About this file

This Request for Quote (RFQ) document is issued by the Oregon Department of Early Learning and Care (DELC) for evaluation services related to the Birth through Five Literacy Initiative. The RFQ seeks qualified evaluators to conduct a comprehensive evaluation of the BT5 Literacy Initiative, which focuses on literacy programming for children from birth through age five. The evaluation services requested include assessing program implementation, outcomes, and effectiveness across participating sites and stakeholders. The document establishes a competitive bidding process through which vendors can submit quotes for consideration. Specific response and due dates, site visit requirements, and any bidders' conferences or meetings are outlined within the RFQ framework to ensure qualified vendors have adequate time and information to prepare thorough proposals. The contract term and any potential renewal options are contingent upon evaluation scope completion and DELC's programmatic needs.

The pricing structure and payment terms for evaluation services are to be determined based on vendor proposals submitted in response to the RFQ specifications. The document may include provisions regarding small business set-asides or other contracting preferences consistent with Oregon state procurement regulations. Funding for this evaluation initiative is sourced through DELC's budget allocation for the Birth through Five Literacy Initiative. Additional details regarding funding amounts, payment schedules, reporting requirements, and any performance metrics or deliverables expected from the selected evaluator are contained within the RFQ specifications and should be reviewed thoroughly by prospective bidders.

The State anticipates the Award of one vendor. The initial term of the Contract is negotiable, but the State anticipates an initial term through June 30, 2027, with option to renew if determined additional work is necessary and funds are available.

Scope of Services

• The Not-to-Exceed (NTE) Budget is $100,000.

• The key outcome of interest and scope for the evaluation is that “Families and caregivers are engaged in children’s literacy development”. Proposer is expected to collect data from families who engage in activities funded through the Birth Through Five Literacy Initiative.

• Proposer shall describe how they intend to collect, analyze and present information related to this outcome in their proposal.

• Target group for data collection are families who have participated in programs funded by the BT5 Initiative.

Vendor shall:

o Highlight in their proposal the skills and resources available that allow them to effectively partner with families and conduct research.

o Coordinate with programs who receive BT5 Literacy funds to help them identify families who received services funded by BT5 Literacy Initiative.

• Vendors are not required to collaborate with all programs receiving BT5 literacy funding. However, we would like the vendor to help us identify which programs will take part in the evaluation that would result in us having a representative population of families participating in programs funded by the BT5 Initiative.

Vendors must include in their budget and proposals how they intend to compensate families, which must not exceed $50 per DELC’s compensation policy.
