of another business that conflicts with the mission of a sex offender treatment agency and/or presents a safety risk to offenders and/or public safety.
The evaluation criteria requires that Quoters provide the names and services of businesses in shared space or within close proximity of the same space when submitting their proposals. The additional information provided regarding the church, its proximity to the performance site, hours of operation, and the programs/activities at the proposed shared space will be taken into consideration during the evaluation process. The Bureau reserves the right to have the final decision in determining potential conflict of interest as well as to the acceptability of the proposed performance site during the evaluation period.
