About this file

This is a Statement of Work (SOW) for the procurement, installation, and load testing of a Free-Standing Material Handling Crane with Fall Arrest Bridge system at the U.S. Customs and Border Protection Eagle Pass Station in Del Rio, Texas. The Department of Homeland Security's CBP Office of Information and Technology Field Support Directorate requires this equipment to support operations and maintenance of Mobile Video Surveillance System (MVSS) and Mobile Surveillance Capability-Lite (MSC-L) platforms. The crane system must include a trussed bridge running on trussed runways with a runway capacity of 4,000 lbs, bridge capacity of 2,000 lbs, runway length of 24'-11" with cantilevers, bridge span of 13'-7", and overall height of 18'-5". The system comprises four columns, two headers, two anchor trolleys with auto-brake technology, one 2-ton electric chain hoist with 15 feet of lift, and all components must meet or exceed ANSI Z359 and OSHA 1926 fall arrest regulations. The deliverables include three line items: the hoisting equipment itself, installation services with load testing and certification (estimated 3 days labor including miscellaneous supplies and rental equipment such as 19-foot reach forklifts and electric scissors lifts), and freight/shipping charges, all to be delivered to Eagle Pass Station at 2285 Del Rio Boulevard, Eagle Pass, Texas 78852.

The contractor must submit a system design and installation plan within 30 days of contract award and a project schedule within 15 calendar days of the notice to proceed. The contractor bears full responsibility for safety compliance with OSHA, Federal, State, and local requirements, including Code of Federal Regulations Section 29 Part 1910 Subpart I. Daily site cleanup and removal of all debris to an off-site location per applicable regulations are required, with the contractor responsible for repairing or replacing any damaged government property. All contractor personnel must obtain CBP background investigation clearance, wear identification badges, and be escorted by government-appointed personnel while on site. Work is classified as For Official Use Only (FOUO), and the contractor must comply with CBP administrative, physical, and technical security controls. Points of contact include Contracting Officer Representative Byron Perry, Project Manager Josh Lippman, Local Field Technology Supervisor Mario Martinez, and Budget POC Katy Marin.

Background

The Mobile Video Surveillance System (MVSS) and Mobile Surveillance Capability – Lite (MSC-L) are surveillances system mounted in the bed of a truck, or similar mobile platform, so that surveillance can be deployed to field positions. The scope of work on the MVSS/MSC-Lite for Field Support Directorate (FSD) includes Operations and Maintenance (O&M) services for repair, supply support and storage of Just in Time (JIT) spares, and preventive maintenance. To provide a consistent level of support to the mobile programs, FSD requires critical tools and equipment to provide the necessary support.

Objective/Purpose The Department of Homeland Security (DHS), U.S. Customs and Border Protection Agency (CBP), Office of Information and Technology (OIT), Field Support Directorate (FSD) has a mission critical need for the procurement and installation of a Free-Standing Material Handling Crane with Fall Arrest Bridge to assist with the support and maintenance of the MVSS/MSC-L in the Del Rio Sector (DRT) located at Eagle Pass Station. The site currently is using a mobile crane and the Free-Standing Material Handling Crane with Fall Arrest Bridge will provide FSD the necessary gantry crane and fall arrest system for the safe movement and lifting of just in time spares, heavy tools, MSC skids, and heavy equipment in a safe manner. The Free-Standing Material Handling Crane with Fall Arrest Bridge is necessary for when the technicians are working at heights greater than the Occupational Safety and Health Administration (OSHA) 4 feet requirement.

Scope Using FSD FY26 OCC31 previously provided funding in support of the MVSS/MSC-L programs, it is FSD’s intent to procure, receive, and have installed a Free-Standing Material Handling Crane with Fall Arrest Bridge.
