Valor Memorial – Panel Removal, Silk Screening & Panel Installation Statement of Work
1. BACKGROUND: President John F. Kennedy signed a proclamation in 1962 that designated May 15 as Peace Officers Memorial Day and the surrounding days as National Police Week. U.S. Customs and Border Protection (CBP) participates in this annual event in Washington, DC which occurs during the month of May.
National Police Week pays tribute to law enforcement personnel who have lost their lives in the line of duty. Every year, CBP employees join with law enforcement organizations from around the country to remember and pay tribute to officers and agents who have given their lives in the line of duty. The CBP Valor Memorial pays tribute to those officers and agents who lost their lives in the line of duty, who made the ultimate sacrifice in service to their country. These fallen officers and agents will have their names unveiled on the Valor Memorial which takes place during daytime ceremony at the Ronald Regan Building (RRB) Headquarters in Washington, DC.
2. SCOPE: This statement of work defines the requirements for removing, transporting and updating the Valor Memorial. The Memorial consists of a granite base and four laminated glass panes of various sizes that rise up from the base. The front panel displays the seal of the Department of Homeland Security. On two of the remaining glass panels, the name and year of death for the fallen officers and agents are permanently etched into the glass and grouped underneath the seal of their legacy agency. The final panel is reserved for fallen officers of the unified CBP. The contractor shall remove and transport glass panel from the Valor Memorial to their work site. The contractor shall add additional name(s) to glass panels.
3. APPLICABLE DOCUMENTS: Not Applicable
4. SPECIFIC TASKS: The contractor shall be available to remove the panels in one day and the re-installation must be accomplished in one day. Removal and re-installation shall be performed on a Saturday. The contractor shall arrive with sufficient crew and equipment to remove the glass panels and cause as little disturbance/disruption to the CBP lobby located in the RRB as possible.
• The contractor shall remove existing 8’ x 3’ x ½ glass panel from the Valor Memorial located in CBP main lobby at the Ronald Regan Building (RRB).
• The contractor shall transport the panel and Plexiglas replica to contractor location.
• The contractor shall add additional name(s) to panel and Plexiglas.
• The contractor shall use Garamond bold 56 point font for large type.
• The contractor shall use Garamond bold 49 point font for the smaller type.
• The contractor shall use upper case type only.
• The contractor shall provide all government templates used to update glass panel and Plexiglas to the government.
• Upon completion the contractor shall notify CBP to schedule and inspection of panel, Plexiglas and template.
• Upon inspection and approval by CBP Valor Memorial committee members the contractor shall return panels to main lobby at the RRB.
All templates developed by the contractor and used to update glass panels and Plexiglas replica shall be provided to the government and will become property of the government.
The contractor shall provide service in a safe and timely manner to meet all customer requirements.
The contractor shall identify and provide points of contacts to the customer to direct and coordinate operations, customer requests, and problems.
5. DELIVERABLES AND DELIVERY SCHEDULE:

6. TIMELINE FOR INSPECTION AND ACCEPTANCE:

7. DAMAGE/LOSS OF PROPERTY: The contractor shall repair or replace any damage that is caused to the glass panels during the removal or re-installation.
If the glass panels are not repairable, the contractor shall procure tempered glass of the same or better quality at cost to the contractor. The contractor shall replace all name(s) without cost or delay to the ceremony scheduled in May 2015.
8. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION: Not Applicable.
9. PLACE OF PERFORMANCE: The contractor shall retrieve and return Valor Memorial glass panel and Plexiglas to the CBP main lobby at the Ronald Regan Building (RRB) – 1300 Pennsylvania Avenue, NW, Washington, DC 20229.
The contractor shall transport glass panel and Plexiglas to contractor site to prep and install additional name(s).
10. PERIOD OF PERFORMANCE: The period of performance shall be for one year with four 12 month options:
Base Year: April 1, 2015 to March 31, 2016 Option 1: April 1, 2016 to March 31, 2017 Option 2: April 1, 2017 to March 31, 2018
Option 3: April 1, 2018 to March 31, 2019 Option 4: April 1, 2019 to March 31, 2020
11. SECURITY: State whether the work will be UNCLASSIFIED, CONFIDENTIAL, SECRET or TOP SECRET to include any background investigation requirements.
Additionally review DD254 requirements to determine applicability.
12. SPECIAL CONSIDERATIONS: Include any areas not covered or not applicable to the previous sections. This may include point of contact information e.g. Project Manager and Contracting Officers Representative.
