About this file
This is a Statement of Need (SON) and Request for Quote (RFQ) for the procurement of specialized mooring cable components by NOAA's Great Lakes Environmental Research Laboratory (GLERL). The Government seeks to purchase two (2) 15-meter Stretch Electro-Mechanical (EM) cables, each 50 feet in length, designed to secure real-time observing buoys in Great Lakes environments while simultaneously enabling 2-way power and Ethernet communications between surface and subsurface instruments. The cables must feature 6061-T6 aluminum termination with rubber compound insulation, incorporating 8 x 22 AWG copper conductors and 4 x 24 AWG twisted pairs, terminated with MCIL8s and DIL8s connectors with corresponding locking sleeves. Technical specifications include a 900 kg working load, maximum elongation of 1.5 times standard length, voltage capacity up to 480V, data transmission rate up to 100 Mbps, a 6 x 4.5-inch diameter bolt pattern, and an expected design life of 5-7 years.
The requirement is classified as a sole-source procurement under Solicitation Number 1333MJ26Q0011 issued by the Department of Commerce National Oceanic and Atmospheric Administration (NOAA/OAR/GLERL). The Government justifies the sole-source approach based on patented stretch-hose technology that provides elastomer-synthetic composite construction necessary for mechanical isolation and electrical functionality that traditional mooring chains and non-stretch cables cannot provide. Estimated delivery is required within 12 weeks after receipt of order (ARO) to NOAA/OAR/GLERL in Ann Arbor, Michigan. No specific response deadline, award date, or pricing terms are specified in the provided documentation.

Statement of Need (SON) Project Title: EOM EM Stretch Mooring Program Office: NOAA/OAR/GLERL / Observing Systems and Advanced Technology (OSAT)
1. Project Background and Mission Impact NOAA Great Lakes Environmental Research Laboratory (GLERL) is tasked with advancing the observation and prediction of the Great Lakes to sustain resilient ecosystems and communities. A critical component of this mission is the Observing Systems and Advanced Technology (OSAT) branch, which operates real-time monitoring networks.
These networks provide essential environmental intelligence—including meteorological, chemical, and biological data—to stakeholders such as the National Weather Service, water intake managers, and the public. The EOM EM Stretch Mooring project is vital for maintaining the continuity and reliability of these real-time data streams from offshore buoys.
2. Current Requirement The Government requires the purchase of two (2) 15-meter Stretch Electro-Mechanical (EM) cables. These specialized components are necessary to secure real-time observing buoys while simultaneously providing a robust transmission link for 2-way power and Ethernet communications between the surface buoy and subsurface instruments.
3. Technical Specifications and Capability
Material: 6061-T6 Aluminum Termination Rubber Compound Copper Conductor Wire Conductor Arrangements: 8 x 22 AWG, 4 x Twisted Pairs 24 AWG Conductor Terminations: 22 AWG: MCIL8s w/ corresponding locking sleeves 24 AWG: DIL8s w/ corresponding locking sleeves Male connectors on one end, female on the other Male locking sleeves on male connectors Female locking sleeves on female connectors Length: 2 x 50ft Working Load: 900kg Maximum Elongation: 1.5X standard length Voltage Range: Up to 480V Data Rate: Up to 100 Mbps Flange/Bolt Pattern: 6 x 4.5" diameter x 0.5" bolt pattern Design Life: 5-7 years
4. Justification for Requirement Traditional mooring chains or non-stretch cables are insufficient for this mission because:
· Standard chains cannot facilitate high-speed Ethernet data and power transmission.
· Non-stretch electromechanical cables are prone to conductor failure when subjected to the repeated wave-induced loading common in open-lake environments.
· Patented stretch-hose technology is required to protect the internal electrical cores while providing the necessary mooring tension, ensuring that real-time data delivery is not interrupted by mechanical strain.
5. Period and Place of Performance
· Delivery: Estimated 12 weeks after receipt of order (ARO).
· Delivery Location: NOAA/OAR/GLERL, Ann Arbor, MI.
