About this file

This document is an Architect-Engineer (A-E) Services Statement of Work (SOW) for repairing sliding snow damage to three dormitory buildings (7053, 8005, 7083) at Joint Base Elmendorf-Richardson (JBER) in Alaska.

The SOW requires the A-E to provide planning and design services, including site investigation, reporting, 15% planning-level design, and 35% maintenance/repair design for the three buildings. The planning effort will develop a 30-year solution to remedy the roof design and wall cladding issues causing the sliding snow damage. The 35% design will provide repair/replacement solutions for the immediate damage. The government plans to use the designs to program and solicit future construction projects, potentially as design-build task orders against the JBER Multiple Award Construction Contract (MACC). The SOW provides detailed design submittal requirements and schedules. This SOW is related to a Request for Information (RFI) for A-E services to support this project, with responses due by June 12, 2024.

ARCHITECT-ENGINEER SERVICES

STATEMENT OF WORK (A-E SOW)

FXSB 23-1007 Repair Sliding Snow Damage 3 Dorms, BLDGS 7053, 8005, 7083

Joint Base Elmendorf-Richardson (JBER) Alaska

PROJECT WORK DESCRIPTION

1.0.1 SCOPE: Provide professional Architect-Engineer (A-E) services to develop a design to repair, sustain, and restore 3 Dormitories, Buildings 7053, 8005, 7083.

1.0.2 PROJECT DESCRIPTION:

A. Project Identification: FXSB 23-1007, Repair Sliding Snow Damage at 3 Dormitories, BLDGS 7053, 8005, 7083 at JBER, AK. The buildings are located on the dormitory campus area on the Elmendorf side of JBER.

B. Project Background: Buildings 7053, 8005, 7083 are 3-story dormitory buildings constructed in the early 2000s. All 3 dormitories have experienced damage to the building exterior envelope at various locations. Wall damage has occurred primarily from snow sliding off the roofs above. Other damage from sliding snow includes unprotected appurtenances located on and around the buildings.

(1) There is visual evidence suggesting inadequate insulation and ventilation, combined with complicated roof design, is a major contributor to the wall damage from the sliding snow. Numerous dormers and valleys on the roof have created areas where snow and ice can build up and suddenly release. As the snow and ice release, damage has occurred on the walls below. Unprotected appurtenances on and around the building have also experienced damage from lack of protection. The roof eave design does not adequately protect wall and appurtenances below.

1.0.3 DESIGN INSTRUCTIONS:

A. Priorities: Identify all environmental damage throughout the three dormitories and develop solutions to repair and obviate future damage. Provide planning and design concepts to meet functional requirements for the 3 dormitory buildings.

The planning and design work will include the following:

(1) The design shall not leave general items open for interpretation such as, “as required” or “as needed.” Items, materials, and intended systems along with necessary and implied construction procedures must be clearly indicated in the planning and design documents.

(2) Design schedule must be maintained to ensure the documents are completed and ready for government contracting not later than 9 months after Notice to Proceed (NTP).

(3) This planning and design effort will result in the programming and soliciting of future JBER construction projects.

B. Specific Design and Administrative Requirements:

(1) Planning and design services include preparation of narratives, design analyses, concept level drawings, limited specifications, and cost estimating.

(2) The A-E is required to provide two separate and distinct design deliverables:

a. 15% design: This is a planning effort for a 30-year design solution to extend the life of the buildings by exploring major building renovations including a remedy for the flawed roof design and substandard wall cladding. Due to the SOW and cost order of magnitude, this planning effort will become the programming framework for a major construction project competing for centralized funding in out-years.

i. This deliverable shall be broken out by building to allow for programming as 3 future separate projects.

b. 35% design: This design effort will assess and quantify the extent of existing building damage and provide design solutions for the repair or replacement of all damaged materials and appurtenances on and around the building. This would become the basis of a scope of work for a more immediate maintenance and repair project, to be programmed and funded in 1-3 years. via the JBER MACC contract.

i. This deliverable shall be broken out by building to allow for soliciting each building as a separate project.

ii. The construction projects will be executed as a design-build Task Order against the JBER Multiple Award Construction Contract (MACC).

(3) The project specific investigative, planning, and design scope of work shall include but not be limited to:

a. Site Survey and Investigation:

i. The A-E will perform a comprehensive site investigation of all 3 buildings exteriors with the 673 Civil Engineer Squadron (CES), Dormitory stakeholders, and 773CES shop personnel to identify and document all damaged areas.

ii. Site survey and investigation includes inspecting building interiors for any visible water, moisture, or mold related damage related to exterior damage.

iii. Limited destructive testing and repair may be allowed on the interior and exterior if recommended by A-E to best quantify extent of damage.

b. Site Survey Report and meeting:

i. The A-E will provide preliminary design recommendations in the report ranging from major re-design, repair, and replacement of building systems and materials including wall and roof envelopes.

ii. This report will include recommendations for 15% planning effort and 35% design effort. Each individual recommendation shall be accompanied by a parametric cost analysis for decision making.

iii. The A/E shall include recommendations to the government which allow 673CES and stakeholders to make informed decisions and determine the scope of work for the 15% planning and 35% design effort moving forward.

c. 15% Planning Level Design:

i. Provide a 15% planning level deliverable for a comprehensive whole building solution that will remedy the deficient roof design and replace the damaged existing wall cladding with more durable material. Resolve the root cause of the building damage and eliminate or minimize sliding snow. This effort should extend the life of the building (30-year solution).

ii. At a minimum, the design solution must consider the following:

a. Explore total re-design and replacement of roof system and wall cladding.

b. Explore benefits of cold versus warm roof design, dormer and eave design, and insulation and ventilation strategies.

c. Explore replacement of existing Exterior Insulation and Finish Systems (EIFS) and wainscot building material with more durable, low maintenance, energy efficient materials.

iii. Any change to the dead load of the existing materials may include a structural evaluation to ensure the gravity and lateral load resisting systems are adequate.

d. 35% Maintenance and Repair Concept Design:

i. Provide a 35% design package to maintain and repair all damaged areas on all 3 dormitory buildings, restoring the building to a damage-free state (5-10 year solution).

ii. At a minimum, design solution must consider the following:

a. Evaluate existing roof design conditions and provide maintenance and repair recommendations to improve roof design.

b. Evaluate any special design details to mitigate ice damming build up at dormers and other deficient areas, including use of snow guards.

c. Evaluate adding small canopy roofs where needed to protect vulnerable areas on the walls and around the building below.

d. Evaluate ways to improve existing attic insulation and improve ventilation.

e. Evaluate extending roof overhangs and eaves.

f. Repair or replace all existing damage to the buildings’ exterior walls, to include EIFS and wainscot. Include replacement of substrate material if damaged.

g. Evaluate whether complete removal and replacement of existing EIFS wall and wainscot material with more durable materials is economically viable within framework of a maintenance and repair project.

h. Evaluate complete removal of wainscot at ground level and replace with more durable material to which will perform better under existing conditions.

iii. Any change to the dead load of the existing materials may include a structural evaluation to ensure the gravity and lateral load resisting systems are adequate.

C. All designs shall conform to applicable laws, standards, and regulations, to specifically include the most recent versions of the International Building Code (IBC), and applicable National Fire Protection Agency (NFPA) publications as well as all applicable UFCs and JBER criteria listed in this SOW.

(1). Unified Facilities Criteria (UFC): All UFC’s can be found at:
