Required reading material listed above has been called out in the FBI’s CART Personnel and Training Manual and are currently in use by the Computer Analysis Response Team evidence techs (CART) and trainees. The library of books has been carefully selected to address the key areas of computer forensics, including a basic introduction, file system details, expert testimony, and other important aspects required of an FBI certified digital evidence forensic examiner. The individual books have been reviewed by those familiar with FBI computer forensic duties and have been found to technically accurate for the purposes required within the CART curriculum. Library stock needs to be replenished and standardization of book titles and edition numbers must be maintained; therefore, no other training manuals will satisfy the requirements of the FBI.

This contract action is authorized by 41 U.S.C 253(c)(1) in accordance with the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), “Only one responsible source and no other supplies or services will satisfy agency requirements,” providing the means for a “sole source brand name specific” justification. This requirement for name brand specific training manuals restricts competition to only resellers providing the required titles, prohibiting other resellers from participating in the competition.
