SOLICITATION NARRATIVE

1. The Army Contracting Command-Rock Island (ACC-RI) hereby issues Request for Quote (RFQ) W9098S-20-Q- 0066 for the procurement of quantity 1 Keyway Serration Broach, Part Number RIA2629175-13 in support of the Rock Island Arsenal-Joint Manufacturing and Technology Center (RIA-JMTC).

2. This solicitation is issued in accordance with FAR Part 12 - Acquisition of Commercial Items, and FAR Part 13 Simplified Acquisition Procedures. Per FAR 12.302(d), any tailoring to a contract for commercial items shall be by addendum to the contract. There are two addendums to this solicitation identified as follows:

a. Addendum to FAR 52.212-1, Instructions to Offerors – Commercial Items (Deviation 2018-O0018).

b. Addendum to FAR 52.212-4, Contract Terms and Conditions – Commercial Items (OCT2018)

3. This RFQ is set aside 100% for Small Business.

4. The Government intends to make a firm fixed price (FFP) award to the responsive, responsible offeror whose quote conforms to the terms and conditions of the solicitation requirements and represents the lowest total price.

5. This contract is to be inspected/accepted at destination. Any associated costs pertaining to the delivery of this supply shall be included in the quote. Any shipping/delivery costs must be included in the pricing provided in the pricing matrix.

DELIVERY INSTRUCTIONS

Delivery Instructions: Rock Island Arsenal (RIA) Visitor Access Passes are issued to individuals, not companies or groups. All visitors, to include transportation and freight services, official and unofficial, are highly suggested to pre-register at least three (3) business days prior to their visit. Preregistration of visitors allows for the National

Crime Information Center NCIC-III background check to be conducted prior to the individual arriving at RIA, reducing their wait time upon arrival.

It is the responsibility of the prime contractor to ensure that this information is passed along to any subcontractor or transportation provider used during the performance of this delivery order. DRIVERS WHO DO NOT MEET THE

INSTALLATION ACCESS REQUIREMENTS WILL NOT BE ALLOWED ON THE INSTALLATION AND

WILL BE TURNED AWAY.

NOTE: As of 31 Dec 2015, Department of Defense and Department of the Army has directed that Driver Licenses and ID cards from Minnesota, Missouri and Washington are not compliant with the standards of the REAL ID Act and cannot be used on their own as a primary means of identification to apply for access to Rock Island Arsenal.

Driver’s Licenses that have written on the top of them “NOT FOR FEDERAL IDENTIFICATION PURPOSES” are also non-compliant.

These non-compliant driver’s license or state issued identification cards may still be presented at the Rock Island Visitor Control Center, but they must be accompanied by one of the following secondary forms of identification before a records check is conducted and installation access is granted:

All visitors must process through the Moline Visitor Center Gate (I-74) off of River Drive in Moline, IL. Visitors (to include transportation and freight providers) will require proper identification to access RIA.

COVID-19 TRANSPORTATION GUIDE

Welcome to the Rock Island Arsenal (RIA).

The Transportation Freight Branch receiving hours are 6:30 am to 2:20 pm Monday-Friday excluding Federal Holidays. Appointments are not required. Please call (309)782-8539 for automated directions. Visitor Control Center hours of operation are weekdays 6:00 am to 3.30 pm.

Attention: RIA is at a Health Protection Condition C. The installation is restricted to key and essential personnel only. RIA will suspend all current year-long passes & make other changes limiting access to the Arsenal to official business. These changes are being made to limit the opportunity for COVID-19 transmission. What does this mean for Transportation Service Providers and local carriers?

Drivers will be required to present a valid state identification card, driver’s license or valid U.S. Passport. In addition gate security may request to see shipping documentation such as a bill of lading. All visitors must complete a favorable criminal background National Crime Information Center Interstate Identification Index (NCIC III) check before gaining entry to RIA. The Senior Commander will, in the absence of an approved waiver, deny unescorted access based on the results of the NCIC III background check, when the results contain credible derogatory information. Transportation Service Providers are required to send drivers that can pass background checks and are compliant with Department of Defense, Department of Transportation, and Department of Army Polices. Failure to do so could result in a letter of warning, temporary suspension, or being placed in a non-use status. Possession of a weapon and/or ammunition will not be granted access to the installation. Bringing weapons, narcotics or explosives illegally on the installation is strictly prohibited and could result in civil or criminal penalties. We highly encourage service providers to visit https://home.army.mil/ria/ and download the Visitors Control Access form, RIA Form 190- 1, prior to visiting the Installation. RIA shipments consigned to W52H1C will report to Building 299 Central Receiving, at the corner of Beck and Gillespie Avenue. Drive up to the electronic gate on the East side of the building and wait until access is granted, follow the signs to the loading docks.

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

The Offeror shall not complete the representation in this provision if the Offeror has represented that it “does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument” in the provision at 52.204-26, Covered Telecommunications Equipment or Services--Representation, or in paragraph (v) of the provision at 52.212-3, Offeror Representations and Certifications--Commercial Items.

(a) Definitions. As used in this provision--

Covered telecommunications equipment or services, critical technology, and substantial or essential component have the meanings provided in clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition. Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub.
