B. Description

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

2. This solicitation is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06 dated July 12, 2021.

3. The associated North American Industrial Classification System (NAICS) code for this procurement is 334511.

4. The Government intends to award a single firm-fixed-price contract, on a lowest price technically acceptable (LPTA) basis, for toll aggregation services.

5. The anticipated period of performance is September 30, 2022-September 29, 2025, which includes one (1) 12-month Base Period and two (2) 12-month Option Period. Acceptance and delivery will be FOB destination.

C. Background

The Defense Counter Intelligence and Security Agency (DCSA) is responsible for conducting the majority of Background Investigations for the Federal Government to support suitability, national security clearances, and regulatory investigations. The Government intends to contract for toll aggregation services for the General Service Administration (GSA) lease vehicles in the agency fleet.

The fleet of government owned vehicles (GOVs) is spread across the country and needs the ability to travel on toll roads without interruption using automated transponders or other technology with an internet based reporting and billing system. The full requirement for contractor provided toll aggregation services includes transponder equipment and customer support.

D. Objective

The purpose is for Contractor Toll Aggregation Support Services nationwide that can meet DCSA’s deliverable schedule.

E. Salient Characteristics

1. The Contractor shall provide Toll Aggregation Services nationwide.

1.1. The Contractor shall provide all toll road equipment (transponders, stickers, decals, etc.).

1.1.1. The Government’s preference is to transition all toll road equipment to one standard type of hard-case transponder. However, the Contractor may utilize other toll road equipment (i.e.

stickers, decals, etc.) when hard-case transponder is not available.

1.2. The Contractor shall provide a Phase In/Phase Out transition plan to address how transponders will be distributed nationwide at the beginning of the period of performance and collected at the end of the period of performance. The Phase In transition plan shall be delivered 5 days after contract award. The Phase Out transition plan shall be delivered 30 days prior to contract expiration.

2. Customer Support

The contractor shall provide for an internet based reporting and centralized billing system with a user interface that promotes account management. This shall include, but not be limited to:

Track and certify automated toll and toll violation charges;

o Automated toll charges shall reflect the actual toll usages based on transponders and vehicle.

o Toll violation charges shall reflect toll usages as a result of equipment malfunction, vehicles without transponders, but within the Contractor system of record and similar authorized toll usage.

Facilitate the movement and tracking of vendor provided equipment such as transponders or other technology;

Review and certify monthly billing statements;

Monthly delivery reports shall be provided to the COR to account for tolls that are paid on behalf of DCSA.

The Contractor shall provide customer service support as needed to address issues within twenty four hours during business, non-holiday, hours after receipt.

The Contractor shall provide shipping notification to COR when toll road equipment are sent out.

F. Deliverables

The Contractor shall provide the following deliverables to the Contracting Officer’s Representative (COR) or as instructed by the COR:

G. Contract Type

This is a combination of firm-fixed-price and time-and-material contract. Markups of any type are not allowed under time-and-material items.

1. Equipment and Services are firm-fixed price.

2. Automated Toll Aggregation, shipping and violations are time-and-material. Markups are not allowed.

H. Options

The performance is September 30, 2022-September 29, 2025, which includes one (1) 12-month Base Period and two (2) 12-month Option Period.

The Government has an option to increase quantity for up to 75 transponders that can be exercised during the Base Period of Performance and up to an additional 150 transponders in each Option Period. The Government may partially exercise the option quantities and is not required to exercise the quantities at its entirety.

I. Invoices and Payments

1. Prior to submitting invoices to the Government, the Contractor shall pay all toll aggregation and violation charges to its respective entities and provide proof of payment (documentation) to the Government. The Government will accept and pay after confirming payments are made and invoice accurately reflects the supporting documents provided.

2. Invoices may be submitted on a monthly basis.

J. Evaluation Factors for Award

Award shall be made to a single responsible party with the lowest priced technically acceptable (LPTA) Quoter. Technical acceptability will be based on a Quoter’s ability to meet all aspects of the Government’s requirement as described under Section E of this document. The Government will proceed with evaluation by ordering the Quotations from lowest- to highest-priced, and begin by reviewing the lowest-priced quotation. The Government will continue to review from the lowest-priced quotation until two (2) quotations has been deemed technically acceptable and the price to be fair and reasonable. The Government will make award to that LPTA Quoter as long as the Quoter is otherwise deemed responsible. The Government will not evaluate any additional higher-priced quotations when two (2) Quoters have been deemed technically acceptable, unless the lowest-priced Quoter becomes unawardable. The Government will continue to review until two (2) quotations has been deemed technically acceptable.

K. Instructions to Quoters

1. To aid in evaluation, all quotation shall contain:

• An administrative cover page;

• A technical narrative; and

• The completed attached pricing worksheet (NOT LOCKED/PROTECTED).

2. Quotations shall be no longer than ten (10) pages long (excluding the cover page, table of contents, and pricing worksheet).

3. Quotations shall use Times New Roman or Calibri 11-point (or higher) font. All margins shall be set to 1”.

4. Quotations shall include the Quoter’s company name and address, point of contact, telephone number, email address, and System for Award Management (SAM) information (CAGE Code, Unique Entity ID number).

5. Technical narratives shall illustrate the Quoter’s understanding of the requirement and its ability to satisfy all aspects of the requirement. Quoters may include appropriate professional documentation and artifacts, such as screen captures or samples, which demonstrate the capabilities being described.

6. Quotations shall complete the attached pricing worksheet and submit it as part of their quotation.

7. All submissions shall be unclassified and reference “HS0021-22-Q-0016 – Toll Aggregation” in the subject line.

8. Quotations must be registered in SAM at http://sam.gov prior to the RFQ closing date. Failure to maintain a current/active account may render your quotation non-responsive.

9. Quotations must complete annual representations and certifications online at http://sam.gov. If paragraph (j) of the provision is applicable, a written submission is required.

10. Any questions or concerns regarding this solicitation may be submitted in writing via e-mail to Alexis Patillo at alexis.b.patillo.civ@mail.mil and Steven Chang at tzeleong.s.chang.civ@mai.miland must be received not later than August 29, 2022 at 11:00 AM.

11. All questions and answers and any subsequent resultant amendments will be posted at http://sam.gov to allow equal access by all potential Quoters. Inquiries will not be attributable to the Quoter that submits the question(s).

12. Quotations shall be submitted to Alexis Patillo at alexis.b.patillo.civ@mail.mil and Steven Chang at tzeleong.s.chang.civ@mai.mil and received not later than September 01, 2022 at 11:00 AM Eastern Time. Quotations are encouraged to submit their quotations earlier than the aforementioned time, if possible, to avoid any potential IT problems that could render their submission late.

13. Any questions or quotations not received by the dates and times specified in this combined synopsis/solicitation may be rejected. Additionally, incomplete quotations that do not contain the required information as stated in the solicitation may also be rejected.

14. The Government is not liable for any costs incurred by the Vendor in submitting a quote in response to the request for quote.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be evaluated:

(i) Technical – An offer can either be technically acceptable or technically unacceptable. An offer is technically acceptable when the quote’s technical approach clearly meets all solicitation requirements. An offer is technically unacceptable when it does not clearly meet all solicitation requirements.

(ii) Price – A price analysis will be used to determine the evaluated price to support the selection of the lowest price technically acceptable offer. Offers that contain materially unbalanced proposed prices may be rejected by the Government.

The Government intends to award based on initial quotes; therefore, offerors are encouraged to submit their best offer from both a technical and price aspect. However, the Government reserves the right to hold discussions if the Contracting Officer deems it’s in the Government’s best interest.

An offeror will not be eligible for award if the Contracting Officer determines it is not a responsible company in accordance with FAR 9.104-1.

The Government reserves the right at its sole discretion to award one contract or no contract at all depending on the quality of the offers received.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.217-9 Option to Extend the Term of the Contract.

(a) The Government may extend the term of this contract by written notice to the Contractor any time prior to contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend any time before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 years.

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.
