Capital Funds. The resultant contract will be funded with Defense Working Capital Funds

(DWCF).

3. DESCRIPTION OF SUPPLIES / SERVICES:

The objective of this acquisition is to modernize the existing Financial Accounting Management Information System Computing Services (FAMIS-CS) Modernization system, and legacy Telecommunication Services Enterprise Acquisition Services (TSEAS) systems which run on an Oracle Federal Financials platform, to a combined financial IT interface service solution for DISA’s Defense Working Capital Fund (DWCF) domain. This modernization will be a “turn-key” solution built upon an existing Oracle framework, and will offer enhanced capabilities to maintain the DISA Resource Management Center’s (RMC) clean audit, allowing financial transparency and implementation Model statutory, regulatory standards, and accounting disciplines. To modernize the current legacy Oracle system, the DISA Resource Management Center requires General Service Administration (GSA) Alliant Government Wide Acquisition Contract (GWAC) contractors to procure Oracle e-Business Suite (EBS) version 11i (R11) software licenses and support, and provide a plan for sustaining all aspects of the new FAMIS capability. The delivery schedule and the period of performance for this Task Order and the Oracle software licenses and support procured under it will be for one base year, 365 days from contract award, and four one-year options to be exercised at the discretion of the Government.

4. SUPPORTING RATIONALE FOR BRAND-NAME JUSTIFICATION:

The current FAMIS-CS Modernization legacy system is built upon an Oracle Business Enterprise Suite (EBS) configured by Deloitte Consulting under a previously awarded Financial Management Systems Support (FMSS) Task Order # HC1028-09-D-2000-0018 awarded in September 2012. Under this delivery order, Deloitte provided the Government with a “turn-key” solution which included configuration of the Oracle EBS software to build reports, interfaces, conversions, extension, and workflow (RICEW) objects that were required to meet mission needs, data migration, and data conversion, and assist the Government to obtain the necessary Certification and Approval (C&A) to host the solution in a DISA Enterprise Computing Center (DECC). While the FAMIS-CS Modernization legacy efforts were completed in January 2014, and the system has been operational for two years, there exists specialized/custom functionality which renders the Oracle baseline system complicated and complex to modernize and sustain.

The risk associated with modernizing and sustaining a system of this complexity would be reduced, and costs associated with mitigating the risks lowered, by employing the expertise of the companies that understand tailored IT solutions for the configuration of an Oracle Business Enterprise Suite. The specialized coding and tasks tied to the current DISA Working Capital Fund processes and procedures make this requirement unique, and transitioning from the Oracle Business Enterprise Suite to a new financial management capability would put in jeopardy the much larger modernization effort underway across the DISA and the Department’s Fourth Estate to provide a stable baseline from which to build an enterprise-wide system.

8. ACTIONS THE AGENCY MAY TAKE TO OVERCOME BARRIERS THAT LED

TO THE UTILIZATION OF A BRAND-NAME PRODUCT:

b. No prior award was accomplished without the need for a brand-name exception to fair opportunity, limited-sources, and/or exception to full and open competition justification.

c. When the DoD and DAI initiatives change, their baseline system may be able to move from Oracle to another type of system and software. Full and Open competition will be anticipated at that time.

9. REFERENCE TO THE APPROVED ACQUISITION PLAN (AP):

This effort does not meet the threshold requirement for an approved Acquisition Plan.
