About this file

This document is a Request for Quote (RFQ) issued by the Oregon State Police (OSP) SWAT team for the procurement of one (1) Trailing Service Dog (TSD) Bloodhound along with handler training. The SWAT team is seeking a K9 that can navigate various urban and rural terrains, adapt to different environmental conditions, and negotiate obstacles to support their law enforcement activities. The successful vendor must have previous experience providing similar services to law enforcement agencies and the K9 must meet specific requirements, including being field-trained for tracking/trailing scent, well-socialized, and free of orthopedic issues. The handler training is to be provided by the vendor and must include a two-week session of up to 80 hours. Quotes are due by 2:00 PM (PDT) on April 27th, 2022, and will be evaluated based on the "Best Value" to the state, considering factors such as experience, expertise, availability, and resource capacity.

Regarding pricing, vendors may offer alternate products that meet or exceed the stated requirements, and the state will determine if they are "equal" to the specified brand. The total cost should include the price for the K9 as well as the handler training. The contract will be awarded in the form of a Purchase Order governed by the State of Oregon's Standard Terms and Conditions.
