SECTION B
EVALUATION FACTORS FOR AWARD
For purposes of this solicitation the NCIAS Code is 236118. The small business size standard is average annual receipts over the last three years of $33.5 Million or less.
The Government anticipates issuing numerous purchase orders from this Request For Quotations (RFQ), although we do anticipate issuing only one order per county. The Government prefers to issue a Purchase Order to one vendor for an entire Rural Development Area Office area. However, orders are often issued on either individual counties, or small groups of counties based on the best value to the Government. Vendors are notified that USDA Rural Development, Kentucky State Office is restructuring its organization. The reorganization will result in fewer offices. Counties will be aggregated under some existing locations, responsibility for some counties will move to other existing offices, and in some cases new offices will be established. None of those restructurings will be considered to be a cause to increase prices hereunder or waive or diminish any of the contractor’s responsibilities. This reorganization may require vendors to submit invoices to multiple and/or different offices throughout the term of this order. It is anticipated that responsibility for counties shown with a # or * will change to new locations during the term of this purchase order.
PRICE EVALUATION OF DISCOUNTS FOR PROMPT PAYMENT:
The Government will consider no price evaluation benefit to quotations including a discount for prompt payment, other than a minimal conceptual advantage when selecting between vendors when prices and/or other factors are determined to be equal, or nearly equal. The Government will, however, take any prompt payment discounts which the vendor quotes, and to which the Government is entitled. Prompt payment discounts are not required to be quoted.
BEST VALUE REQUEST FOR QUOTATION
This is a Best Value Request for Quotation. The Government will make awards to those vendors which the Government determines to offer the best value to the Government, price and other factors included. However, price is by far the most important consideration. In addition to considering price and past performance, the Government will consider the following in selecting vendors for award.
EVALUATION CREDIT FOR SERVICING ALL COUNTIES FOR AN RD AREAOFFICE
The USDA Rural Development, Kentucky State Office recognizes that there is benefit to a contractor providing services to all of the counties in An RD Area Office area. This saves the Government from spending resources to manage and review the work of several different contractors in several different counties. It also saves a considerable amount of time in processing payments. Therefore, the Government will give an evaluation credit to vendors who provide a quotation to service all of the counties in an RD Area Office area.
OTHER EVALUATION CRITERIA
The Government will also consider other factors in selecting the contractor for award. Other factors to be considered will be past performance in terms of timeliness, thoroughness, and completeness of work previously done for USDA Rural Development, and/or other clients.
MULTIPLE AWARDS
It is anticipated that multiple purchase orders will be issued as a result of this Request for Quotations. However, we anticipate issuing only one Purchase Order for each county.
SECTION C
REPRESENTATIONS AND CERTIFICATIONS
C-1. SERVICE CONTRACT ACT QUESTIONNAIRE
If you or your immediate family members will be providing the service, and they are not considered to be owners of the company or principals instead of employees, then it may be proper to check the box stating that no service employees will provide services. If you will use employees to provide services, then the Service Contract Act applies to this order and the appropriate US Department Of Labor Wage Determination will be incorporated into any order resulting from this Request for Quotation. In conformance with the Service Contract Act, you must specify the wages and fringe benefits you will be paying any service employees, or certify below that no service employees will provide services under any Purchase Order issued under this Request For Quotations.
