2. NATURE / DESCRIPTION OF ACTION(S):
The purpose of this modification is to incorporate additional level of effort to IPKeys Technologies, LLC, Contract # GS-06F-1107Z, Order # HC1047-15-F-0015 in support of the Services Development Directorate in its mission to provide program management support
Services Development Directorate (SD) Program Management (PM)Support Services-JA15-095
Page 2 of 6 Pages services. Contract # GS-06F-1107Z, Order # HC1047-15-F-0015 was originally competed as an 8(a) set-aside under the General Services Administration (GSA) 8(a) STARS II Government-wide Acquisition Contract (GWAC) and was awarded to IPKeys Technologies, LLC, 12 Christopher Way, Suite 301, Eatontown, NJ 07724-3331 on March 25, 2015.
The contract is currently in its base year period of performance which runs from
March 29, 2015 – March 28, 2016. The proposed modification would apply to the Firm Fixed Price (FFP) Labor Contract Line Items (CLIN) and .75% GSA 8(a) STARS II Contract Access Fee (CAF) CLIN in the base year and option years The additional level of effort for the base year will be funded with Fiscal Year (FY) 2015 Operations & Maintenance (O&M) funding. Execution of this modification will increase the contract base year value by The contract modification requested under this J&A is comprised of an increase in FFP labor and CAF as captured in Table 1 below:
Page 3 of 6 Pages
The additional level of effort to be provided under Labor – Global Command and Control System – Joint (GCCS-J) Program Support CLIN X001 is for a 25% increase in business management support under Task 2, a 150% increase in knowledge management support objectives under Task 4, a 25% increase in risk management support under Task 7, and a 50% increase in schedule management support under Task 9. The increased level of effort will be with existing labor categories and approved rates on contract. This increase is similar in nature to the requirements of the existing Performance Work Statement (PWS) already being provided on the contract. In addition to the increase in the level of effort on the Labor CLIN, the GSA 8(a) STARS II CAF CLIN will also need to increase .75% due to the increase in Labor.
3. DESCRIPTION OF SUPPLIES / SERVICES:
Services currently provided under Contract # GS-06F-1107Z, Order # HC1047-15-F-0015 include comprehensive acquisition and business management support services to include:
business, financial, knowledge, process improvement/management, requirements/change management, risk management, resource management, and schedule management support.
This modification is required because additional support to the Joint Planning and Execution Services (JPES) Program Management Office (PMO), and Service Development Directorate (SDD) is now necessary due to an unplanned increase in requirements support levels that were previously not anticipated, and were created directly and indirectly through the recent reorganization of DISA after contract award, as well as the unplanned loss of both government personnel and their respective billets within the PMO due to budget cuts to PMO O&M funding lines.
4. IDENTIFICATION OF LIMITED SOURCE AUTHORITY AND DEMONSTRATION
OF CONTRACTOR’S UNIQUE QUALIFICATIONS:
(a) Circumstances Justifying Limiting the Source. FAR 8.405-6(a)(1)(i)(C), in the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order that was competitively awarded.
(b) Description of the Justification. An increase in the level of effort to provide support to the JPES PMO and SDD is now necessary due to unplanned requirements that were previously not anticipated, and which were created directly and indirectly by the recent reorganization of DISA after contract award, as well as the unplanned loss of both government personnel and billets within the PMO.
(c) Justification.
(1) Minimum Government requirements. The Government requires additional labor for business management support, knowledge management support, risk management
Page 4 of 6 Pages support, and schedule management support for the JPES PMO and SDD Directorate Front Office. The scope of Contract # GS-06F-1107Z, Order # HC1047-15-F-0015 already includes this work, this modification would simply increase the level of effort on Task 2 by 25%, Task 4 by 150%, Task 7 by 25% and Task 9 by 50%.
(2) Proposed sole source contractor. IPKeys Technologies, LLC, is an SBA certified 8(a) small business that was awarded Contract # GS-06F-1107Z, Order # HC1047-15- F-0015 on March 24, 2015 based on a competed GSA 8(a) STARS II competition.
This logical follow-on exception is the first time this has been used. IPKeys has the existing expertise, level of experience, and capability, to execute the requirements found within the PWS with no additional ramp up time required.
(3) Discussion regarding cause of the limited source situation. The level of effort increase is required to provide support to the JPES PMO and SDD Front Office. This requirement was not previously anticipated at award, and was created directly and indirectly by the recent reorganization of DISA after contract award, as well as the unplanned loss of both government personnel and billets within the PMO. The additional level of effort is similar in nature to the requirements of the existing PWS of the IPKeys Contract # GS-06F-1107Z, Order # HC1047-15-F-0015.
(4) Demonstration of limited source. The incumbent contractor, IPKeys Technologies, LLC, already has staff trained and ramped up to perform the business management, knowledge management, risk management, and schedule management support activities required for this increased level of effort.
(5) Procurement discussion. This level of effort increase is a continuation of work provided by the incumbent. Efficiencies would be realized in utilizing the incumbent contractor, and would negate additional overhead costs to the PE50 budget line were this work solicited elsewhere. Introducing a potential new contractor would duplicate effort and create unacceptable schedule delays and costs as outlined in Section 4.b.
above.
(6) Impact. Without this additional support, the JPES PMO will not able to meet its mission requirements in providing command and control solutions to the critical operational sites located across the globe served both by JPES systems and the GCCS-J PMO. This would lead to schedule and risk management services being directly impacted, and would hinder the ability of the PMO to pass both operational testing, and information assurance requirements set by the Department of Defense (DoD) for systems fielded in the operational environment.
5. BEST VALUE DETERMINATION:
GSA has already determined that prices of fixed price services, and rates for services offered at hourly rates on the GSA 8(a) STARS II GWAC are fair and reasonable for the purpose of establishing the schedule contract. The contractor’s proposal for this additional level of effort will be analyzed by the PMO technical evaluator and Contracting Officer to determine technical
Page 5 of 6 Pages acceptability and price reasonableness. Additionally, the proposal will be compared with the Government’s IGCE and other historical data available for similar procurement efforts. The results of the price and technical evaluation will be used to substantiate the Government’s determination of a fair and reasonable price and best value determination.
6. MARKET RESEARCH:
Market research was conducted within the last eight months and is still valid. Based on an assessment of existing GWAC vehicles, GSA 8(a) STARS II was determined the best venue to compete the original solicitation. Based on an 8(a) competition on GSA 8(a) STARS II, IPKeys Technologies, LLC., was awarded the current contract # GS-06F-1107Z, order # HC1047-15-F-0015. In the interest of economy and efficiency, the additional level of effort is considered a logical follow-on to this Federal Supply Schedule and represents the best interest of the Government.
