DEPARTMENT OF THE NAVY

NAVAL AIR SYSTEMS COMMAND

47060 MCLEOD ROAD

BUILDING 447

PATUXENT RIVER, MARYLAND 20670

IN REPLY REFER TO:

LIMITED SOURCE JUSTIFICATION (FAR 8.4-GSA/FSS)

1. Contracting Activity.

Naval Systems Air Command (NAVAIR) Headquarters

2. Nature and/or Description of Action being Approved:

This Limited Source Justification (LSJ) authorizes and approves the negotiation and issuance of a delivery order against the Department of Defense (DOD) enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA) for IBM Consolidated products. This is a brand name acquisition under the DoD ESI BPA for IBM COGNOS Business Intelligence software maintenance renewal in support of the Decision Knowledge Programming for Logistics Analysis and Technical Evaluation (DECKPLATE) program, located at the Naval Air Systems Command (NAVAIR) 6.8.4 Logistics and Maintenance Information System Department. The resultant order will be Firm Fixed Price delivery order.

3. Description of the Supplies or Services Required to Meet the Agency’s Needs (including the estimated value):

The proposed acquisition is to procure the IBM COGNOS Business Intelligence software maintenance renewal. IBM COGNOS supplies the DECKPLATE Program with software that allows for analysis, projections, budgeting, forecasting and management of data. This software support will consist of one year of software maintenance. The list of requested software maintenance renewals are below. The total cost for this procurement will be approximately $XXXX. The Period of Performance will be from 12/1/16 – 11/30/17.

QTY Description Part# 7 IBM COGNOS BI Analytics Admin per Authorized User Annual SW Subscription & Support E0K30LL 400 IBM COGNOS BI User per Processor Value Unit (PVU) Annual SW Sub & Sup Renewal E0HVPLL 100 IBM COGNOS BI Analytics Explorer Authorized User Annual SW Sub & Sup Renewal E0K2DLL 800 IBM COGNOS BI for Non-Production Environment PVU Annual SW Sub & Sup Renewal E060KLL 1 IBM COGNOS BI Software Development Kit Authorized User Annual SW Sub & Sup Renewal E0622LL

4. Identification of the Justification Rationale (see FAR 8.405-6(b)) and, if applicable, a Demonstration of the Proposed Contractor/s Unique Qualifications to Provide the Required Supply or Service:

The use of the brand name description in this acquisition is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company. Since its deployment, COGNOS has been integrated and assimilated into all of the NAVAIR Logistics applications. Only the originating software publisher IBM or authorized resellers are positioned to deliver proprietary updates to its software tools.

This acquisition is necessary to maintain and upgrade the COGNOS software maintenance and support for DECKPLATE program. The software is a commercial item that has been sold, leased, or licensed to the general public.

5. Determination by the Ordering Activity Contracting Officer that the Order Represents the Best Value Consistent with FAR 8.404(d):

This order will be issued in accordance with FAR 8.4, Federal Supply Schedules. GSA has already determined the process of supplies under schedule contracts to be fair and reasonable. The contracting office shall evaluate all responses received using the evaluation criteria provided to the scheduled contractors. Although, GSA has already negotiated fair and reasonable pricing, this determination does not relieve the ordering activity contracting officer from the responsibility of making a determination of fair and reasonable pricing for individual orders, BPAs, and orders under BPAs, using the proposal analysis techniques at 15.404-1. Also, additional discounts will be sought.

6. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.

Market research was conducted using GSA Advantage, web searches, webinars, vendor roadshows and speaking with other Navy entities utilizing similar products by Air 6.8.4 which revealed that IBM is the Original Equipment Manufacturer (OEM) and other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs. This product is not available from DoD inventory per DFARS PGI 208.7403. Therefore the Government is precluding consideration of a product manufactured by another company. DON Blanket Purchase Agreement (BPA) N00104-09-A-ZF31 addresses Adobe Server Products. All DON organizations and program offices are mandated to use DON ESL Agreements, where they exist, in accordance with 22 Feb 2012 joint memorandum from the ASN RD&A, Assistant Secretary of Navy, Financial Management & Comptroller (ASN FM&C), and DON Chief Information Officer (DON CIO) entitled “Mandatory Use of Department of the Navy Enterprise Licensing Agreements”.

7. Any Other Facts Supporting The Justification.

None

8. A Statement of the Actions, if any, the Agency May take to Remove or Overcome any Barriers that Preclude the agency from Meeting the requirements of FAR 8.405-1 and FAR 8.405-2 before any Subsequent Acquisition for the Supplies or Services is Made:

As described in number (6), the Government analyzed whether alternate brand/sources could be used. However, the analysis established that no other products could meet and or be modified to meet the agency’s needs. Future requirements will be evaluated to determine whether an alternate brand/source can be used to increase competition and not limit procurement sources. As information technology continues to evolve, other brands may become available for future acquisitions. Therefore, evaluations and technical improvements may make other products suitable for future procurements.
