About this file
This document is a Question and Answer (Q&A) file for a Request for Quote (RFQ) related to vehicle equipment installation and decommissioning services. The RFQ involves 25 vehicles (sedans, SUVs, and one pickup truck) requiring emergency equipment installation, including window tinting, lights, and sirens. Pickup trucks may also receive truck bed covers. The government will transport vehicles to service shops and has indicated that the annual service volume will fluctuate based on vehicle replacements.
Key details include the government's preference for a centralized project contact, confirmation that Open Market items are acceptable, and flexibility in pricing format. The vendor (Tribalco) currently performs similar services for HHS under a GSA MAS contract. For truck bed covers, the government expects new covers to be purchased rather than transferring existing covers between vehicles. The government will specify exact service requirements during scheduling, and the immediate service needs are detailed in an attached document.

Questions acquired from vendors, and answers from the appropriate party.
• Does the RFQ include decommissioning of 25 vehicles and installation on 25 new vehicles?
See the attachment of what services are needed immediately. Future services count will vary yearly based on how many new vehicles are received and replaced.
• The vehicle list references 25 units but does not specify make, model, or year. Can that information be provided? Do not have make/model. All vehicles listed in the attachment are sedans, SUVs and one pickup truck
• Are we responsible for transporting the vehicles to and from agency locations? If so, should all work be completed at one central location? No, we will bring the vehicles to the shop and pick it up when it is ready.
• How are we to determine which vehicles receive which bundles of emergency equipment?
All vehicles will receive tint and lights and sirens. Pickup trucks may get a truck bed cover if the office deems it necessary. Nevertheless, we will specify which services are needed when scheduling the appointment.
• Will communication be through individual points of contact for each agency, or will there be a centralized project contact? We are aiming to have a centralized point of contact
• Would the Government please provide additional details about the truck bed covers that may be required to be installed or removed?
o What type of covers – are they soft covers or hard? https://www.tonneaufactoryoutlet.com/retrax/retrax-one-mx-tonneau-cover.html?SID=jpfm9c6hrng3jn4v2mmp91trp4 o Is it anticipated that we would be moving the cover from one vehicle to another? No, after several years of use, we would think it is no longer appropriate for another truck. A new one would be required.
o What is the expectation if a particular deinstalled cover isn’t compatible with the new truck? Purchase a new cover
• We assume that the Government will deliver the vehicles to the service shops – please confirm. Confirmed
• Tribalco has noted the table in the solicitation with the number of GOVs by location, but can the Government provide a breakdown of expected number of each task/bundle type that may be ordered annually? See attachment for what is immediately needed. Yearly need will fluctuate based on how many vehicles are exchanged.
• Will the Government accept Open Market items? Yes Tribalco currently performs very similar services for HHS under our GSA MAS contract, but the installation and deinstallation bundles are priced as Open Market. Good with us since HHS has the same set up
• Is there a pricing sheet for this RFQ, or a specific format you would like to see the pricing?
Nothing specific.
