JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (OTFAOC)

LIMITED SOURCES JUSTIFICATION

Justification for OTFAOC Number:

Upon the basis of the following justification, I, as the Procuring Activity Competition Advocate, hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of Title III of the Federal Property and Administrative, Services

Act of 1949 (41 U.S.C. §251, et seq.) and Title 40 U.S.C. §501, Services for Executive Agencies.

The regulatory authority that applies to the requirement is FAR 8.405-6(b) brand name.

JUSTIFICATION

1. REQUIRING AGENCY AND CONTRACTING OFFICE:

Requiring Activity:

Defense Information Systems Agency (DISA) –Computing Services Directorate (CSD)

5450 Carlisle Pike, Bldg. 308 North End, Mechanicsburg, PA 17050-0975

Contracting Activity:

Defense Information Technology Contracting Organization (DITCO)

2300 East Drive, Building 3600

Scott AFB, IL 62225-5406

2. NATURE/DESCRIPTION OF ACTION(S):

a. This requirement is to procure brand name SAP NetWeaver Business Warehouse

(BW) Accelerator licenses and one year of maintenance to cover the upgrade of the BW

Accelerator. SAP NetWeaver is the current brand of software deployed on the BW Accelerator.

The specified appliance and software are identified by make and model in order to maintain technical compatibility and to support the requirements of DISA security architecture. DISA requires the software to support their customer, Defense Logistics Agency (DLA). The BW

DLA Electronic Business System (EBS) program will increase the speed in Key Process

Indicator (KPI) reporting. In order to comply with the increased number of users and increase hardware appliances, an additional block of ninety new software licenses is required.

b. The procurement will be competed as a Firm-Fixed-Price delivery order for brand new software license and maintenance. The recommendation is to acquire the brand name license and maintenance through authorized resellers of the Enterprise Software Initiative (ESI) Blanket

Purchase Agreement (BPA) under North American Industry Classification System (NAICS)

Code 511210 - Software Publishers. Fiscal Year 2012 (FY12) Operation and Maintenance

(O&M) funding is provided for the procurement under the Military Interdepartmental Purchase

Request (MIPR) number DHQCSD12MPC0101. The period of performance for this procurement would be from 12 months from date of award. Estimated award date is 22

December 2011.

3. DESCRIPTION OF SUPPLIES/SERVICES:

a. An additional 90 SAP NetWeaver Software licenses are required for the EBS BW

Accelerator appliance to provide a seamless integration and minimize system maintenance requirements. In order to retain software compatibility and achieve economies of scale for system and database administration, the SAP solution is required. As stated on SAP’s website, SAP NetWeaver BW provides business users with immediate access to information using in-memory data compression and sophisticated data partitioning delivered on dedicated blade servers from Cisco, Dell, Hewlett-Packard (HP), International Business Machines (IBM), Fujitsu, and Sun. Recently DLA increased their architecture with additional HP blades. The HP blades utilize only the SAP software, which is intrinsic to HP’s design and that’s why it’s critical

SAP NetWeaver BW Accelerator brand name software be procured.

b. DLA and DISA currently have a working information assurance compliant BW

Accelerator appliance environment hosted in Defense Enterprise Computing Center Ogden within the DLA EBS production environment. The BW Accelerator appliance was deployed in the EBS Production system in July of 2011 to accelerate query times on infocubes to large databases. The databases hold large quantities of parts and supply chain information to support all of Department of Defense (DoD).

4. IDENTIFICATION OF STATUTORY AUTHORITY and DEMONSTRATION OF

CONTRACTOR’S UNIQUE QUALIFICATIONS:

a. This acquisition is conducted under the statutory authority of Title III of the Federal

Property and Administrative, Services Act of 1949 (41 U.S.C. §251, et seq.) and Title 40 U.S.C.

§501, Services for Executive Agencies. The regulatory authority that applies to the requirement is FAR 8.405-6(b), brand name.

b. Only SAP Public Service Inc. the Original Equipment Manufacturer (OEM) or its authorized resellers will satisfy the agency’s requirements. DISA requires the purchase of brand name SAP software licenses. SAP Public Service Inc. owns all proprietary rights to the source code. The software maintained through this purchase will support all equipment augmentations and all government owned software-processing environments. Since there are authorized resellers, the intent is to solicit quotes from ESI BPA resellers.

c. In order to maintain the investment in the current infrastructure, HP only utilizes SAP in their BW Accelerator configuration; therefore, the BW appliance is a cohesive system. The current configuration of SAP software and HP hardware cannot be changed; they work together to make the appliance. The BW Appliance was tested by DLA Engineers for two years in their

EBS Test and Development environment. Now that it is fully in production and the equipment is installed, they cannot change the internal components and software of the appliance.

d. Procurement of any other brand of software other than SAP would result in an undeterminable delay. This delay would have a significant impact on the national security, as this EBS system manages and controls the flow of materials and services to the Warfighters.
