Amendment Number One RFQ 0011647

QUESTIONS FOR FBI UNIFORM RFP

QUESTION 1: There are no female garments spec’d for any of the positions - can you confirm that there will be no need for female styles and sizing for any of the pants and shirts?

ANSWER 1: There will be a need for approximately 15 female employee sizes for the standard pants and polo shirts. No female employees will need PPE clothing.

QUESTION 2: The NAICS code referenced is 448110 – Men’s Clothing Store. Is it possible to change to or add the more applicable code 424320 – Clothing Wholesale?

ANSWER 2: The NAICS code 424320 appears to be appropriate for this requirement.

This revised NAICS code and Size Standard will be reflected on the SF-1449.

QUESTION 3: Is there a breakdown of approximate number of employees per job category? If not is there a approximate number of total employees?

ANSWER 3: There will be an immediate need for up to 60 employees wear PPE clothing

(male only). There will be an immediate need for up to 75 employees to wear the standard uniforms to include the tee and Polo style shirts. Many of the standard categories will receive

Polo and tee style shirts based on weather conditions. The Government reserves the right to add to that number during the contract period based on need (new employees on board, new categories of employees added to the uniform list during the contact period). The above numbers are close estimates but can change based on the needs of the Government.

QUESTION 4: Can you provide any idea of the projected annual spend for this contract?

Is there an annual clothing allowance per employee?

ANSWER 4: Appropriations law allows up to $800 per employee per year clothing allowance. However, Clothing that is damaged during the performance of official duties or has excessive wear during each contract year will be replaced so that number could fluctuate depending on the circumstance.

QUESTION 5: The Pricing sheet allows for only one price per CLIN. Industry standard is for one price for normal/standard size range and extra size charges for larger sizes and special cut sizes. Should normal size range be used for pricing?

ANSWER 5: Offerors are free to provide their own revised pricing sheet as necessary to represent various sizes, as long as all CLINS are addressed. Exact sizes cannot be determined at this time but please include big and tall sizes on your pricing sheet.

QUESTION 6: Please clarify what is meant by “Special Volume Discount” listed below each CLIN. Should this discount be based on total annual Contract volume or number of pieces per CLIN per individual buy – or something else?

ANSWER 6: “Special Volume Discount” is the opportunity for offeror’s to present individualized and innovative pricing opportunities to the Government. It is an opportunity for offer’s to use their own discretion.

QUESTION 7: Solicitation states that orders will be submitted electronically. Just want to check which electronic method is used. Are the orders e-mailed, EDI, or do you need a web store set up (we set up web stores too).

ANSWER 7: We will look at any innovative ideas that contractors have for ordering procedures. The Government is open to all ordering methods. We will allow the contractor to present innovative ideas for ordering. The Government reserves the right to evaluate based on what is most advantageous method.

QUESTION 8: Do you know roughly how many units will be ordered each time an order is placed? Our embroidery pricing is dependent on how many is run with each set up. This will also help us estimate shipping rates.

ANSWER 8: We anticipate an initial for approximately 100-125 employees with smaller orders being placed throughout the contract year.

QUESTION 9: Attachment 3 has two columns for each item, one for an embroidered and another for a non-embroidered price . I assume the first column can be left blank for pants & hood (CLIN 1, 3a, 4) and that all other items are to be embroidered, including hats.

ANSWER 9: Hats, shirts and jackets will be embroidered with the unit logos. Hoods and pants will not need embroidery.

QUESTION 10: Has this bid been previously awarded? If so, can you provide any specifics? Like items provided (mfg & style#'s)? Number of employees involved? Total contract value? Average Order quantity or value? Who previously held the contract? What are current contract prices?

ANSWER 10: This contract will be a first time award. A large contract has not been awarded in the past.

QUESTION 11: Will you consider items that closely match specs but not exactly or must all details be matched?

ANSWER 11: We will not accept anything but the exact specification match for the PPE clothing due to the safety aspect. The standard clothing will be evaluated based on the sample clothing received. There may be some flexibility on the standard clothing items but it is most advantageous to the contractor to provide clothing as close to the specifications as possible with meeting the exact specifications preferred. The Government will evaluate the sample clothing received and evaluate based on what is the most advantageous to us.

QUESTION 12: Can any info be provided about the distribution of sizing required (i.e.

percentage of orders expected to exceed XL)?

ANSWER 12: Exact sizes cannot be determined at this time but please include a pricing sheet for big and tall.

QUESTION 13: The last page of the pricing sheets provides a space for shipping. A lot of

RFQ's require shipping costs to be included in the item price. Looks like shipping charges can be billed as a separate item on invoices. I'm not sure how to best provide this info (i.e. price per item shipped with discounts as quantities increase?) Could you suggest something?

ANSWER 13: The method of shipping and pricing offered will be at the offeror’s discretion and the FBI will be amenable to whatever structure offers us the best overall value.

However, you are encouraged to be innovative and present whatever method will be sustainable and advantageous to the Government and your company.

QUESTION 14: Will an SF-1449 be provided?

ANSWER 14: Yes, it will be a separate attachment posted with this first Amendment.

QUESTION 15: Can you please let me know what brands you are currently using and if you any pricing history on any of the items?

ANSWER 15: This contract will be a first time award. There are no existing brands or pricing history to share.
