Re: RFQ-CTS-025-16, Columbus, Ohio - Q & A

All Interested Parties:

Q1. Our understanding is that these Community Treatment Services will be provided as outpatient/community-based services and that there is not a residential treatment component associated with this contract. The Statement of Work states that services will be provided "to Federal inmates in the custody of the Bureau of Prisons, residing in a Residential Reentry Center (RRC) or placed on Home Detention." At CAIHS, we operate an RRC for recently released inmates. Could we provide some services in our RRC if it is determined that referred inmates would benefit from residential treatment? Or, is the expectation that all services be provided on an outpatient basis?

A1. The solicitation is for outpatient treatment services and the specific services to be utilized under this contract are the line items detailed in the SF 1449 document. No residential treatment services are included in the line items of this solicitation. The Bureau maintains a separate contract for RRC services.

Q2. What is the anticipated notification date for the selected contractor?

A2. The notification date depends on how well the Technical & Elevation process is completed. However, the contractor will be notified before the start date of the contract stated in the solicitation.

Q3. Are we expected to submit the Form SF-1449 and all attachments (business questionnaire, narrative information, etc.) by mailing a CD/DVD? Is there an opportunity to submit this electronically (via email or website)?

A3. Think Paperless! Quotes will not be accepted via fax or email. Quotes shall be submitted on a CD/DVD in PDF Format for the completed SF-1449 and the technical response. In addition, a separate CD/DVD in PDF Format containing the pricing schedule. Please see page 34 of 45 of SF 1149 (Solicitation).

Q4. Is there a specific format we should use to respond to the criteria detailed on pp. 7-8 of SF-1449?

A4. Please, submit documents in order as stated in Decisional Rule Criteria to make the Technical & Elevation process easy.

Q5. Would you like us to submit copies of the bank notification and client notification letters that we send out?

A5. Yes, it’s part of Technical & Elevation process.
