About this file
This Request for Qualifications (RFQ) is issued by the Liberty Regional Water Resources Council (LRWRC) on behalf of Liberty County, Georgia and its constituent jurisdictions, including unincorporated Liberty County, the Town of Allenhurst, and the Cities of Flemington, Hinesville, Gum Branch, Midway, Riceboro, and Walthourville, as well as the Liberty County Development Authority. The RFQ seeks a qualified consultant, vendor, or consortium to conduct a comprehensive assessment and develop a strategic plan for providing countywide public water and wastewater services. The primary deliverable is Phase I, a strategic plan that evaluates the feasibility of consolidating existing publicly-owned systems and expanding service to unserved areas while considering current infrastructure, financial obligations, operational costs, state water planning initiatives, and future governance structures. The consultant must also provide updated service delivery area maps and propose governance and operational frameworks for long-term sustainability. The submission deadline is May 29, 2026 at 5:00 PM, with responses limited to 40 pages (excluding cover materials) and a file size not exceeding 10 MB. Questions regarding the RFQ must be submitted by May 15, 2026, with an addendum posted by May 20, 2026. Following evaluation of submittals, selected consultants will be invited to interview before the wTAC makes a final recommendation to the LRWRC. Phase II will follow Phase I and develop implementation guidance based on the strategic plan recommendations.
The evaluation criteria prioritize experience and references (40% weight), focusing on proven track records in multi-government infrastructure planning; regulatory compliance knowledge (25% weight), emphasizing multi-level water and wastewater regulations and state planning efforts; technical expertise (25% weight), assessing water and wastewater system evaluation capabilities; and ability to meet deadlines and costs (10% weight). Minimum consultant qualifications include demonstrated experience in similar assessments and implementations, expertise in water and wastewater systems, experience with multi-jurisdictional or regional systems, and knowledge of applicable federal, state, and local regulations. No pricing information, budget allocation, or funding sources are specified in the RFQ. Submissions must include consultant information, key team leaders with resumes, at least three similar projects completed within the past five years with references, work samples, and an executive summary of the project approach. The LRWRC retains the right to reject any or all submittals and waive irregularities.

RFQ Strategic Plan for Countywide Water & Wastewater 1 of 3
Liberty Regional Water Resources Council
Request for Qualifications
Strategic Plan for Providing
Countywide Public Water and Wastewater Service
1. Introduction
This Request for Qualifications (RFQ) invites qualified vendors, consultants, or consortiums
(herein referred to as “consultant”) to submit qualifications for assessing the public (both publicly- and large privately-owned) potable water and wastewater systems within Liberty
County, Georgia and its government jurisdictions: unincorporated Liberty County, Town of
Allenhurst, the Cities of Flemington, Hinesville, Gum Branch, Midway, Riceboro, and
Walthourville, and the Liberty County Development Authority; to evaluate how to provide water and wastewater services to all areas of the county and develop a strategic plan. This strategic plan is Phase I of the project. Upon completion of Phase I, a scope of services will be developed for Phase II which will be a road map for implementing the strategic plan.
2. Scope of Work
The scope of the work will be to study the feasibility of a countywide strategy to address the water and wastewater needs of the County with consideration of both technical and legal aspects and prepare a plan for providing water and wastewater services for Liberty County in the near- and long-term (± 10 and 20 years).
The Liberty Regional Water Resources Council (LRWRC) will provide data on the existing publicly-owned potable water and wastewater systems within the county, including the current service delivery areas, but some research will be required to provide data on the large
(over 100,000 gallons per day) privately-owned public systems. It is anticipated the study will include the items below, as well as other items the consultant, in their experience, is deemed necessary.
A. Evaluate all avenues for providing water and wastewater services to the county including consolidating one or more of the existing publicly-owned water and wastewater systems to serve their current service areas and expanding existing systems into areas currently not publicly served. Such evaluation would take into consideration, as a minimum, the following:
• current infrastructure
• existing financial obligations
• costs to maintain and operate a consolidated system and expanded existing systems
• the Coastal Georgia Regional Water Plan
• for the longterm part of the plan, future governing water and wastewater planning district currently under consideration on the state level
B. Propose governance structures and operational frameworks to ensure long-term sustainability.
