This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation shall not be issued. The solicitation number is 70US0924Q70092132 and is issued as a Request for Quote (RFQ) for Installation and Removal of Emergency Equipment for Fleet Vehicles. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Federal Acquisition Circular 2024-06 effective July 30, 2024. This solicitation is a small business set-aside and the associated North American Industry Classification System (NAICS) code 811111. The anticipated delivery date will be 120 days or better from date of award. The Government intends to award a five-year BPA from this solicitation.

FAR 52.212-1 Instructions to Offerors - Commercial Items. (SEP 2023) is applicable to this solicitation.

FAR 52.212-2, Evaluation-Commercial Products and Commercial Services (NOV 2021) and the specific evaluation criteria to be included in paragraph (a) of that provision is applicable to this solicitation.

EVALUATION CRITERIA

52.212-2 Evaluation—Commercial Products and Commercial Services

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government.

The Government will use the factors stated in Section 1.1 to evaluate the quotes and does not commit to evaluating offerors for strict compliance with all aspects of the solicitation. Award may be made to other than the Offeror with the lowest priced quote, if the Government determines that a price premium is warranted due to nonprice factors merit. The Government may also award to other than the highest rated quote, if it determines that a price premium is not warranted. The Government will not make an award at a higher overall price to achieve only slightly better performance capabilities. If two or more quotes are determined not to have any substantial technical differences (i.e., approaching technically equivalency), price may become the determining factor and award may be made to the lower priced Offeror.

The Government anticipates selecting the best-suited contractors from initial responses, without engaging in exchanges with contractors. Contractors are strongly encouraged to submit their best technical solutions and price in response to this RFQ.

Once the Government determines the contractors that are the best-suited (i.e., the apparent successful contractor), the Government reserves the right to communicate with only those contractors to address any remaining issues, if necessary, and finalize a task order with those contractors. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the Government, the Government reserves the right to communicate with the next best-suited contractor (s) based on the original analysis and address any remaining issues.

1.0 Evaluation Factors.

1.1 Factor Identification – The evaluator will evaluate the quotes received in response to the Installation and Removal of Emergency Equipment for Fleet Vehicles Requirement - Request for Quotes using the following factors:

Factor 1 – Technical Capability Factor 2 – Past Performance Factor 3 – Price

1.2 Order of Importance – USSS will evaluate using best value/trade-off evaluation among cost price and non-cost factors. For the purposes of this RFQ, “best value” is defined as the procurement process resulting in the most advantageous acquisition decision for the Government. Factor 1 and Factor 2, when combined, are more important than price.

2.0 Evaluation Criteria: In determining which quote provides the best value to the Government, non-price (technical) evaluation factors and past performance, when combined, are more important than evaluated price. The extent to which the offeror’s quote effectively demonstrates an approach that meets the requirements in the SOW, provides proof of certification in installation and removal of emergency equipment in fleet vehicles, located within 150 miles of the Washington D.C. area, and effectively demonstrates to Department of Homeland Security -United States Secret Service the ability to service a fleet of vehicles within timeframe specified of the SOW.

The Government may elect to award to other than the lowest priced quote, based on the results of the trade-off analysis between non-price and price factors. To be eligible for award, the offeror must be deemed responsible in accordance with FAR 9.1, meet all requirements of the solicitation, and conform to all required terms and conditions.

3.0 Factor 1: Technical Capability

3.1.1 Submission Requirements: Interested vendors are requested to submit a minimum two page, maximum combined five-page Times New Roman, 12-Font, capability statement of their knowledge and capabilities to perform the Installation and Removal of Emergency Equipment for Fleet Vehicles requirement detailed in the SOW.

3.1.2 Located within a 150-mile radius of Washington D.C. area.

3.1.3 Certified to install, program, and remove Sound Off Signal, Code 3 and Whelen products. A copy of the certificate shall be submitted at time of submittal of quote.

3.1.4 Install or remove equipment according to equipment manufacturer instructions provided with kits.

3.1.5 Ability to begin work within 30 days of receiving vehicle and complete work within 120 days of receiving the vehicle.

3.1.6 Adhere to installation standards, wiring, equipment placement and installation, decommissioning and removal in accordance with the SOW.

3.1.7 Provide all documentation as specified in the SOW for pre and post installation of emergency equipment upon request of the USSS POC.

3.1.8 Provide all personnel, equipment, supplies and incidental supplies, facilities, transportation, tools, materials, supervision to perform installation and removal of emergency equipment in accordance with the SOW.

4.0 Factor 2: Past Performance

4.1 Offeror shall utilize Attachment 1 – Past Performance Worksheet. The Offeror shall provide a minimum of three, maximum of five, references of work, similar in scope and size with the requirement detailed in the SOW. References may be checked by the Contracting Officer to ensure your company is capable of performing the SOW. The Government also reserves the right to obtain information for use in the evaluation of past performance from any and all sources.

4.2 A description of experience and Past Performance information for similar contracts accomplished within the last 3 years. The description must include where, when, and for whom each similar contract was performed and a description of each contract including the size, scope, dollar value, and period of performance. This information must demonstrate how the offeror’s experience and Past Performance within the last 3 years is relevant to the Installation and Removal of Emergency Equipment for Fleet Vehicles requirement.

5.0 Factor 3: Price

5.1 Minimum Requirement: The quote will be evaluated but not scored using the tradeoff method for evaluating. Each offeror’s price quote will be evaluated to determine if it is consistent with the offeror’s approach and reflects a clear understanding of the solicitation requirements. Unrealistic prices or inconsistencies between the Technical Capability, Past Performance, and Quote may be assessed as risk under the evaluation.

5.2 Submission Requirements: This part of the quote shall include details for all resources required to accomplish the requirements.

There will be no “confidence” rating for the Price Factor.

6.0 Evaluation Methodology

The Government reserves the right to consider a quote other than the lowest price which provides the best benefit to the Government. The Government will award a contract resulting from this solicitation to the responsible offeror (s) whose quote conforming to the solicitation is most advantageous to the Government. Technical Capability and Past Performance, when combined, are more important than price.

The evaluation of each Factor (Factor 1 and 2) will be done holistically with a rating scale of “high confidence”, “some confidence,” and “low confidence,” representing the Government’s confidence that the Offeror understands the requirement and will be successful in performing the work. Any offeror who receives a “low confidence” rating will NOT be eligible for award.

Ratings for Factors 1 and 2

Table 1 - Confidence Ratings

Rating Definition High Confidence The Government has high confidence that the Offeror understands the requirement, quotes a sound approach, and will be successful in performing the contract.

Some Confidence The Government has some confidence that the Offeror understands the requirement, quotes a sound approach, and will be successful in performing the contract.

Low Confidence The Government has low confidence that the Offeror understands the requirement, quotes a sound approach, or will be successful in performing the contract.

A completed copy of the provision FAR 52.212-3, Offeror Representations and Certifications- Commercial Products and Commercial Services (MAY 2024) must be included with Offerors proposal. If you have completed the annual representations and certifications electronically through the System for Award Management (SAM), then provide a statement as such and it shall be verified.

FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services (NOV 2023), applies to this acquisition. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation shall only be available by downloading the documents at the SAM Website at https://sam.gov. By submitting a response to this solicitation, the vendor shall be self-certifying that neither the offeror nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal Agency.

1.4 Contractor Qualification:

The contractor shall submit documentation of being certified in the removal and installation of Sound-Off, Code 3 and Whelen equipment. Certificates shall be submitted at time of submittal of the contractor’s offer.

1.5 Installation standards

The contractor shall:

d) adhere to USSS agency set guidelines to defined expectations for each vehicle upfit. Please see

1.10.1 Task Heading.

e) have the ability to begin work on the vehicle within 30 days of receiving the vehicle. Once work has started, contractors must complete the work within 120 days of receiving the vehicle.

f) meet or exceed installation standards as outlined above.

1.6 Wiring

All upfit wiring shall conform to vehicle manufacturer’s, equipment manufacturers, and USSS’s instructions.

a) All wiring of a given vehicle model should be standardized (i.e., wire colors, wire routing).

b) Any wiring installed or routed must be done in such a manner as to not interfere with any airbag deployment.

c) Wiring connections provided by the vehicle manufacturer, “upfitter harnesses”, must be utilized where applicable. Please see 1.10.1 Task Heading.

d) For firewall pass through connections, any locations intended for upfitter pass through should be used. All wiring passing through the firewall or body must use a grommet.

e) Each wire run must be a continuous length with no splices. Any component that is connected with a butt connector must use heat shrink; no taps or scotch lock type connections will be used.

Electrical tape shall not be used in place of shrink tubing.

f) Any blunt cut wires that are not utilized should have a butt connector crimped on. All power connectors shall be fused.

g) In marked patrol cars, a main power supply cable shall be routed to a fused distribution buss.

Buss fuses should be labeled. All power supply wires will be appropriately sized to accommodate the maximum amperage draw, plus 20%.

h) Any wires passing through the outer shell of the vehicle (such as roof mounted lightbars) shall utilize a grommet and be sealed against water intrusion. Any wires that will be exposed, either interior or exterior, shall be bundled together and secured in an appropriately sized loom.

c) Equipment mounted in the cargo and trunk area of a vehicle shall not impede the use of that area in any way. If the vehicle is equipped with a spare tire, equipment placement shall not interfere with spare tire access or removal.

d) Location and placement of light heads will be coordinated with the contractor and government

POC when the vehicle is delivered for installation. Roof mounted light bars, if applicable, shall be installed in accordance with manufacturer’s instructions. Any questions regarding placement of lights, or deviation from agreed upon layout, shall be directed to the government POC.

e) Emergency lights and radio equipment will be provided by the USSS unless otherwise noted.

Ancillary supplies such as wires, connectors, heat shrink, hardware including nuts and bolts, wire ties, loom, etc., shall be provided by the contractor.

f) Each completed vehicle will be inspected for quality of work and installation accuracy by a member of the USSS prior to vehicle being released or delivered.

g) Upon completion of work, all installations will be subject to final inspection by a representative of the agency. If an item fails to meet the outlined parameters of this SOW, the Government reserves the right reject the vehicle until services are complete.

h) Any problems discovered during the inspection shall be corrected before release of the vehicle, or the upfitter will be required to take the vehicle back for repair and correction at no charge to the agency.

i) Any damage caused to the vehicle during installations shall be corrected before delivery of the vehicle to the USSS; this includes stripped fasteners, missing vehicle trim, soiled interiors, and burns. Broken trim panels must be replaced with new ones.

j) After initial inspection, any wiring found to be clearly damaged during installation such as crushed, hardware piercing insulation, cuts shall be the responsibility of the upfitter to replace at no cost to the agency.

1.8 Decommissioning/Removal

1. The contractor shall remove installed equipment and decals. Occasionally, a vehicle will be brought to the contractor to be decommissioned. The contractor shall remove installed equipment/decals in a fashion that meets or exceeds the requirements. Please see 1.10.1 Task Heading.

2. The vehicle shall be returned to as close to factory condition as possible; this includes the removal of vehicle graphics, vinyl wraps, residual glue, and residue.

3. All United States Secret Service provided equipment shall be removed in a manner that would allow the equipment to be possibly reused as needed in other vehicles if operable at the time of removal.

4. Wire harnesses from lights should be cut no closer than 12” to the light head. Data cables and radio harnesses (Blue & Yellow) should NOT be cut. If removal of these harnesses proves to be extremely difficult due to original upfit routing or vehicle layout, the contractor must contact a representative of the agency and gain approval before cutting these harnesses.

5. No wiring should be left behind in the decommissioning process. All upfitter wiring shall be removed from the vehicle, including those routed under the carpet and above the headliner.

6. Holes left in the roof panel from the removal of an overhead lightbar shall be plugged or patched to not allow water intrusion into the vehicle. If silicone is used, it must be clear.
