About this file

This document is a Request for Quotation (RFQ) for the renewal of Vessel Vanguard software licenses for the Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) at the Seneca Lake facility and Narragansett Test Bay Facility (NBTF). The requirement is for a firm-fixed-price, sole-source contract consisting of a base period and four one-year option periods for each location. The RFQ details ten contract line items (CLINs) for the Vessel Vanguard 360 subscription service. The requirement is classified under NAICS code 541690 with a $19 million size standard. The sole-source justification is that the Vessel Vanguard system is proprietary and compatible with the existing maintenance program at both facilities. The solicitation provides instructions for submitting quotes and specifies the applicable FAR and DFARS clauses. The government purchase card is the preferred method of payment, and the awardee will be required to submit a receiving report in the Wide Area Workflow system.

This requirement is being solicited as a sole source, unrestricted requirement, under North American Industry Classification System (NAICS) Code 541690, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The Small Business Size Standard is $19,000,000.00.

Sole Source Justification:

Seneca Lake and NUWCDIVNPT NBTF are required to perform maintenance of Navy owned vessels using a maintenance program which meets the intent of OPNAV 4790 (Series – Navy Planned Maintenance System (PMS)).

The maintenance program procured must be compatible with the current Vessel Vanguard system in place at both Seneca Lake and NBTF so that the Government can efficiently track maintenance across both facilities.

Transitioning to a different manufacturer would require redundant efforts at the NBTF and Seneca to incorporate equipment into a new maintenance program instead of utilizing Vessel Vanguard at both facilities. This redundant effort is estimated to cost the Government at least an additional $40,000 for NBTF alone. This includes an estimated one-week walk-through with a new company to inspect equipment and two days of onsite training NBTF staff with a new system.

Based on the above, it is not reasonable to conclude the potential savings from competition can offset the duplicative cost and schedule/mission impact associated with purchasing a new brand name product. Vessel Vanguard is proprietary software of Vessel Vanguard, formerly Baxter Marine Group. Therefore, it is in the best interest of the government to solicit this requirement on a sole source only basis.
