THIS REQUEST FOR QUOTATION, IF ACCEPTED BY THE GOVERNMENT, WILL RESULT IN A SINGLE BLANKET PURCHASE AGREEMENT (BPA) BEING ESTABLISHED IAW FAR 8.405-3 AND THE TERMS AND CONDITIONS OF YOUR MULTIPLE AWARDS (MAS) CONTRACT: _________________. THE ITEMS QUOTED MUST BE ON YOUR MAS CONTRACT AT THE TIME OF RFQ CLOSING TO BE ELIGIBLE FOR AWARD. THIS BPA CAN BE CANCELLED BY EITHER PARTY WITH WRITTEN NOTICE.
A. A single award BPA will be established. The period covered by the BPA will begin at time of award with a performance period not to exceed one base year with four one-year options. Or, the end of your MAS Agreement (whichever comes first). The estimated quantities are indicated on pages 5 - 9. However, since demand can fluctuate (significantly up or down) due to market conditions; this agreement will be awarded as not to exceed $5,500,000.00 over the a-fore mentioned performance period. There is no guaranteed minimum number of orders or quantities under this agreement and it is possible that orders and quantities could be significantly less than estimated. The BPA will be reviewed at least once a year prior to exercising an option.

B. The Estimated Total Quantities listed in the Schedule of Items were retrieved from historical data, and represent NO GUARANTEE to the volume of purchases to be placed under any resulting BPA.
C. In accordance with M-FSS-301-D, award will be made in the aggregate to the vendor whose quote represents the best value under the authority of FAR 8.405-3 (see page 72 & 73 for the Evaluation Criteria).
D. Inspection will be at the Destination.
E. The Schedule of Items and Item Purchase Descriptions (IPDs) are located on pages 10 - 61. It is the Quoter’s responsibility to provide only items that fully comply with the specifications of the Item Purchase Description(s).
F. The required clauses which are applicable to this Request for Quotation are shown on pages 61 through 72.
G. If responding to this Request for Quotation; complete and return the entire package before COB February 07, 2019. Otherwise, the response will be determined as NON-COMPLIANT and therefore may be rejected in its entirety. If you wish to “No Quote”; please indicate so and return page one (1) only.
H. Shipment is required within 7 days ARO (After Receipt of Order). However, if you can ship sooner; please indicate here: _______________________.
I. The Unit of Issue is identified with the Item Purchase Description (IPD) for each NSN. Due to the nature if the Special Order Program (SOP); some orders may be submitted for as low as one (1) unit. No Minimum Order Limitation will be accepted. Any Quoters submitting a Minimum Order Limitation will be determined as NON-COMPLIANT and therefore rejected in its entirety.

K. The items quoted must be available on your Federal Supply Schedule by the close of the RFQ.
L. Vendors shall quote a firm-fixed pricing structure for this requirement.

Or, the end of your MAS Agreement (whichever comes first). The BPA will be reviewed at least once a year prior to exercising an option.
Please note: Quotes will be solicited from both FOB Origin and FOB Destination Vendors. In order to evaluate all quotes equally; Quoters with the FOB Destination provision will be allowed to submit FOB Origin pricing by providing the price of the product and subtracting the transportation (shipping and handling) price. This price will not include freight and can then be directly compared to the FOB Origin quotes. The total BPA price (5-year quantity multiplied by the per unit price) will be considered for award. Shipping terms will be FOB Origin Pre-Pay and Add on any resultant award. Actual freight costs on each order should be invoiced separately through GSA Finance. This price will not include freight and can then be directly compared to the FOB Origin quotes. Pricing must be submitted for the item and if quoting Destination pricing must not include shipping costs to be considered for award. In the event competitive price quotations are not received; as a matter of indirect pricing comparison; the Contract Specialist may also seek additional pricing data and recent sales history from the vendor to further substantiate the price reasonableness of its quote to the Government.
N. The Awardee will be required to ship to APO/FPO addresses and ships when they receive orders which indicate these types of ship-to addresses. DO NOT SUBMIT A QUOTE IF YOU ARE NOT WILLING TO SHIP TO THESE LOCATIONS.
O. If supplies shipped are not packaged, packed and marked in accordance with the contract requirements; the Government has the right to (without prior notification to the Contractor) perform the required repackaging/repacking/remarking by contract or otherwise. The Contractor will be charged the following rates:

A minimum of two (2) hours is required for each incident; making the minimum charge for repackaging/repacking/remarking is: $220.00
The Contractor may also be charged for material costs (if incurred). This right is not exclusive and is in addition to any other remedies provided for in this contract. The above rates shall be determined and may periodically be updated by the Commissioner, Federal Acquisition Service or Designee.
P. FOB is Origin (Pre Pay and Add).
Q. The Item Purchase Descriptions (IPDs) for the National Stock Numbers (NSNs) can be located on pages 10-61.
R. When responding to this RFQ; you must submit the entire document package through the EBuy system. The full document must be received by the closing date (and time) posted on the EBuy system. Any quotation received after the closing date indicated will be considered as late; and may not receive further consideration for award.

T. This RFQ is for China Tableware. Include detailed information or the items being quoted which clearly illustrates how the quoted product meets each salient characteristic stated in the Item Purchase Descriptions (IPDs) listed on pages 10-61. If documentation does not clearly and concisely demonstrate that the quoted item meets each salient characteristic; that quote may be rejected.
U. Please provide any additional discount/price reduction available for the items specified in the Schedule of Items Section (pages 5 - 9) below.
V. The Awardee of this procurement is expected to enroll in either EDI or the vendor portal within 5 business days of award. Failure to do so may result in the cancellation of the agreement.
W. Placement of Orders upon Award:
GSA’s Order Management Service (OMS) will process orders utilizing only Electronic Data Interchange (EDI) or Vendor Portal (VP). Facsimile orders will no longer be an option.
· EDI provides for fully electronic processing of all ordering transactions
· Vendor Portal provides an internet portal for vendors to retrieve orders and manually input transactional data EDI is the preferred business transaction processing method, but vendors with small order volumes and less technical proficiency may use VP for reasons of lower overall costs and/or higher implementation costs for EDI.
Vendors are hereby notified that as of January 26, 2017, all new awardees are required to select either Electronic Data Interchange (EDI) or OMS Vendor Portal (VP) to interface with GSA Global Supply on receiving orders resulting from their award. EDI is the preferred method of order transmission to our vendors but OMS Vendor Portal is an acceptable means of transmission.
Vendors are required to review the instructions regarding enrollment in either one of these systems and processes contained below.
Enrollment in either program is required upon award and must be requested no later than 5 days after receipt of award. Failure to enroll may cause your award to be cancelled or terminated.

If the refractory leaves a mark on the ware, any protrusion will be dulled in such a manner that the skin can not be cut when rubbed across the protrusion. If the refractory support has removed a piece of ware at the support point, the resultant depression in the surface shall be no larger than ¼” in diameter and 1/32” deep.

The gilt or blue band, as applicable, shall be ⅛” ± 1/16” from the outer rim. The distinguishing mark shall be located between the band (or line, as applicable) and line.
The distinguishing mark shall substantially fill the space between the band and line, but shall show clear white between the ends of the mark and the band and line.
Workmanship: The dinnerware shall be constructed uniformly within the requirements specified and shall be basically free from defects which effect serviceability and appearance. The dinnerware offered shall meet the manufacturer’s standard commercial requirements for design, finish, and appearance.

PRODUCT CONFORMANCE: The products provided shall meet the salient characteristics of this purchase description, conform to the producer’s own drawings, specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market.
