1.0 Introduction
1.1 Background
In 1983, as the threat of international terrorism continued to rise globally, the United States Attorney General commissioned the creation of a new counter - terrorism unit -- the Hostage Rescue Team (HRT) within the Federal Bureau of Investigation (FBI). HRT was tasked to provide the same level of capability domestically that Special Mission Units rendered abroad. Despite its name, HRT's mandate extends far beyond rescuing hostages. The unit is charged with executing the full spectrum of national counter - terrorism operations including, but not limited to, Tactical Radiological & Nuclear Search Operations, Tactical Surveillance and Interdiction, Aviation and Maritime Counter - Terrorism response, and high - risk arrests.
HRT is the Nation's only full - time domestic counter - terrorism unit, and is based at the FBI Academy in Quantico, Virginia. The team is part of the Tactical Section of the Critical Incident Response Group (CIRG). The team has the enhanced manpower, training, and resources to confront the most complex threats. HRT deploys operationally in support of FBI field divisions and performs diverse law enforcement (LE) functions - in all environments and under a variety of conditions. The HRT has deployed on more than 900 occasions in support of FBI investigations at home and abroad. As part of the FBI's contribution to the Federal Government's Overseas Contingency Operation, HRT elements have deployed to Iraq, Afghanistan, and other hostile countries to provide force protection to FBI personnel, conduct sensitive site exploitations and to engage in intelligence gathering activities.

The following factors shall be used to evaluate offers:
· Technical/Staffing Plan
· Past Performance
· Price
Award of this contract will be made on a competitive best value basis, using “tradeoff” among price and non-price factors. Technical/Staffing Plan and Past Performance will be evaluated using the methodology of adjectival rating. Price will be evaluated for completeness, reasonableness and accuracy of quoted prices. All Non-price factors are more important than the Price.
Technical/Staffing Plan
The Offeror shall demonstrate a clear understanding of the Government’s requirements and their Technical/Staffing Plan approach to accomplishing the requirements in Section 4.0 and 5.0. In addition, a resume shall be provided for each of the personnel requested in Section 4.0 and 5.0. Past Performance

Evaluation will be based on information provided in the quote and any information supplied by the Offeror concerning problems encountered on identified contracts and corrective action taken.
Evaluation will focus on the areas of quality of services, timeliness of performance, price/cost control and customer satisfaction.
The Government will not evaluate past performance information deemed to be irrelevant. Examples of irrelevant past performance information include:
1. Projects for which the primary purpose had no or little relation in terms of size and scope to the services sought in the solicitation; or
2. Projects completed more than five (5) years ago
In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will be given a neutral rating for Past Performance.
Price
Offeror pricing for the base year shall be inserted in the SF-1449, for evaluation. Price will be evaluated for completeness, reasonableness, and accuracy of proposal prices. Price will also be evaluated by utilizing price analysis to determine fair and reasonableness. Although non-price factors are more important than price, as non-price factors become more equal, price becomes more important, and may be the deciding factor for award. Offerors that do not propose all of the line items for the base period will not be eligible for an award.
