Statement of Work
Statement of Work Forklift, Weight Handling Equipment and Rigging Inspector Training Courses
1.0 Background
The Installation Safety Office, MCB Camp S.D. Butler provides safety inspections and load test certifications for all Material Handling Equipment (MHE), Weight Handling Equipment (WHE) and Ordnance Handling Equipment (OHE) Island wide. Services provided to all Marine Corps, MHE, WHE & OHE equipment include inspection and load testing of over 600 pieces of equipment annually. The above inspections and inspector certifications are required by NAVFAC P-307 Management of Weight Handling Equipment, MCO 11262.2B Inspection, Testing and Certification of Tactical Ground Load Lifting Equipment, MCIPACO 11262.1 Operation, Inspection and Maintenance Procedures for Weight handling Equipment, MCO P11240.106b Chapter 9 Load Test/ACI for Garrison Mobile Equipment and NAVSEA SWO23-AHWHM-010 Technical Manual for Handling AMMO and MHE.
1.1 Objectives
The contractor shall provide initial inspector certification training for Forklift, Mobile Crane, Overhead Crane, Rigging Equipment and Aerial Lift for Installation Safety Office (ISO), Marine Corps Base Butler (MCBB) personnel in accordance with OSHA, ASME and ANSI Standards for material handling and weight handling guidelines. The contractor must provide course material, certificates of completion, and inspector certification cards.
1.2 Training Course Requirement
The contractor shall provide the courses and course training materials listed below to conduct forklift, weight handling and rigging inspector training for 10 personnel at Bldg 5831 on Camp Foster, Okinawa, Japan. The certification issued by the vendor must be valid a minimal of two years.
1-days - Forklift Inspector Training. The forklift training course must exceed OSHA’s new training requirements and enable organizations to perform their own OSHA and ASME daily and annual forklift inspections.
2-days - Mobile Crane Inspector Training. This training must enable organizations to perform their own OSHA, ASME, and NAVFAC P-307 required mobile crane inspections and provide the documentation to meet OSHA and ASME requirements.
1-days - Overhead Crane Inspector Training. This training must ensure operators meet OSHA’s qualification requirements and enables organizations to perform their own OSHA, ASME, and NAVFAC P-307 required crane inspections on overhead and gantry cranes, monorail systems, and hoists.
1-days - Rigging Equipment Inspector. This training must ensure all Participants learn how to inspect all types of rigging equipment in accordance with OSHA, ASME, NAVFAC P-307 requirements. Rigging equipment inspector certification must ensure that the inspector is competent and qualified.
2 days - Aerial Lift Inspector Training. This aerial lift inspector training is designed for maintenance, construction craftsmen and other personnel who require a thorough knowledge of aerial lift safety. This training and certification program must ensure inspectors are qualified and enable to perform their own aerial lift inspections as required by OSHA, ASME, and NAVFAC P-307.
Minimal Required Training Course Material:
· Student workbooks, inspection forms, inspection decals and other handout materials.
· Rigging handbooks, riggers capacity cards, hand signal cards and other handout materials.
· Certificate of completion and certification cards for each participant who successfully complete the Safety Inspector courses.
NOTE: If course material is required to be mailed prior to the course, the contractor shall ship the materials via FedEx or equivalent to the following address:

1.3 Regulatory Compliance Requirement
The contractor is required to provide training and certification in accordance with OSHA, ASME, ANSI, and NAVFAC P-307Standards for General Industry and Construction.
1.4 Period of Performance: Staring from 23 July 2020
2.0 Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI).
The government will provide classroom space and audio visual support.
2.1 Security
The contractor must submit background checks as required by local security measures in order to be granted access to the installation.
2.2 Travel
The Installation Safety Office will provide transportation to and from the airport if required.
