STATEMENT OF WORK
TITLE:
Lincoln Park Superfund Site Community Advisory Group Facilitation Services
BACKGROUND:
EPA Region 8 has need of professional conflict resolution and facilitation services for the purpose of conducting monthly Community Advisory Group meetings for the Lincoln Park Superfund site located south of Canon City in Fremont County, Colorado.
Cotter Corporation began operations at the Canon City facility in 1958 where they milled vanadium and molybdenum as well as producing yellowcake, the solid form of mixed uranium oxide which is a by-product of the uranium milling process. Operations ended at the facility in 1979.
The Lincoln Park site is listed on the National Priorities List and Cotter Corporation is currently conducting a Remedial Investigation/Feasibility Study pursuant to a 2014 Administrative Order on Consent it entered into with the U. S. Environmental Protection Agency (EPA) and the Colorado Department of Health and Environment (CDPHE).
DESCRIPTION OF WORK:
The contractor will meet in person or by telephone with the Remedial Project Manager (RPM) and Community Involvement Coordinator (CIC) to discuss their needs for conflict resolution and facilitation services involving the conduct of Community Advisory Group (CAG) meetings for the Lincoln Park Superfund site. This meeting or conference call will be held no later than five days after authorization to begin work under has been transmitted to the contractor by the contracting officer.
The Lincoln Park CAG includes seventeen community members, two representatives from the Cotter Corporation and seven representatives from EPA and CDPHE combined.
The contractor will help plan, organize and facilitate up to twelve CAG meetings held monthly at or near the Lincoln Park Superfund site (with the possible exception of December) and one annual site update meeting. Seven of the CAG meetings will be held during the day between 1:00 pm and 4:00 pm, generally on the third Thursday of each month. At least four CAG meetings will be held at night from 6:00 pm to 9:00 pm. The dates on which night meetings will be scheduled will be agreed upon after discussion with EPA, CDPHE and other stakeholders.
The first CAG meeting for which facilitation services will be required is currently scheduled for January 19, 2017 from 1:00 pm – 4:00 pm. The time of this meeting may be changed to 6:00 pm to 9:00 pm at the discretion of the EPA, CDPHE and the stakeholders.
The contractor shall, in consultation with EPA and other stakeholders, prepare and electronically distribute proposed meeting agendas to all participants no later than 14 calendar days prior to the date and time of the scheduled facilitated meeting. The contractor will electronically distribute finalized agendas to all participants no later than seven calendar days prior to any scheduled meeting.
The contractor may conduct discussions before and/or after these facilitated meetings with some or all of the stakeholders involved on an as needed basis.
Within five days of each facilitated meeting the contractor shall prepare and electronically distribute meeting notes to all meeting participants and EPA’s ADR Coordinator in Region 8.
The contractor is authorized under this contract to travel by car from their offices to the agreed upon meeting location near Canon City in Fremont County, Colorado.
The period of performance for this contract shall not exceed December 31, 2017 Additional information about the site can be found at this link:
