4. Identification of the Justification Rationale (see FAR 8.405-6(b)) and, if applicable, a Demonstration of the
Proposed Contractor/s Unique Qualifications to Provide the Required Supply or Service:
Teradata Government Systems, LLC is the Original Equipment Manufacturer (OEM) of the Teradata hardware and software that is currently used by the Government. They are the only source able to provide the required proprietary hardware, software, support, and upgrades. Additionally, Teradata’s certified technicians have been providing their expertise for over 15 years and continue to be the systems integrator. Teradata has only one authorized reseller via

NAVAL AIR WARFARE CENTER AIRCRAFT DIVISION
CONTRACTS GROUP (2.5)

PATUXENT RIVER, MARYLAND 20670-1127
GSA Schedule. Computer Marketing Associates, Inc. is the only GSA Schedule vendor who can provide the requirements listed above in support of the DECKPLATE program.
5. Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value
Consistent with FAR 8.404(d):
This order will be issued in accordance with FAR 8.4, Federal Supply Schedules. GSA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. The contracting office shall evaluate all responses received using the evaluation criteria provided to the scheduled contractors. Although, GSA has already negotiated fair and reasonable pricing, this determination does not relieve the ordering activity contracting officer from the responsibility of making a determination of fair and reasonable pricing for individual orders, BPAs, and orders under BPAs, using the proposal analysis techniques at 15.404-1. Also, additional discounts will be sought.
6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
Market research was conducted using GSA Advantage by AIR 6.8.4 which revealed that Teradata is the Original
Equipment Manufacturer (OEM) and other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs. The market research was done through the use of historical purchasing data and search of authorized GSA Schedule resellers. This product is not available from DoD inventory per DFARS PGI 208.7403. Both the requiring activity and the contracting office have confirmed that
Teradata hardware and software maintenance can only be purchased through GSA Schedule authorized reseller-
Computer Marketing Associates, Inc. (CMA). CMA is the only authorized GSA Schedule reseller for the Teradata hardware and software maintenance. A notice will be posted via GSA e-Buy website in accordance with procedures outlined in FAR 8.404.
7. Any Other Facts Supporting the Justification.
Since its deployment, Teradata software has been integrated and assimilated into DECKPLATE’s logistics applications. Only the originating software publisher, Teradata, or an authorized reseller is positioned to deliver.
The cost and effort it would take to find and incorporate a new data warehousing system for all DECKPLATE information would be substantial. All code would have to be rewritten to incorporate information into a new hosting system.
8. A Statement of the Actions, if any, the Agency May take to Remove or Overcome any Barriers that
Preclude the agency from Meeting the requirements of FAR 8.405-1 and FAR 8.405-2 before any Subsequent
Acquisition for the Supplies or Services is Made:
As described in number (6), the Government analyzed whether alternate brand/sources could be used. However, the analysis established that no other products could meet and or be modified to meet the agency’s needs. Future requirements will be evaluated to determine whether an alternate brand/source can be used to increase competition and not limit procurement sources. As information technology continues to evolve, other brands may become available for future acquisitions. Therefore, evaluations and technical improvements may make other products suitable for future procurements.
