Ballistic Shields
Q&As
1. Regarding Line Items 1, 2: The products listed in these line items reference a ballistic protection level of “3+”. The National Institute of Justice does not recognize this as an official level of ballistic protection.
Question: In addition to the recognized Level 3 protection, what other specific threats does the FBI CIRG require protection against when using these items? Please provide the specific projectiles, impact velocities, and test standards, shot patterns and spacing requirements for each threat.
Answer: M855. Please refer to FBI Ballistics Research Facility (BRF) for armor testing requirements.
2. Regarding Line Item 2: The dimensions of the ballistic shield are listed as 24” wide x 36” tall. I can produce shields with these dimensions, but my standard shield design, which has been procured by the DEA and ATF, is 20” wide x 37” tall.
Question: Will our standard shield design with dimensions of 20” wide x 37” tall be acceptable to the CIRG, or are the 24” wide x 36” tall dimensions absolute requirements? If our standard design is not acceptable and the dimensional requirements are also not absolute, what are the acceptable dimensional ranges for the shield profile?
Answer: Shield must be wide enough to allow (2) operators to stand behind. Additionally, the shield must have overlapping protection while connected to the dolly system.
3. Regarding Line Item 1: Question: What is the maximum allowable weight for the dolly? Are there any dimensional limits to the system, such as height, etc.?
Answer: The dolly “system”, which must include head to toe armor protection, must be light weight and maneuverable by (1) operator.
4. Regarding Line Item 2: Question: What is the maximum allowable weight for each shield?
Answer: Each shield must be light weight for individual use by (1) operator. Additionally, when attached to the dolly “system”, the shields and the dolly must be light weight and maneuverable by (1) operator.
5. Regarding Line Items 1, 2: Question: What is the minimum height requirement measured from the ground to the top of the upper shield? Is there a maximum height limit?
Answer: The dolly “system” must provide head to toe armor protection for an average height male.

6. Regarding Line Item 3: This line item calls for a “Galaxy 9” and a “Camera System”.
Question: Can you specify the exact products that are being requested? For instance, a “Samsung Galaxy Tab A 8.0” and a “GoPro HERO+”. Or is this something I should recommend a solution to, at my discretion?
Answer: The requirement is a camera system that provides no delay in video feed and must have a detachable screen for viewing in the event the team is apart from the dolly “system”.
7. Regarding Line Item 4: This item calls for a “Rifle Rest Dolly Attachment”. It’s not clear what this is describing.
Question: Can you please provide additional detail regarding this requirement? Is the referenced attachment used to help support a rifle on the shoulder of a shield for aiming purposes?
Answer: Yes, the rifle rest dolly attachment must provide a stable shooting platform for a rifle.
8. Regarding Line Item 6: This calls for (6) sets of off-road wheels, while line item 1 calls for (9) dolly systems.
Questions: What type of terrain does the CIRG expect the wheels to work on? Also, why not include the off-road wheels as part of the (9) dolly systems, vs. having a separate line item? Having better wheels on the dolly systems from the start seems like a better tactical choice… and it’s more cost effective.
Answer: CIRG requires different wheel systems for a variety of asymmetrical environments including indoors and outdoors/all terrain.
9. Regarding Line Item 7: This calls for an “MT4 Shield Ballistic Vein Cover, MultiCAM”.
Question: Is this simply a shield cover for purposes of quickly changing the color of the shield from Black to MultiCAM, and vice versa?
Answer: Yes.
10. Other Questions:
Questions: Does the government have lot acceptance testing requirements associated with the procurement?
Answer: Yes, please refer to the FBI Ballistics Research Facility (BRF) for testing requirements.
