SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

PART C.1 - SCOPE

C.1.1 SCOPE OF WORK --- (SECTION 076200 - SHEET METAL FLASHING AND TRIM)

A. This project includes.

• Repair of (2) chimney exhaust flues and flashing around the chimney B. The work includes.

• Removal & repair of damaged exhaust vents, including a transition from square to round, and diffuser screens to keep out birds.

• Replace chimney flashing on all 4 sides of chimney. See specifications & Appendix A

• Modify or replace top flat metal chimney cover. Seal for long term ALL JOINTS & SEAMS.

C. Optional work that may be awarded includes all work described above associated with:

1. Option #1: Replace northwest side of Forest Service Home metal gable rake flashing cover replacement cap that shows significate signs of damage

D. Quantities associated with these options are identified in the Schedule of Items, B1

C.1.2 PROJECT LOCATION

A. The project is located in the Pleasant Grove Ranger District of the Unita-Wasatch-Cache National Forest, Utah County, Utah, USA, at 40.453062°N 111.661194°W. It is located approximately 5.14 miles up American Fork Canyon state HWY 92, State of Utah.

C.1.3 SITE INFORMATION AND LIMITATIONS

A. The following site conditions are considered incidental to the contract and the contractor will not be paid directly for any of the following items:

1. Construction sites will be open to the residents during construction. The Forest Service will issue a closure order to the residents of Forest Service home residents if /when overhead work is to be done. The Contractor shall

2. be responsible for signing and limiting public access, from around the occupied Forest Service Home, during construction. Above home location is indicated by GPS coordinates, any questions about property location or work to be done to the FS home, are to be directed to the CO or COR.

3. All construction equipment shall be pressure washed before entering National Forest System lands. The removal of mud and debris from treads, tracks and undercarriage, with emphasis on axles, frame, cross-members, motor mounts, and underneath steps, running boards, and front bumper/brush-guard assemblies will be required. The purpose is to reduce or eliminate the transportation of noxious weeds, which is required by Federal and State regulations. All equipment will be inspected by the FS prior to bringing on to FS land at the jobsite. It will be at vendors cost if rejected.

4. Water is available at the site for construction purposes. Utilities are available at the site for construction purposes.

5. Toilet facilities ARE NOT AVAIBLE at the site. The Contractor shall provide temporary toilet facilities (porta-potty) at the site during all construction work OR may use campground facilities a few miles away from job site.

C.1.4 TRAFFIC CONTROL AND CONSTRUCTION SIGNING

A. No work that endangers, interferes, or conflicts with traffic or access to work sites shall be performed until a plan for satisfactory warning and handling of traffic has been submitted by the contractor and reviewed by the COR.

Construction signing for traffic control shall conform to the Manual of Uniform Traffic Control Devices (MUTCD).

All traffic control signs shall be placed in areas adequate for a truck pulling a fifth wheel trailer to be turned around.

Contractor shall not be paid directly for this item, rather it will be considered incidental to other items of work listed in the Schedule of Items.

C.1.5 WORK CAMPS, STAGING AND STORAGE AREAS

A. submit a site plan showing proposed staging areas, access and parking locations, locations for field offices, and storage

B. Areas for staging operations and storage of materials shall be approved by the CO. The Contractor must request in writing for approval from the CO to stage trailers on site.

C. No overnight camping will be allowed on site.

C.1.6 WASTE MANAGEMENT AND DISPOSAL

A. Waste Management Plan: Submit a copy of plan within 14 days of date established for the Notice to Proceed.

B. Processing waste material for salvage and recycling is encouraged.

C. The Contractor shall provide and maintain appropriate waste disposal containers or bins at the project site for the duration of the project construction. Verify with Contracting Office for placement of disposal containers and bins on the project site.

D. Waste material and debris shall be picked up and deposited in the waste disposal bins daily. Containers must be emptied on a weekly basis unless more frequent emptying is needed.

E. Burning or burying of construction waste material on site will not be permitted. Material shall be disposed of in accordance with the Waste Material Disposal specification.

C.1.7 START DATE AND CONTRACT TIME

A. Start Date: On or about 13 Dec 2024 (Upon Award)

B. Base Quote: 120 Calendar Days.

C.1.8 INSPECTION OF WORKSITE

A. The contractor acknowledges they have taken the necessary steps to ascertain the nature and location of work and have investigated and satisfied themselves as to the general and local conditions that can affect the work or its cost. Any failure of the contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the government.

C.1.9 SPECIFICATIONS

A. The following specifications are attached. Some sections in the schedule of items refer to other sections not listed and are subsidiary to or are included in payment for other pay items in this contract. These items are considered incidental, and no additional compensation will be made.

C.2.4 QUALITY ASSURANCE

A. Fabricator Qualifications: Employs skilled workers who custom fabricate sheet metal flashing and trim similar to that required for this Project and whose products have a record of successful in-service performance.

B. Mockups: Build mockups or drawings or attain COR approval to verify selections made under Sample submittals to demonstrate aesthetic effects and to set quality standards for fabrication and installation.

1. Build mockups or drawings or attain COR approval of typical roof edge eave, fascia trim, approximately 10 feet long on the building. The mockup can be incorporated into the work.

C.2.5 MEASUREMENT AND PAYMENT

A. No separate payment will be made for the work included under this section; rather payment will be considered to be included in the items of work listed in the Schedule of Items.

PART C.3 – GENERAL

C.3.1 PERFORMANCE AND REQUIREMENTS

A. General: Sheet metal flashing and trim assemblies shall withstand wind loads, structural movement, thermally induced movement, and exposure to weather without failure due to defective manufacture, fabrication, installation, or other defects in construction. Completed sheet metal flashing and trim shall not rattle, leak, or loosen, and shall remain watertight.

B. Sheet Metal Standard for Flashing and Trim: Comply with National Roofing Contractors Association's "The NRCA Roofing Manual" and Sheet Metal and Air Conditioning Contractors' National Association, “SMACNA's Architectural Sheet Metal Manual" requirements for dimensions and profiles shown unless more stringent requirements are indicated.

C. Thermal Movements: Allow for thermal movements from ambient and surface temperature changes.

1. Temperature Change: 120 deg F, ambient; 180 deg F, material surfaces.

C.3.2 SHEET METALS

A. General: Protect mechanical and other finishes on exposed surfaces from damage by applying strippable, temporary protective film before shipping.

B. Metallic-Coated Steel Sheet: Provide zinc-coated (galvanized) steel sheet according to ASTM A 653/A 653M, G90 (Z275) coating designation; pre-painted by coil-coating process to comply with ASTM A 755/A 755M.

1. Surface: Manufacturer's standard clear acrylic coating on both sides.

2. Exposed Coil-Coated Finish:

a. Two-Coat Fluoropolymer: AAMA 621. Fluoropolymer finish containing not less than 70 percent PVDF resin by weight in color coat. Prepare, pretreat, and apply coating to exposed metal surfaces to comply with coating and resin manufacturers' written instructions.

3. Color: As selected by COR from manufacturer's full range.

C.3.3 UNDERLAYMENT MATERIALS

A. Self-Adhering, High-Temperature Sheet: Minimum 30 mils thick, consisting of a slip- resistant polyethylene- or polypropylene-film top surface laminated to a layer of butyl- or SBS-modified asphalt adhesive, with release-paper backing; specifically designed to withstand high metal temperatures beneath metal roofing. Provide primer according to written recommendations of underlayment manufacturer.

c. Protecto Wrap Company.

2. Thermal Stability: ASTM D 1970; stable after testing at 240 deg F or higher.

3. Low-Temperature Flexibility: ASTM D 1970; passes after testing at minus 20 deg F or lower.

B. Slip Sheet: Rosin-sized building paper, 3 lb/100 sq. ft. minimum.

C.3.4 MISCELLANEOUS MATERIALS

A. General: Provide materials and types of fasteners, solder, protective coatings, sealants, and other miscellaneous items as required for complete sheet metal flashing and trim installation and as recommended by manufacturer of primary sheet metal or manufactured item unless otherwise indicated.

B. Fasteners: Wood screws, annular threaded nails, self-tapping screws, self-locking rivets and bolts, and other suitable fasteners designed to withstand design loads and recommended by manufacturer of primary sheet metal or manufactured item.

1. General: Blind fasteners or self-drilling screws, gasketed, with hex-washer head.

a. Exposed Fasteners: Heads matching color of sheet metal using plastic caps or factory-applied coating. Provide metal-backed EPDM or PVC sealing washers under heads of exposed fasteners bearing on weather side of metal.

b. Blind Fasteners: High-strength aluminum or stainless-steel rivets suitable for metal being fastened.

c. Spikes and Ferrules: Same material as gutter; with spike with ff matching internal gutter width.

C.4.2 UNDERLAYMENT INSTALLATION

Don’t rely on mechanical fasteners and caulk: Embed the counterflashing in a groove in the masonry.

A properly flashed chimney is protected by the overlap between the base flashing and the counterflashing. This two-part system absorbs any building movement that may occur (when new house framing shrinks, for example). Base flashing is installed as the shingles are applied, and generally consists of the lower base pan, step flashing, and the upper pan or cricket. Most builders are comfortable installing the base flashing, because the roof sheathing provides a solid nailing base. But what about the counterflashing?

In the Groove Many contractors make the mistake of fastening the coun-terflashing to the side of the chimney, using masonry screws to secure the flashing to the side of the chimney, then apply-ing a bead of caulk at the top edge of the flashing (see Figure 1). As daily temperature changes cause the flashing to expand and contract, the adhesive bond of the caulk joint is constantly stressed. This type of flashing detail will fail — sometimes in less than a year. Roofing cement doesn’t last any longer.

Properly installed counterflashing is “let in” to a groove in the chimney and overlaps the upturned sides of the base flash-ing, as shown in Figure 1. No fasteners are required. I’ve used these methods for both aluminum and copper flashing.

New construction and modification of old construction.

In the case of modification of chimney, this groove should be about 11/4 inches deep and can easily be made by raking out a portion of the mortar joint before the mortar has set. To determine which joints get raked out and where, I choose a mortar joint that’s at least 8 to 10 inches above the point where the chimney first penetrates the roof (Figure 2). On block chimneys, this is usually the joint just above the first full course on the down-slope face of the chimney. (For brick chimneys, this joint is above the third or fourth course.) I rake this joint out horizontally until the groove is within 3 inches (measured vertically) of the roof surface. Then I move up to the next mortar joint (one 8-inch course for block, three courses for brick), and rake it out until it comes within 3 inches of the roof surface. I repeat this process until I reach the back corner of the chimney and the joint is at least 3 inches above the roof.

A small bend in the horizontal leg of the flashing ensures that no water can run behind the flashing. Caulk provides a secondary line of defense against moisture intrusion. Flashing fastened directly to the face of the chimney relies entirely on caulk to maintain a watertight joint (right); in time, the caulk will fail, allowing water to penetrate the house.

On the down-slope side of the chimney, choose a joint that is 8 to 10 inches above the roof deck (one course for block chimneys; three to four courses for brick). Pursuant to FAR clause FAR 52.228-5, Insurance-Work on a Government Installation, the Contractor shall be required to present evidence to show, as a minimum, the amounts of insurance coverage indicated below:

(a) Workers Compensation and Employer's Liability. The Contractor is required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 shall be required, except in States with exclusive or monopolistic funds that do not permit worker's compensation to be written by private carriers.
