About this file
This is a Questions and Answers document for RFQ 19PE5026Q0014 regarding new vehicle replacement for the General Services Organization in Peru (GSO-MP).
The document addresses a single inquiry regarding whether the Contracting Officer will accept quotations from SAM-registered foreign prime contractors that utilize Peruvian-registered authorized dealer subcontractors to satisfy in-country delivery, registration, licensing, and warranty requirements. The response confirms that such quotations may be considered provided they fully comply with all solicitation requirements. Foreign offerors must clearly identify any Peruvian subcontractor or dealer partner and explicitly document the nature of the relationship (subcontract, teaming arrangement, joint venture, or similar) at the time of proposal submission. The proposal must include comprehensive documentation demonstrating that the Peruvian entity is legally authorized to perform required services, including copies of all licenses, permits, and local business documentation as required by Section 3 of the solicitation. Offerors must provide the name and contact information of the authorized dealer in Lima responsible for warranty services and confirm availability of in-country service, parts, and support. The Government will evaluate proposals based on full compliance with all solicitation requirements, including the ability to meet local registration, licensing, warranty, and service obligations in Peru. Failure to clearly establish the subcontractor relationship and provide required supporting documentation at proposal submission may result in the proposal being deemed incomplete.

RFQ 19PE5026Q0014 – GSO-MP – New Vehicles for replacement
1. Q: Will the Contracting Officer accept a quotation from a SAM-registered foreign prime contractor that proposes to satisfy the in-country delivery, registration, licensing, and warranty requirements through a named Peruvian-registered authorized dealer subcontractor?
A quotation submitted by a SAM-registered foreign entity may be considered, provided that the offer fully complies with all requirements outlined in the solicitation.
If the offeror intends to meet the in-country requirements through a Peruvian-registered dealer or subcontractor, the quotation must clearly identify that entity and explicitly define the nature of the relationship (e.g., subcontract, teaming arrangement, joint venture, or similar). This relationship must be clearly established, documented and demonstrated at the time of proposal submission.
Additionally, the proposal must include all required documentation demonstrating that the Peruvian entity is legally authorized and capable of performing the required services in Peru. As stated in Section 3 of the solicitation, offerors are required to provide copies of all licenses, permits, and documentation required by local law to do business in Peru, as well as evidence of local representation and maintenance capability. The offer must also include the name and contact information of the authorized dealer in Lima that will provide warranty services and confirm the availability of in-country service, parts, and support.
Please note that the Government will evaluate proposals based on compliance with all solicitation requirements, including the ability to meet local registration, licensing, warranty, and service obligations in Peru. Failure to clearly establish the relationship with the Peruvian entity and provide the required supporting documentation at the time of submission may result in the proposal being considered incomplete.
