JUSTIFICATION AND APPROVAL
LIMITED SOURCE JUSTIFICATION
FOR FEDERAL SUPPLY SCHEDULE (FSS) AWARD (FAR 8.4)
1. Contracting Agency and Activity The Department of the Interior (DOI), United States Geological Survey (USGS) plans to contract by means other than full and open competition. This document sets forth the justification and approval for award of a Federal Supply Schedule (FSS) task order on a limited source basis as required by FAR 8.405-6.
2. Nature of Action Being Approved This effort is for the award of a new FSS task order to Mobomo, LLC. The order will have a six-month duration. Work includes USGS Store Operations and Maintenance (O&M) support in the Drupal e-commerce platform on the Amazon Web Services (AWS) cloud.
3. Description of Supplies or Services The USGS Science Information Delivery Branch (SID) operates the USGS Store, a public facing e-commerce platform used to distribute scientific and recreational products created by USGS and other federal agencies to the public, business partners, and other state or federal agencies. The broader SID subsystem boundary is referred to as Integrated Business Solutions (IBIS) and includes both the USGS Store and Enterprise Resource Planning (ERP) system of record. SID is currently working to migrate the ERP system from Systems Applications and Products (SAP) to Microsoft Dynamics 365 (D365) and requires ongoing USGS Store O&M support to provide subject matter expertise on all Store Front to ERP integrations for the duration of the migration project.
4. Estimated Dollar Value The total estimated price for six-months of support is $249,312.00.
5. Statutory Authority The proposed action may be awarded on a sole source basis under the authority of Section 201 of the Property and Administrative Services Act of 1949 (40 USC 501) and FAR 8.405-6.
6. Rationale Supporting Use of Citation in No. 5 Mobomo is the only company with the knowledge and experience to provide the support services without a gap or delay in USGS Storefront operations. Mobomo has the unusual ability to provide services to support IBIS, specifically the SAP and Drupal solutions supporting IBIS. The USGS Store utilizes a highly customized version of the Drupal Content Management Software (CMS) due to the complex nature interfacing the USGS Store with the proprietary ERP system, SAP, code and architecture as well as third party applications for Age and Military verification services. SAP being built on a proprietary code language known as Advanced Business Application Programming (ABAP) requires the unique capabilities of Mobomo to build custom code needed to maintain a secure and reliable connection between these two environments. In addition to knowledge of the existing code and experience with SAP integration in Drupal, USGS Store O&M support requires substantial knowledge of DOI and USGS web design standards and security rules. Mobomo has been working with these integrated systems since inception and has an intimate knowledge of the code and software interrelationships. The unique knowledge and skillsets developed during that time are required to manage the interface between Drupal and SAP.
SID currently has multiple task orders in progress working in conjunction to complete the ERP business platform modernization project to migrate the from SAP to D365. The current task order for USGS Store O&M support is subcontracted to Mobomo with a period of performance ending on June 30, 2024. The primary SAP to D365 migration task will, at a minimum, last through September 2024 leaving a requirement for approximately three to six months of additional O&M support. A gap in the O&M support services provided by Mobomo would cause significant risk and delays to the modernization task order due to the integration needed between the applications that Mobomo supports and D365.
Due to the D365 modernization migration schedule and customization requirements for SID’s unique program, there is neither sufficient time nor resources to onboard, train, and familiarize a new contractor. Using a contractor other than Mobomo would require the contractor to obtain government clearances and acquire credentials; obtain training on DOI and USGS website development standards and security protocols, business requirements of SID and the USGS Store; and become acquainted with the custom Drupal and SAP code. USGS estimates a three to six-month delay resulting from onboarding and program familiarization.
7. Other Information None
8. The Efforts to Identify Additional Sources Including the Market Research Conducted Existing contracts were reviewed including 140G0123D0007 for Cloud Hosting Solutions III, and 140G0321D0002 for science Collaboration and Applications Support (SCAS). Although both contracts have the capability to provide O&M support, neither contractor has the intimate knowledge of the existing systems needed to provide immediate support. As such, the use of either contract would result in a potentially lengthy disruption of USGS Store services due to the previously discussed onboarding, training, and system familiarization.
FSS’s were also surveyed on the General Services Administration’s (GSA) eLibrary. Many schedules were found to have relevant positions for similar work when using broad IT search terms. However, when relevant terms such as “SAP and “Drupal,” only non-relevant sources were found which provided software licenses, new electronic equipment, and subscription services. No sources having experience with SAP - Drupal interface was found. Other than Mobomo, all potential FSS sources cannot meet the timeline required by the SAP – D365 migration.
Lastly, AbilityOne’s procurement list for services was searched on June 10, 2024, using the term “IT” and “Support.” No results were found indicating the required services are not on the procurement list.
9. Actions to Overcome Barriers to Competition This action will provide O&M support from the end of the Cloud Hosting Solutions II task order through the SAP – D365 migration. Once the migration is complete, support will be acquired via the Cloud Hosting Solutions III contract, 140G0123D0007, which was competitively awarded.
10. Recommendation and Certification from Program Office Based on the above, I recommend this acquisition be conducted on a limited source basis. I certify that technical data which form a basis for this justification, that are the responsibility of technical or requirements personnel are complete and accurate.

11. Certifications and Approval from the Contracting Officer It is anticipated that a price reasonableness determination will be made through a comparison of prices proposed by Mobomo to current pricing for the same or similar positions on other FSS or USGS contracts.
