Re: Request for Quotation (RFQ) Requisition Number: CE-FY240912 Out-of-Town Sitting Transportation, Palo Alto
Summary:
The United States Court of Appeals for the Federal Circuit (CAFC), hereinafter referred to as the “Court”, is currently requesting quotations for the transportation of several judges and court personnel attending out-of-town sittings to and from various locations in the San Francisco, California metropolitan area from Tuesday, October 8 through Thursday, October 10, 2024.
This is a request for firm-fixed pricing, and will be awarded to the lowest priced, technically acceptable offer.
Background:
As one of only two Article III federal appellate courts with national jurisdiction, the U.S. Court of Appeals for the Federal Circuit adjudicates appeals from federal trial courts and federal agencies around the country in a variety of subject areas, including patents and trademarks, international trade, monetary claims against the United States government, federal personnel decisions, veterans’ benefits, and government contract disputes.
The swift and accurate resolution of these appeals provides surety and confidence to the private industry in inventing new pharmaceuticals or technological advancements, to importers and exporters of goods and products, to veterans seeking proper medical benefits, and to people entitled to compensation when wronged by the United States government.
Scope of Work:
The Court requires transportation services from a vendor with passenger vans and SUVs, as well as experienced, knowledgeable drivers. The primary pick-up and drop-off location each day will be a hotel in the San Francisco metropolitan area. The exact times and destination will only be provided to the winning vendor upon award of contract and after signing a non-disclosure agreement (NDA).

If a TIN is not provided, a payee may be subject to backup withholding – situations where the Judiciary must withhold a certain percentage to ensure the IRS receives any tax due on the payment.
Payments disbursed by the Treasury on the Judiciary’s behalf must collect payee TINs to comply with the Treasury’s TIN Policy.
