QUESTIONS AND ANSWERS
SECOND POSTING ON 2 APRIL 2020
Please convert to HTML and see the comments in orange.
1. The specifications for both the 90 and 140-kVA frequency converters are based on how a specific manufacturer’s frequency converter is designed. Other manufacturer’s designs may differ slightly but ultimately still meeting the requirements of MIL-STD-704F performance standard. Please advise if MIL-STD-704F is the guiding performance requirement for this application. MIL-STD-704F is the design standard but the performance specifications of the provided government specification also need to be met. For example, 12-pulse or 18-pulse or active front-end designs are necessary to limit harmonic distortion. Please provide any reference to the HAFB specification to which you take exception and we can review.
1. Please advise why the UFC 3-555-01N is being referenced for the solicitation? The UFC document is a guideline for A&E’s in designing facilities that will incorporate 400 HZ systems. This does not appear to be a design RFQ nor is there a requirement for install. It appears the converters will simply be installed connected to a 480 VAC, 60 HZ source by others. You are correct, for this install it is simply a replacement of converters and facility design is not required. UFC 3-555-01 is not applicable as the distribution already exists.
1. Please advise if this equipment is fixed or mobile. This is fixed.
1. The application appears to be a point of use. Will the government be supplying the output cables to the aircraft? The government will be providing the cables as they already exist.
