About this file

This document is a Request for Quotation (RFQ) for a Roughness Scanner issued by the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) on a 100% small business set-aside basis. The RFQ requires the scanner to collect visual and 3D roughness data rapidly over a large area without damaging the surface. The scanner must have vertical measurement accuracy of 0.001" and be able to scan sample plates up to 6" x 6" in minutes. The agency will award a firm-fixed-price purchase order on a lowest price technically acceptable basis. Offerors must either quote the specified brand name product or an equal, and provide proof of authorized reseller status if offering an alternate brand. The quote must include price, delivery terms, point of contact, CAGE code, and DUNS number. Quotes are due by September 2, 2024 at 2:00 PM Eastern Time.

PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUES THE ONLY NOTICE THAT WILL BE

ISSUED.

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation and quotes are being requested. In accordance with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days. RFQ number is N6660424Q0564.

This requirement is being solicited on a 100% small business set aside basis. The North American Industry Classification System (NAICS) Code for this acquisition is 334516;

The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price Type purchase order for a “Roughness Scanner” in accordance with the following Minimum Specifications:

Minimum Specifications The scanner must be able to do the following:

1. Collect visual and three dimensional roughness data (video imaging and profilometry/3D map) rapidly over a large area without damaging or changing the surface being sampled.

a. Roughness could range from biofilms (where the roughness differences would be on the order of mils (0.001”)) to macroscopic features that could be up to 0.1” or more in relief from the original clean surface. Vertical (height) measurement accuracy should be ± 0.001”.

b. The term “large area” refers to test panels 4” x 4” in area at a minimum; the ability to scan larger areas (6” x 6” or 8” x 8” in area) would be very useful.

c. The term “rapidly” used in this context means that the device must be able to scan and generate accurate roughness data from a 6” x 6” sample plate in a timeframe measured in minutes, not hours (or longer).

d. Because some of the materials generating the roughness that needs to be measured could be composed of “soft” biological organisms, the roughness measuring device should be non-contact in nature (like a laser) and not something hard (like a stylus, etc.). Because high resolution images are required, the footprint of the laser when scanning should be very small

– on the order of 0.001”.

e. Some of the surfaces to be sampled might not be flat (e.g., inside of a tube, etc.).

The system should be able to make roughness measurements and 3D plots of non-flat samples (such as the inside surface of a tube) as well as flat samples.

2. The system must include all of the hardware needed to scan samples as described above (e.g., X-Y scanner, etc.), and include a data/computer controller and all of the necessary software to process, manipulate, display and store the visual and profilometry scans.

The following Laser Techniques Co (LTC) Brand Name package of products will be acceptable, but offerors may submit any other brand that meets the requirements:
