STATEMENT OF WORK

BACKGROUND

Surveys by the Alaska Fisheries Science Center, Auke Bay Laboratories are conducted to provide information on ecosystem level processes that impact fish stocks and the habitats they depend upon for growth and survival. Fish diets are one of the key data sources that enable linkages between fish stocks and the marine ecosystem.

OBJECTIVE

To catalogue pelagic fish stomach content and assist scientists with trawl collections during the Auke Bay Laboratories research survey in the eastern Gulf of Alaska.

SCOPE OF WORK

The contractor must be prepared to participate on a fisheries and oceanographic survey in the Gulf of Alaska, provide assistance with various research activities during the survey, complete the on-board analysis of fish stomach contents, and provide entered fish diet data in excel format at the completion of the cruise. Expect 4-5 stations sampled per day, working 12 hours each day including transit time between stations. The contractor must be familiar with weather conditions in the Gulf of Alaska and be able to complete the onboard sampling and processing with sea states typically present in Northern Seas.

SPECIFIC TASKS AND DELVIERABLES

Set up and break down laboratory working space and equipment required for on-board stomach analysis.

Sort and quantify up to 86 surface trawl stations that will include the fish and jellyfish stomachs to be processed.

Pack samples, equipment, and assist with breakdown of workstations after cruise.

Complete analysis of up to 500 pooled fish stomach samples onboard during the survey. Each pooled sample may contain as many as ten individual stomachs.

Complete analysis of up to 75 individual stomachs onboard during the survey, will only involve jellyfish and squid species.

Submit entered diet data in Microsoft excel format electronically to the COR by

August 30, 2015.

The following species will be encountered during this survey and will be the focus of this diet contract: Arrow tooth flounder (Age 0), Chinook salmon (Adult and Juvenile), Coho salmon (Adult and Juvenile), Pink salmon (Adult and Juvenile), Sockeye salmon (Adult and Juvenile), Chum salmon (Adult and Juvenile), Pollock (Age 0), Pacific Cod (Age 0), Pacific Pomfret (Adult), Sable fish (Age), Tom Cod (Age 0), Squid, and Jellyfish. Some

Squid and jellyfish may be done separately as individuals depending on size but the rest of the protocol will remain the same.

CONTRACTOR PROVIDED

Travel is not included in this bid. The key personnel are responsible for making their way to the vessel location which is Juneau Alaska. The survey begins on July 5, 2015 therefore arrival must be no later than July 4, 2015 to the Juneau location. The vessel will be available for berthing on July 5, 2015. The survey ends in Juneau on July 25, 2015. The key personnel are free to leave at any point after 4pm on July 25 th

, 2015.

The contractor must also include the cost of a cold water survival class, if one has not been completed. The key personnel must complete a cold water safety class prior to sea duty. Adequate rain gear, boots, and gloves necessary for participation aboard the survey must be provided by the contractor. The contractor must also provide a bath towel, and other personal effects required for 20 days at sea.

It is the contractor’s responsibility to ensure key personnel have all necessary equipment to perform the required work of on-board fish diet analysis.

GOVERNMENT PROVIDED

The key personnel will be issued work space on the vessel. Key personnel will be provided with a Personal Floatation Device (PFD) and hard hat when necessary. Auke

Bay Laboratories has a variety of electronic scales, spring scales, dissecting scopes, species identification keys, and dissecting equipment available upon request by the contractor. Requests for specific equipment must be made to the COR via email before

June 20th. Failure to meet the June 20th deadline will result in the contractor having to furnish their own equipment. Government provided protocol is listed below, this must be strictly adhered to during processing to insure the validity of our long-term time series and data compatibility.

The contents of up to 10 pooled individuals of each target species will be examined on board the vessel. A total pooled prey weight and individual prey category weight will be obtained with a balance scale. In the event, those individual weights cannot be obtained

(due to small prey size or motion of the vessel); estimation of weight via percent volume may be substituted on the data sheet. In this case, the density of prey will be assumed to be 1g per 1ml. Additional information to be included: number of stomachs processed, size category/range of predator species, average weight of predator species, average stomach content weight, number of empty stomachs, a fullness index (0-4, 0 being empty

4 being fully distended), estimation of percent fresh food, a stomach fullness index SFI =

(average prey weight/average predator body weight)*1000, and an individual prey category stomach content index SCI = (average weight of individual prey category/average predator body weight)*1000. SCI will sum to SFI. Prey items are expected to be staged and identified to the lowest taxonomic level practicable.

See attached data sheet template.

(h) Certification Regarding Responsibility Matters (Executive Order 12689). (Applies only if the contract value is expected to exceed the simplified acquisition threshold.) The offeror certifies, to the best of its knowledge and belief, that the offeror and/or any of its principals—

(1) o Are, o are not presently debarred, suspended, proposed for debarment, or declared ineligible for the award of contracts by any Federal agency;

(2) o Have, o have not, within a three-year period preceding this offer, been convicted of or had a civil judgment rendered against them for: commission of fraud or a criminal offense in connection with obtaining, attempting to obtain, or performing a Federal, state or local government contract or subcontract;

violation of Federal or state antitrust statutes relating to the submission of offers; or commission of embezzlement, theft, forgery, bribery, falsification or destruction of records, making false statements, tax evasion, violating Federal criminal tax laws, or receiving stolen property;

(3) o Are, o are not presently indicted for, or otherwise criminally or civilly charged by a Government entity with, commission of any of these offenses enumerated in paragraph (h)(2) of this clause; and

(4) o Have, o have not, within a three-year period preceding this offer, been notified of any delinquent

Federal taxes in an amount that exceeds $3,000 for which the liability remains unsatisfied.

(i) Taxes are considered delinquent if both of the following criteria apply:

(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(ii) Examples.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the

IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).

(i) Certification Regarding Knowledge of Child Labor for Listed End Products (Executive

Order 13126). [The Contracting Officer must list in paragraph (i)(1) any end products being acquired under this solicitation that are included in the List of Products Requiring Contractor Certification as to
