The Federal Bureau of Investigation (FBI), Finance and Facilities Division, is issuing this Request for

Quotation (RFQ) to solicit sellers of Safety Shoes and On-Site Maintenance for the purpose of establishing a

5-year, firm-fixed price, IDIQ (1 Base Year (BY) + 4 Option Years (OYs)) contract. All quotes shall be FOB

Destination Shipping to Washington D.C. This request falls under FAR Part 12 and 13. This is a Total Small-business set-aside.

Contractors interested in competing for this effort may participate by submitting quotes in accordance with the procedures set forth in this RFQ. All quotes shall be firm fixed priced.

Quotes shall be valid for at least 30 days after the closing date of the solicitation.

The delivery for this requirement will be within 30 days or less After Receipt of Order (ARO).

1.0 GENERAL INFORMATION

This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in

Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation. No partial quotes will be considered. No partial awards will be made.

The resultant contract is intended to be awarded as a firm-fixed price contract. This RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-05.

This requirement will be awarded on an all or none basis as a commercial product under the procedures at FAR

Parts 12 and 13.

This RFQ is being conducted as a total set-aside for small business concerns. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award.

3.0 SPECIFICATIONS

Safety Work Shoes/Boots:

o Must meet the protective footwear requirements of the Occupational Safety and Health

Administration’s (OSHA’s) Code of Federal Regulations (CFR) Title 29. [Reference

(1910.132) Personal Protective Equipment (PPE) General Requirements or (1910.136)

Foot Protection].

o Reinforced toe must be of a composite material and/or rated electrical hazard proof material is acceptable.

o Styles and sizes to accommodate both female and male personnel.

o Vendor will be required to provide an on-line access to available shoe products for selection by the individual employee or may coordinate an on-site visit by mobile display to present available products.

o Vendor shall coordinate with designated FBI Point of Contact for review of on-line site for sizing and mobile display visit.

o Each specific safety shoe/boot will be provided to meet exact sizing requirements based on individual needs within the standard availability of each particular item.

o All products must be manufactured in the USA to satisfy Buy USA FAR requirements.

o Please review attached Statement of Work (SOW) to ensure capability to provide product and product maintenance services

4.0 QUOTATION REQUIREMENTS

• All quotes shall be firm fixed price

• Quotes shall be valid for 30 calendar days from closing of posting

• Quote may be sent via your company’s standard quotation form but shall include the following information: NACIS Code, UEI No., Point of Contact with email and telephone information, Shipping lead time, and all Products listed on this RFQ

• Contract will be FOB Destination to Quantico, VA

• New products only shall be accepted

• Quote shall include product cost broken out by each year of IDIQ, (BY (2024-2025), OY 1 (2025-

2026), OY2 (2026-2027), OY 3 (2027-2028), OY 4 (2028-2029)

• Contractor shall be registered in SAM.gov as a small business at time of award and shall be considered small throughout the period of performance.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.

Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
