2.2 Statement of Work - Replace Compound Doors

STATEMENT OF WORK

B&F PROJECT 23Z2AG8: REPLACE COMPOUND DOORS

INTRODUCTION

The Federal Correctional Institution (FCI) located at Danbury, Connecticut, intends to make a single award to a responsible entity for the replacement of Compound doors as set forth in this solicitation/contract. The Government reserves the right to award without discussion and to make a single award. Therefore, each initial quote should contain the best terms from a cost or price standpoint.

SCHEDULE OF DELIVERY PERFORMANCE

The contractor shall furnish and provide all labor, material and equipment necessary to acquire, demolish, transport, and to install new metal frames, doors and accessories at the Institution compound.

SCHEDULE OF PERFORMANCE

Normal working hours are estimated Monday thru Friday 7:00AM- 3:30PM excluding federal holidays. The contractor cannot be guaranteed a forty (40) hour work week at the work site. Part of the working hours will include but are not limited to: movement through the entrance to the work site, tool inventories checklist, and material loading and unloading.

Expected dates of delivery and performance are August 2024- September 2024.

The contractor will have ten (10) calendar days upon issuance of the Notice to Proceed to begin work. The contract period will be in effect from the date of award to no later than thirty (30) days after Notice to Proceed.

DESCRIPTION OF THE PROJECT

This project consists of removal of existing two single doors and three double doors in the compound and install two single doors and three double doors in the compound. The doors, frame, jambs, and installation must meet current BOP Technical Design Guidelines for strength and security. The locations of these doors are as follows:

1. Housing Unit K-A, double door

2. Special housing (SHU), double door

3. Food Service, double door

4. Housing Unit M-A, single door and

5. Food Service, single door

MATERIALS:

A. Provide products meeting the following criteria.

DOORS

B. Detention Hollow Metal Doors:

1. Detention hollow metal doors shall be provided and installed by the contractor.

2. Detention hollow metal doors shall have a thickness of 2" (actual).

3. Doors shall have 0.12 in. side clearance with proper bevel to operate without binding. Furnish all accessory items as required for a complete installation.

4. Doors shall be custom-made, of the types and sizes shown on approved shop drawings and shall be prepared for hardware in accordance with the manufacturer's recommendation and the final approved Hardware Schedule. Doors shall be constructed using commercial-quality cold-rolled steel that complies with ASTM A366. The steel used shall be free from scale, pitting, coil breaks, or other surface blemishes. The steel shall also be free of buckles, waves, or any other defects caused using improperly leveled sheets. Door face sheet thicknesses shall be 12-gauge. All exterior frames, and frames used in areas with high humidity shall have a zinc (galvanized) or zinc-iron alloy (galvanneal) coating per HMMA 863-04. High humidity areas include the Kitchen and Dishwash areas. (Refer to Section 08 71 63 for locations.)

5. Door edge seams shall be continuously welded and finished smooth such that there are no visible seams. Doors shall be strong, rigid, and neat in appearance, free from warpage or buckle. Edge bends shall be true and straight and of minimum radius for the thickness of metal used.

6. Doors shall be stiffened by continuous vertically formed steel sections that, upon assembly, shall span the full thickness of the interior space between door faces. These stiffeners shall be 16-gauge minimum thickness, spaced such that the vertical interior webs shall be no more than 4 in.

o.c. and securely fastened to both face sheets by spot welds spaced a maximum of 2.4 in. o.c. vertically. Spaces between stiffeners shall be filled with 3 pounds per cubic foot fiberglass or mineral rock wool batt-type material. If the manufacturer must use heavier materials and/or closer stiffener and weld spacings to meet the performance criteria set forth in Subparagraph, 1.2.C "Certification," of this section, they shall be used in the door construction for this project.

Door construction details must be submitted for approval as part of the submittal build drawings.

7. Vertical edges shall be reinforced by a continuous steel channel, not less than 10-gauge thick, extending the full length of the door. Channel that is broken at the hinge mortises shall not be acceptable. Noncontinuous channel at lock edge shall be acceptable only to accommodate lock preparation. In these cases, hardware reinforcements shall be welded to the channel such that they become an integral part of the channel. The top and bottom edges shall be closed with a continuous channel, also not less than 10-gauge spot-welded to both face sheets a maximum of 3 in. o.c. The 10-gauge closing channels shall be continuously welded to the vertical reinforcing channel at all four corners.

8. Top and bottom channel shall be fitted with an additional flush closer plate of not less than 16-gauge. The flush closing plate shall be welded in place at the corners and 2.4 in. long welds 12 in. o.c. Installation of closer plate using screws, security or otherwise, shall be deemed unacceptable. The end channel and flush closer plate shall be installed such that they are permanent and non removable.

9. Edge profiles shall be provided on both vertical edges of door as follows:

a. Single-Acting Doors: Beveled 0.12" in 50 mm.

b. Horizontal tract doors on equivalent square profiles.

10. The recommended sizes are 41 3/4"x 83 1/8", 14ga for single doors and 35 ¾"x 83 1/8" (Left), 23 ¾"x 83 1/8" (Right),14ga for the double doors, with 6"x 34" wire glass lite.

Hardware Reinforcements:

1. Doors shall be mortised, reinforced, drilled, and tapped at the factory for completely templated, mortised hardware in accordance with the final approved hardware schedule and templates provided by the hardware supplier. Where surface mounted hardware is to be applied, door shall be reinforced, drilled, and tapped in accordance with final approved hardware schedules and templates.

2. Minimum thicknesses for hardware reinforcements shall be as follows:

a. Full mortised hinges and pivots: 0.24 in.

b. Surface-applied maximum security: 0.24 in. plate.

c. Reinforcements for lock fronts, concealed holders, or surface: 0.2 in.

d. Mounted closures: 0.2 in.

e. Internal reinforcements for all other surface-applied hardware: 0.2 in.

3. Hinge and pivot reinforcement shall consist of an 8" long, Pressed formed, 4.5 mm angle that is projection-welded in six (6) places to the face of the door, and additionally plug-welded at each end to the opposite door face sheet, forming a rigid structural angle reinforcement at each hinge. Flat or offset strap reinforcements that are welded to the inside edge of the door or to perimeter channel shall be unacceptable. Reinforcements for mortised hardware occurring in the edge of the door shall be securely welded to the inside of both face sheets of the door.

4 Embedded items shall be mild steel shapes and plate and, where required, shall be 0.2 in. or 0.24 in. thick, and shall comply with ASTM A366

GLASS/GLAZING

Glass Moldings and Stops:

a. Doors shall be provided with steel moldings to secure glazing in accordance with glass sizes and thicknesses shown with a minimum 1" glass engagement.

b. Fixed glass molding shall be not less than 0.01", and shall be spot-welded on the secure side a minimum of 3" o.c.

c. Removable glass stops shall be pressed steel angle not less than 0.14" with tight-fitting mitered corner joints or notched corner joints and secured with #1/4-20 torx pinhead screws spaced 6" o.c. maximum with a maximum spacing of 2" from the ends of the stops.

d. Where glass thickness dictates, 10-gauge, offset surface mounted glass stops shall be used. The corners shall be tight-fitting mitered or notched corners, and the glass stop shall be secured to the face of the door using #1/4-20 torx pinhead screws spaced 6" o.c. maximum with a maximum spacing of 2" from the ends of the stops.

e. Removable glass stops specified in paragraphs 2.3 I.3 and

2.3 I.4 shall meet performance criteria designated in the performance section of this specification.

f. Removable stops shall be on the side opposite the area of inmate confinement or where they are likely to be unsupervised.

g. The recommended size of the clear wire glass is 6"x34"xl/4".

DOOR FRAMES

D. Detention Hollow Metal Frames:

1. Detention hollow metal frames shall be provided and installed by the Contractor.

2. Frames shall be constructed of commercial-quality cold rolled steel that complies with ASTM A366. The steel shall be free of scale, pitting, coil breaks, or other surface defects. Metal thicknesses shall be 12-gauge or 10-gauge as noted. All exterior frames, and frames used in areas with high humidity shall have a zinc(galvanized) or zinc-iron alloy (galvanneal) coating per HMMA 863-04.

3. Detention door openings 36" wide and wider shall have 12- Gauge hollow metal frames.

4. Frames shall be custom-made welded units of the sizes and types shown on approved shop drawings. Finished work shall be strong and rigid, neat in appearance, square, and free of defects, warps, or buckles. Pressed steel members shall be straight and of uniform profile throughout their lengths.

5. Corner joints shall have contact edges closed tight with faces mitered and stops either butted or mitered. Corner joints shall be continuously welded, and the use of gussets or splice plates will be unacceptable.

6. Stops: Minimum depth of stops in door opening shall be 15 mm except at electric locks; the minimum depth of the stop on the lock side of the jamb shall be l" in lieu of the 0.6". For glass and panel openings, stops shall be l" minimum glass or panel engagement, or as approved by the security glazing manufacturer, to include rabbeted depth of stops.

7. Frames for multiple openings shall have mullion members that, after fabrication, are closed tubular shaped conforming to profiles shown and having no visible seams or joints. Joints between faces of abutted members shall be continuously welded and finished smooth. Joints between stops of abutted members shall be welded along the depth of the stop and left neat and uniform in appearance.

8. Hardware Reinforcements and Preparation: Frames shall be mortised, reinforced, drilled, and tapped for all templated mortised hardware in accordance with the final approved Jamb Anchors:

1. Masonry: At each jamb provide 12-gauge floating masonry "TEE" anchors or "UL" strap/stirrup anchors at a maximum spacing of 16"

2. Concrete: 12-gauge steel anchors or 1/2 " X 6" headed studs fully welded to the back side of the frame, with a maximum spacing of 16". The use of weld plate embeds for concrete cell construction is prohibited, frames for cells must be cast in place.

3. Pre-finished Masonry and Concrete openings: 0.2" thick steel angles or formed-steel plates, 4" long, welded to back of detention window frames as required to secure frames to embed plates.

4. Embedded Plates: Fabricated from mild steel shapes and plates, minimum 6 mm thick; with minimum½" X 4" headed studs welded to back of plate.

5. Floor anchors with two holes for fasteners shall be Fastened Inside jambs with at least four (4) spot welds per anchor.

Where so scheduled, adjustable floor anchors providing not less than 2" height adjustment shall be fastened in place with at least four (4) spot welds per anchor. Thickness of floor anchors shall be 0.2" steel.

6. Provide al" stitch weld at 16" centers to secure the window to the embed plate.

a. The use of any other type of jamb anchor requires FBOP approval. For approval to be considered, submit manufacturer's test data showing that the proposed anchors are equal or superior to the required type.

b. Plaster guards made from no less than 0.02" thick steel shall be welded in place at hardware mortises on frames to be set in masonry or concrete openings.

c. Prepare frame for silencers. Provide three single silencers. For single doors on strike side and two single silencers on frame head at double doors without mullions.

Hardware E. Detention Hardware:

1. Schedule and templates provided by the hardware supplier. Where surface-mounted hardware is to be applied, frames shall be reinforced, drilled, and tapped in accordance with final approved hardware schedules and templates.

Minimum thicknesses of hardware reinforcing plates shall be as follows:

a. Hinge and pivot reinforcements - 0.24" x 10" steel plate.

b. Strike reinforcements - 0.2".

c. Closer reinforcements - 0.2".

d. Flush bolt reinforcements - 0.2".

e. Reinforcements for surface-applied hardware - 0.2".

f. Frame reinforcements for glazing stops - 1" x 0.14" continuous around entire opening.

g. Hinge and pivot reinforcements shall consist of 0.24" x 1.5" long straps, projection-welded in a triangle pattern in three (3) places at each end. The strap shall be Additionally reinforced by a 0.01" thick by 2" side angle welded in two (2) places at the center Of the strap reinforcement and two places to the Inside face of the frame. This additional angle is to Be provided at all hinges.

h. Hinges shall be constructed of a high-grade security steel with 10-gauge plating for mortised or face mounted hinges to meet door rating.

1. All detention grade hollow metal doors 35" or greater in width shall be hung using 4 hinges.

2. All hinges shall meet the requirements of ASTM F1758 (Grade2).

3. Each hinge shall be 112 mm x 112 mm (4.4" x 4.4") with 4.7 mm (0.188") thick leaves. Hinge leaves shall be investment cast from 304 stainless steel having a tensile strength of not less than 0.089 MPa (0.01 ksi) of cross-section.

4. Hinge pins shall be stainless steel. Hinge pin shall be fully concealed, non-removable. Hinge pins held in place with set screws is not acceptable.

5. Entire assembly shall be cross pinned at assembly.

6. Hinges shall be finished US32, US32D, or USP-PRIMED, as called for in the hardware schedule.

7. Hinges shall be mounted pinned Torx style heads of appropriate size and length.

LOCK POCKET:

Lock pockets on each door must fit one (1) Folder Adams series 80 lock. The lock will be provided and installed by FCI Danbury. FCI Danbury will provide the lock templates to the contractor. Doors containing manual prison locks (80 series) will be flvsh mounted with the face sheets of the door.

ARMOR PLATE:

Contractor shall install armor plates on the exterior side of the doors. The recommended plate size shall, be stainless steel, 12"h x 34" w x ¼" and 12"h x 22" w x 1/4".

REMOVAL OF EXISTING DOORS AND FRAMES

The contractor shall remove all components of metal framing and doors to include but not limited to metal framing, doors, anchors, masonry block to accommodate the new opening. The contractor shall remove the existing (old) property of the institution.

INSTALLATON OF NEW DOORS AND FRAMES INSTALLATION

1. The installation will consist of removing and installing three (3 double doors, approximate size 5'x7' and two (2) single doors, approximate size 3'6"x7' and adjusting the door rough opening as needed to accommodate new door size. NOTE: (Once contract is awarded, a pre-construction site visit will be conducted by the contractor and actual measurements of doors, frames and rough openings will be taken and verified by FCI Danbury prior to purchasing material and installation of doors).

A. Installation shall be in accordance with shop drawings and shall be accomplished by skilled workmen. Welding shall be done as indicated in accordance with American Welding Society Publication 01.1.

B. Install frames plumb, square, straight, true, rigidly secured in place, and properly braced. Anchor frames securely to floor and at jambs. Weld field joints, grind smooth, and fill with body putty to completely conceal seams, including those at transom paneling, and to form a smooth, unbroken, finished surface. Frames shall be filled with grout that has a minimum strength of 25 MPa.

C. Expansion bolts shall not be utilized for the installation of frames in prefinished and existing opening. All other methods of attachment are subject to approval by the FBOP. contract and the COR.

D. The following standard drawings and/or details are provided as examples of how the requirements for this section can be met. These or other drawings approved by FBOP shall be included in the contract documents for the project.

E. For security reasons, door undercuts shall be a maximum of ¾"

FINISH:

1. After fabrication, tool marks and surface blemishes shall be filled and sanded as required to make both faces and both vertical edges smooth and free from irregularities. After appropriate preparation, exposed surfaces shall receive two shop coats of a rust-inhibitive primer that meets or exceeds ASTM B117 salt spray for 150 hours and ASTM 01735 water fog test for organic coatings for 200 hours, and that is fully cured prior to shipment.

2. Door manufacturer shall provide drilled and tapped holes for all surface-applied hardware according to approved templates.

3. Final finish coat will be applied by FCI Danbury once all work is completed.

DELIVERY OF MATERIALS

All construction related equipment and materials required for the contractor to work on this project will be processed by the contractor and delivered to the contractors approved storage area. Any construction related deliveries which are delivered on site, can be received by the contraclor Monday through Friday, excluding Federal Holidays between the hours of 7:00AM - 3:30PM. The contractor will be required to notify the COR when a delivery is scheduled and a contractor representative must be present at time of delivery.

TESTING AND INSPECTION

The contractor at a minimum shall meet industry standards set forth in accordance with all federal, state and local regulations. All measurement and verification must be conducted by the contractor and the contractor will be responsible for any measurements, prior to ordering doors and materials.

GUARANTEES AND WARRANTIES

Provide a special project warranty signed by the Contractor agreeing to replace/repair/restore defective materials and workmanship of the repairs during warranty period. The warranty period is twelve (12) months starting on the date of Substantial Completion of the project.

STORAGE OF TOOLS, MATERIALS, AND EQUIPMENT

All contractor tools shall be inventoried prior to entrance and exit from the institution daily. Any contractor materials, tools, and/or equipment that will be required to be brought on site for an extended period of time to expedite the project completion shall be permitted to be stored in a previously approved location agreed upon by the Contract Officer Representative and the contractor.

The contractor shall be permitted to bring in a securable Job Box for the duration of the project. The Job Box will be required to be secured when not in direct use and will require a minimum of (1) one padlock(s). Contractor tools stored in the onsite Job Box will require daily inventory checks. A tool inventory form will be provided to ensure accountability. Any tool considered a high security risk will be required to exit the institution daily.

CONSTRUCTION PROGRESS MEETINGS

The Contract Officer Representative or Facility Manager reserve the right to require weekly or bi-weekly progress meetings with the contractor(s) project manager to ensure scheduling requirements are met in accordance with this contract. Meetings shall include but are not limited to: pre-construction meeting(s) progress meeting(s), meeting agenda, minutes, and construction schedule.

DEFINITIONS

The Contract Officer (CO) executes the contract on behalf of the Government; this shall include a duly appointed successor. The Contracting Officer is the only official authorized to administer, modify and/or terminate the contract.

The Contracting Officer makes related approvals, determinations, and findings pertaining to the contract and is the only individual on the project staff who can obligate funds on behalf of the Government.

The FCI shall ensure a Contract Officer's Representative (COR) is present to allow access to all areas by the contractor.

The COR will be located at the project site and has overall responsibility for the administration of the operations and activities at the project site. The COR represents the Contract Officer for all technical matters that arise under the contract. The COR will evaluate the contractors performance and prepare a performance report at the end of the contract.

The Contract Officer Representative (COR) shall not, and has no authority to re-delegate authority to any other person, change or modify any terms of the contract, obligate the payment of any money by the Government and/or cause the contractor to incur cost not otherwise covered by the contract.

The contractor shall provide to the Contract Officer, (3) three copies of the safety data sheet (SOS) on all materials and substances that may be used during the course of the project. In the event the Institution Safety Manager does not approve the material, it shall be the responsibility of the Contractor to locate and procure an alternative product.

OTHER CONSIDERATIONS

Lost time due to security restrictions/considerations: contractors should plan for a certain amount of time accrued for security considerations, i.e., base security checkpoint, check in screening, delays due to inmate movements, institution lockdowns, institution emergencies, institution counts etc. In the event of an institutional emergency, the Contractor will be instructed to secure and stow all tools, equipment and materials, and contractor will be escorted off the institution grounds. Work will be suspended until the institution emergency passes. Contractor wi11 NOT be a11owed to bring cell phones, cameras, weapons or any other objects that violate criminal laws or are prohibited by Federal regulations

15B20324Q00000022 Page 9 of 14 or Bureau of Prisons policies on institution grounds. If use of a telephone is required in case of an emergency, the Government will provide a phone line for use.

The Contractor shall be responsible for removing all waste from the institution grounds and disposing of in accordance with all federal, state, and local regulations.

INSTITUTION SECURITY

The Contractor agrees to adhere to all regulations as outlined in HSPD-12 (Homeland Security Presidential Directive);

all regulations prescribed by the institution for safety, custody and conduct of staff, contractor workers and inmates. The contractor will be required to complete a limited background investigation through the National Crime Information Center (NCIC). The Contractor may at any time be removed from the institution grounds at the discretion of the Warden.

PAYMENT TERMS

The Contractor must provide a means for electronic payment to include bank routing and account number, payment terms are specified in FAR 52.212-4(g). The Government will make payment in accordance with the Prompt Payment Act (31 U.S.C 3903 and prompt payment regulations at 5 CFR part 1315). The Contractor can however offer discount payment terms for prompt payments as specified in block 12 on the SF 1449 form of this solicitation. Partial or half sessions will not be authorized for payment.

(a) Mr./Ms. Bose George, Engineering Technician of FCI Danbury , 33 1/2 Pembroke Rd, Danbury, CT 06811 , 203-312-5233 , is hereby designated to act as Contracting Officer's Representative (COR) underassigned contract number , for the period of one can be assigned by the Facilities Department (specify the performance period of the contract that the designation covers).

(b) Performance of work under this contract is subject to the technical direction of the COR identified above, or another representative designated in writing by the Contracting Officer. The term “technical direction” includes, without limitation, the following:

(i) Receiving all deliverables;

(ii) Inspecting and accepting the supplies or services provided in accordance with the terms and conditions of this contract;

(iii) Clarifying, directing, or redirecting the contract effort, including shifting work between work areas and locations, filling in details, or otherwise serving to accomplish the contractual statement of work to ensure the work is accomplished satisfactorily;

(iv) Evaluating performance of the Contractor; and

(v) Certifying all invoices/vouchers for acceptance of the supplies or services furnished for payment.

(c) The COR does not have the authority to issue direction that:

(i) Constitutes a change of assignment or work outside the contract specification/work statement/scope of work.

(ii) Constitutes a change as defined in the clause entitled “Changes” or other similar contract term.

(iii) Causes, in any manner, an increase or decrease in the contract price or the time required for contract performance;

(iv) Causes, in any manner, any change in a term, condition, or specification or the work statement/scope of work of the contract;

(v) Causes, in any manner, any change or commitment that affects price, quality, quantity, delivery, or other term or condition of the contract or that, in any way, directs the contractor or its subcontractors to operate in conflict with the contract terms and conditions;

(vi) Interferes with the contractor's right to perform under the terms and conditions of the contract;

(vii) Directs, supervises, or otherwise controls the actions of the Contractor's employees or a Subcontractor's employees.

(d) The Contractor shall proceed promptly with performance resulting from the technical direction of the COR. If, in the opinion of the Contractor, any direction by the COR or the designated representative falls outside the authority of (b) above and/or within the limitations of (c) above, the Contractor shall immediately notify the Contracting Officer.

(e) Failure of the Contractor and Contracting Officer to agree that technical direction is within the scope of the contract is a dispute that shall be subject to the “Disputes” clause and/or other similar contract term.

(f) COR authority is not re-delegable.
