AWARD/EVALUATION OF QUOTATIONS
TECHNICAL PROPOSAL INSTRUCTIONS
Award
In evaluating offers for an award, the Government anticipates awarding a purchase order to the offeror whose quotation is most advantageous to the Government, that is, making award to the offerors whose overall integrated quotation, including technical quotation, business quotation, and past performance information is most advantageous to the Government. Offerors shall be evaluated in accordance with
FAR 8.405-2(d) to an offeror whose quotation represents the best value to the Government. Failure to respond or follow the instructions regarding the organization and content of the Technical and Business
Quotations may result in the Offeror’s quotation being removed from further consideration. In accordance with FAR 2.101, best value is defined as the expected outcome of an acquisition that, in
Government’s estimation, provides the greatest overall benefit in response to the requirement. While the evaluation of no single aspect of an offeror’s integrated quotation is expected to be the controlling factor in the selection of the successful offeror, the technical evaluation factors are more important than price; the Government, however, will not make an award at a significantly higher overall price to achieve slightly superior technical approach and understanding of the requirement or management features.
The following instructions are provided to assist the Offerors in understanding the information needed to make an objective selection of the contractor for the proposed procurement. Since the information constitutes the major basis for quotation evaluation, it will be advantageous to the Offeror to present a quotation in a clear, concise manner and in terms understandable to those who may be unfamiliar with the Offeror’s detailed intentions and reasoning process. Responses should follow the Statement of
Work to the maximum extent practicable.
The quotation must be sufficiently detailed and complete to demonstrate an understanding of and ability to comply with the requirements of the RFQ. The quotation shall demonstrate such understanding and ability in a concise, logical manner, and should not contain superfluous material that is not related directly to this acquisition. Offerors must demonstrate capability of performing all tasks outlined in the Statement of Work.
Technical Evaluation Criteria:
The technical evaluation criteria for this RFQ are as follows:
A. Technical Approach & Understanding of the Requirement 70
B. Similar Experience 30
Total Maximum Points 100
A. Technical Approach & Understanding of the Requirement
The offeror shall provide a description of its understanding of the scope of the requirements and the approach for the types of services that are needed.
B. Similar Experience
The Offeror shall provide brief and specific information on their experience in all areas of the Statement of Work for the contract. Include a description of work performed during the past three years showing experience in related requirements, similar in size and scope with any commercial entity or federal agency. The Offeror shall provide information reflecting experience of proposed staff that is similar in complexity and size to the anticipated project. This information may be represented by the proposed staff/personnel Resumes
Technical Proposal Instructions: Volume 1 of 2 Volumes
These instructions establish the acceptable minimum requirements for the format and content of proposals. The technical proposal must not contain reference to cost; however, resource information, such as data concerning labor hours and categories, material, subcontracts, etc., must be contained in the technical quotation so that your understanding of the requirement can be evaluated. The technical quotation shall be limited to no more than 10 pages. The limitation is a page number that cannot be exceeded. Cover pages, tables of contents, responses to the Pricing
Tables in Appendix B and resumes do NOT count towards the page limitation. A page is defined as an
8 -1/2 inch by 11-inch sheet of paper with one-inch margins on all four sides. Text shall be in 12-point font Times New Roman with single space between lines. Text pages should use portrait orientation.
Page formatting can alter for illustrations and tables but must be easily readable. Foldouts will be counted as the appropriate number of pages based upon an 8 -1/2 inch by 11-inch sheet of paper.
The Offeror shall number each page in order to eliminate any confusion. In the event that the offeror creates an ambiguity in the numbering of pages, the Government will exercise its own discretion in the counting of pages. Pages in excess of the above limitation will not be evaluated.
Offerors will be evaluated on their understanding of and approach to managing and coordinating multiple tasks as described in the Statement of Work, including methods, procedures, and practices which will be implemented to manage and utilize resources, resolve problems, ensure timeliness, and maintain a high quality of professionalism while providing support services to the National Center for
Emerging and Zoonotic Infectious Diseases. Offerors will be evaluated for appropriateness, completeness, and overall quality of its proposed services and personnel management policies and practices. Offerors shall also address the quality control to support the general management of the contract.
Offerors submitting any restrictive data shall mark it as such. The Government assumes no liability for disclosure or use of unmarked data and may use or disclose the unmarked data for any purpose. Unless restricted, information submitted in response to this request may become subject to disclosure to the public pursuant to the provisions of the Freedom of Information Act (5 U.S.C. 551).
