About this file

This is a Request for Quotations (RFQ) for Network Security Solutions to support the San Salvador International Law Enforcement Academy (ILEA). The U.S. Government, represented by the Department of State's U.S. Embassy in San Salvador, will award a contract to a qualified responsible offeror using a tradeoff source selection process that balances technical merit against cost considerations. Quotations are due electronically by August 24, 2026 at 4:00 PM local time, submitted in PDF format (maximum 30MB per file) to GrijalvaJE@state.gov. All submissions must include the SF-1449 form, Section I (Pricing), Section 5 (Representations and Certifications), and additional required documentation. Proposals must be in English, and incomplete submissions will not be accepted. The Government intends to award based on initial quotations without discussions, though discussions may be conducted if necessary.

Prospective quoters must meet basic standards for responsibility under FAR 9.104 and comply with all solicitation instructions. As a tradeoff evaluation approach, this solicitation will clearly specify the relative importance of all evaluation factors beyond cost or price, distinguishing this from a low price, technically acceptable (LPTA) methodology. The award will consider both technical quality and pricing to determine best value for the Government's network security requirements at the San Salvador ILEA facility.
