STATEMENT OF WORK FOR
COURIER SERVICES IN THE HOUSTON, TEXAS METROPOLITAN AREA
Scope of Work
The Internal Revenue Service (IRS) offices in the Houston, Texas metropolitan area require courier services for the delivery of boxes and mail to various offices, off-site training locations and post offices located in the metroplex. The contractor shall provide all personnel, labor, equipment, supplies, vehicles, materials and incidentals to provide commercial courier service for the following IRS locations:
1919 Smith Street, Room 1250-5, Houston, Texas 77002 8701 S. Gessner, Room 650, Houston, Texas 77074 12941 1-45 North Freeway, Houston, Texas 77060 8876 Gulf Freeway, Houston, Texas 77017
Period of Performance
Base Year: Option September 1, 2020 – August 31, 2021 Year #1: Option September 1, 2021 – August 31, 2022 Year #2: Option September 1, 2022 – August 31, 2023 Year #3: Option September 1, 2023 – August 31, 2024 Year #4: Option September 1, 2024 – August 31, 2025
General Requirements
The contractor shall provide courier services as specified for daily pickup and delivery among designated IRS locations. All locations are within a 60-mile radius of the 1919 Smith Street, Houston, Texas office.
The contractor shall provide manifest sheets or delivery tickets for each pickup point.
The contractor shall provide daily pickup of mail/boxes at the IRS office at 1919 Smith Street, Houston, Texas, Monday through Friday, except Government Holidays, and complete a continuous delivery/pickup route to the individual drop sites at each of the IRS locations (See #5 below for actual delivery locations and times). The amount of mail and boxes varies daily with the tax season. Individual box weight shall not exceed 50 pounds.
The contractor shall provide unscheduled "Hot Shot" services for pickup or delivery to any IRS location or other within a 60-mile radius as requested by authorized IRS officials. (See Special Services, Item #7).
Daily pick-up of U.S. postal metered mail from IRS Office of Chief Counsel, 8701 S. Gessner, #710 for delivery to the United States Post Office, 10910 S. Gessner, Houston, Texas, 77071.
Pick up will be between 4:00 p.m. and 4:30 p.m., excluding Government Holidays.
Pickup and delivery of Tax Court documents, as well as documents going to Bankruptcy Court, on an as needed basis.
The contractor shall provide one invoice for services for each calendar month. Charges for multiple months on one invoice will not be accepted and the invoice will be returned for corrections.
Special Requirements
The contractor shall not be in possession of any IRS property or parcels overnight without the consent of the Contracting Officer (CO) or the Contracting Officers Representative (COR), without exception.
The contractor shall utilize only fully securable vehicles for performance of services under this contract. All vehicles must adhere to the following requirements:
• The vehicles must be maintained and in good condition, both in appearance and working order.
• Capacity for 2,000 pounds
• The vehicles must be state-registered and meet the minimum safety standards of the licensing state.
• The vehicles must be steel framed, and doors must be able to be secured from both inside and outside.
• The area of the vehicles in which the Government package(s) are placed must be clean, debris free and without containers, tarps or other items.
• All IRS property must be transported within the locked area of the vehicle (such as the cap or trunk). "Locked Area" does not include any container of any sort in the bed (back) portion of a pickup truck or any open bedded vehicle (with or without a camper shell) whether or not such shell or container is locked or otherwise secured.
The contractor shall furnish insurance as set forth in FAR 52.228-5: Work on a Government Installation. Liability shall commence when each shipment has been received into the contractor's possession and shall terminate when the contractor has delivered the same to the designated consignee.
The contractor's insurance policy shall provide that the insurance company gives immediate notice to the IRS Contracting Office if the insurance is voided, cancelled, reduced, or otherwise changed so as to impair the financial responsibility evidenced by such insurance.
The contractor must notify the IRS if the liability insurance is cancelled. The contractor must provide copies of all insurance policies required to perform this contract. The insurance copies are to be submitted to the Contracting Officer with the offeror's quote.
Delivery Schedule
The contractor shall begin work at 8:00 a.m., in the IRS, Houston Area Office mailroom, Room 1250-5, in the Mickey Leland Federal Office Building located at 1919 Smith Street, Houston, Texas, Monday through Friday (exclusive of official government holidays) and complete a continuous delivery/pickup route between the other IRS offices or designated locations, and return final delivery to the mailroom located at 1919 Smith Street by 12:30 p.m.
The delivery loop is as follows:
• Begin at 8:00 a.m. at the IRS mailroom, Room 1250-5, 1919 Smith Street, Houston, TX.
Pickup mail/boxes for 8701 S. Gessner and 8876 Gulf Freeway.
• Deliver/pickup mail/boxes at IRS mailroom, Room 650, located at 8701 S. Gessner.
• Deliver/pickup mail/boxes at IRS, Room 300, located at 8876 Gulf Freeway.
• Return to 1919 Smith Street with mail from 8701 S. Gessner and 8876 Gulf Freeway.
• Pickup mail for 12941 N. I-45 (North Freeway).
• Deliver/pickup mail/boxes at 12941 N. 1-45 North.
• Return to 1919 Smith Street.
Additional Offices or Stops
The IRS shall have the option to add or delete offices or stops as it becomes necessary. The contractor shall add or delete these stops accordingly.
Special Services
Hot Shots. "Hot Shots" will be requested by the [RS on an "as needed" basis via telephone ore-mail. The contractor will charge one set rate regardless of the method employed. Pickups and deliveries as needed are between locations within the 60-mile radius at the direction of those offices and as ordered by the following authorized personnel:
Contracting Officer Contracting Officer's Representative Chief, Logistics Section Facilities Mail Program Manager Mailroom Management Assistant (1919 Smith Street) as designated Chief Counsel Office (8701 S. Gessner) as designated.
Any materials that require "hot shot" service will not exceed the size of one (1) box of copier paper or federal records box.
If the "hot shot" delivery is outside the boundary of the Houston Commercial Zone as defined by the Texas Railroad Commission, the contractor, if certified, shall charge the tariff rate. If the contractor is not certified, they shall present the delivery back to the mailroom staff for other handling.
Certified Mail Runs. As needed, Pickup certified mail from IRS mailroom located at 1919 Smith Street, Houston, Texas, and deliver to U.S. Post Office, 701 Franklin, Houston, Texas, approximately five (5) miles from Federal Building.
Extra charge for pickup exceeding first 300 lbs from one location. Charges for these services will be incurred per 100 lbs or part thereof for the first 300 lbs for pickups from 1919 Smith Street or 8701 S. Gessner, at the direction of those offices. When this service is necessary, the courier will advise shipping unit personnel of the overage and request authorization to proceed or take only 300 lbs. When billing the courier will indicate pick up address and name of person authorizing service.

Disaster Planning
The contractor shall provide to the IRS, prior to the implementation of the contract, a Disaster Contingency Plan. The contingency plan must address what alternative actions the courier will implement to fulfill its obligation in the event of employee strikes, inclement weather, natural disaster, traffic accident and unforeseen events. This plan will be provided to the IRS Contracting Officer with the proposal and COR upon award.
Security Requirements/Background Investigations
All contractor personnel considered for use on the contract must undergo an appropriate background investigation in accordance with the provisions of IRM I 0.23.2, Contractor Investigations. The Government will provide necessary forms for processing of the investigations; it will be the contractor's responsibility to ensure that all required forms are submitted to the Government as specified by the CO. Contractor employees who undergo Minimum Background Investigation checks, which reveal, but are not limited to the following, may be unacceptable under this contract: conviction of a felony, a crime of violence or a serious misdemeanor, or a record of arrests for continuing offenses. The IRS reserves the right to approve Contractor employees based on the results of their background investigations.
All courier service employees designated to transport IRS property and/or requiring access to the IRS site and those officers of the firm who, for any reason, may visit the work site, shall be required to:
Satisfy the requirements attached as Vendor Security Requirements Be a United States Citizen or have Lawful Permanent Resident Status (LPR).
Appropriate non-disclosure form will be submitted to the Contractor for signature.
Upon the awarding of the contract, IRS will contact the Contractor to start procedures for the basic investigations through Contractor Security Management. The granting of an interim clearance to any individual shall not be considered as assurance that full clearance will follow as a result or condition thereof and the granting of either temporary or full clearance shall in no way prevent, preclude or bar the withdrawal or termination of any such clearance by the Government.
The courier service must provide the IRS with a 24-hour emergency telephone number and name of the person to contact during non-business hours. The courier service must notify the IRS within 24-hours of any change in contact persons and/or telephone numbers.
The IRS prohibits any packages and/or containers to be transported by walking or by bicycle.
IRS property shall not be transferred to another courier or courier vehicle after the packages are pickup up, except in emergency situations, such a vehicle breakdown. The courier shall notify the COR within one hour of an accident or the theft, loss, or destruction of government property being transported. To ensure this notification can be made promptly courier vehicles must contain appropriate IRS contact names and phone numbers, and radio or telephone equipment
Contracting Officer's Representative
The Contracting Officer's Representative (COR) will represent the Contracting Officer in the administration of the technical details within the scope of the contract. The COR is also responsible for the final inspection and acceptance of all reports and such other responsibilities as may be specified in the contract. The COR is not otherwise authorized to make any representations or commitments of any kind on behalf of the Contracting Officer or the Government. The COR does not have the authority to alter the Contractor's obligations or to change the contract specifications, price terms or conditions.
If, as a result of technical discussions, it is desirable to modify the contract obligations or the statement of work, changes will be issued in writing and signed by the Contracting Officer.
The Government may change the COR assigned for this contract at any time, without prior notice to the Contractor.
Minimum Hourly Wage Rates
The Service Contract Act of 1965 applies to this contract. Wage Determination, No. 2015-5234 (Rev 13), dated 12/23/2019, specifies the minimum hourly wage rate to be paid to all employees who provide services under this contract. Updates and/or revisions to the current Wage Determination may supersede prior editions and may be incorporated into this contract as required by unilateral modification. The current Department of Labor Wage Determination is attached.

52.204-21 Basic Safeguarding of Covered Contractor Information Systems (Jun 2016)
(a) Definitions. As used in this clause– “Covered contractor information system” means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.
“Federal contract information” means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the Government, but not including information provided by the Government to the public (such as on public websites) or simple transactional information, such as necessary to process payments.
“Information” means any communication or representation of knowledge such as facts, data, or opinions, in any medium or form, including textual, numerical, graphic, cartographic, narrative, or audiovisual (Committee on National Security Systems Instruction (CNSSI) 4009).
“Information system” means a discrete set of information resources organized for the collection, processing, maintenance, use, sharing, dissemination, or disposition of information (44 U.S.C.
3502).
“Safeguarding” means measures or controls that are prescribed to protect information systems.
(b) Safeguarding requirements and procedures.
(1) The Contractor shall apply the following basic safeguarding requirements and procedures to protect covered contractor information systems. Requirements and procedures for basic safeguarding of covered contractor information systems shall include, at a minimum, the following security controls:
(i) Limit information system access to authorized users, processes acting on behalf of authorized users, or devices (including other information systems).
(ii) Limit information system access to the types of transactions and functions that authorized users are permitted to execute.
(iii) Verify and control/limit connections to and use of external information systems.
(iv) Control information posted or processed on publicly accessible information systems.
(v) Identify information system users, processes acting on behalf of users, or devices.
(vi) Authenticate (or verify) the identities of those users, processes, or devices, as a prerequisite to allowing access to organizational information systems.
(vii) Sanitize or destroy information system media containing Federal Contract Information before disposal or release for reuse.
(viii) Limit physical access to organizational information systems, equipment, and the respective operating environments to authorized individuals.
(ix) Escort visitors and monitor visitor activity; maintain audit logs of physical access; and control and manage physical access devices.
(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.
(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.
(xii) Identify, report, and correct information and information system flaws in a timely manner.
(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.
(xiv) Update malicious code protection mechanisms when new releases are available.
(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.
(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered http://uscode.house.gov/ http://uscode.house.gov/ contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information (CUI) as established by Executive Order 13556.
(c) Subcontracts. The Contractor shall include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial items, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.

52.216-20 Definite Quantity (Oct 1995)
(a) This is a definite-quantity, indefinite-delivery contract for the supplies or services specified, and effective for the period stated, in the Schedule.
(b) The Government shall order the quantity of supplies or services specified in the Schedule, and the Contractor shall furnish them when ordered. Delivery or performance shall be at locations designated in orders issued in accordance with the Ordering clause and the Schedule.
(c) Except for any limitations on quantities in the Order Limitations clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations.
(d) Any order issued during the effective period of this contract and not completed within that time shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor’s and Government’s rights and obligations with respect to that order to the same extent as if the order were completed during the contract’s effective period;
provided, that the Contractor shall not be required to make any deliveries under this contract after last day of the current performance period.

52.217-8 Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days prior to expiration of current performance period.

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days prior to the expiration of the current performance period; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years (months) (years).
