This document provides responses for questions that have been asked regarding solicitation RFQ0003728. Question numbers are provided simply as a reference and in no way infer a prioritization of the questions.

Q1: We are currently registered in SAM. We are an SBA HUBZone certified company that provides learning development. We are a new company and have been in business for just over 3 years. We are very interested in applying for this opportunity. However, the FBO states: “All vendors must be registered in SAM, effective July 29, 2012 to receive government contracts.”

A1: The meaning of the statement is that all vendors must be registered in SAM based on a rule that was implemented in 2012. So to submit a quote and potentially receive a contract award you need to be registered in SAM now, there is no requirement that you need to have been registered for the last 7 years.

Q2: Is this a new requirement? If not can the Government provide the incumbent contractor name and contract number?

A2: Yes, this is a new requirement.

Q3: Will the Government accept key personnel experience as past performance?

A3: The past performance rating is based on the offering company’s relevant past performance.

Q4: How can a firm request a neutral rating for past performance?

A4: The neutral rating may be given to an offeror’s quote based on their submission if no relevant performance record is available or the quoter’s performance record is so sparse that no meaningful rating can be reasonably assigned. The quoter cannot “request” a neutral rating.

Q5: If these requirements are being performed by a contractor currently or have been performed in the past, could you please provide the associated incumbent contract or task order numbers? If not, could you please tell me whether these are new requirements?
